2 301 PUBLIC HEARING HELD – CATEGORICAL EXEMPTION (EA-CE-2023-031) AFFIRMED; ORDINANCE NO. 24-02 INTRODUCED – APPROVAL OF ZONING CODE AMENDMENT NO. 23-00006 (ZCA 23-00006) ESTABLISHING REGULATIONS FOR ACCESSORY DWELLING UNITS IN CHAPTER 12 OF THE INGLEWOOD MUNICIPAL CODE, CITYWIDE. The City Clerk announced that the next scheduled matter was a public hearing to consider introduction of an ordinance approving Zoning Code Amendment No. 23-00006 (ZCA23-00006) to establish regulations for Accessory Dwelling Units in Chapter 12 of the Inglewood Municipal Code, Citywide , that notice was given in the time, form , and manner as required by law, an affidavit was on file, and no communications were received.

Mayor Butts inquired if there were any persons present that wished to address the City Council on this matter.

Speaker (Name Unknown) stated that it was brought to his attention that the public hearing to modify the allowed ADU construction was because single-family homeowners had problems with two-story ADUs compromising their backyard privacy. He also stated he was a long-time residential designer and 30-year homeowner in Inglewood. The speaker opposed the Zoning Code Amendment because he felt two-story homes do the same thing as two-story ADUs, which look into neighboring properties' backyards. Additionally, he addressed his clients interested in building and maintaining their ADUs above their garages.

He also addressed that one-story ADUs take away onsite parking, and it ’s unfair to group everyone together because multi-family homes have different issues than single-family homes. The speaker mentioned that his duplex backs onto a commercial lot, so his two- story duplex faces his neighbor's backyard. Furthermore, the speaker also mentioned suburban areas, the square footage of their lots, and not being fixated on his neighbor's backyard because it would cause problems. He discussed large apartment complexes not having backyards, and one of his clients is trying to maintain his carport and build an ADU above it to maintain parking. Finally, the speaker also discussed the rippling number of issues if everyone has to put their ADUs on ground level and cautioned the Council to consider that and having a 60-day or 3-month period for projects already in process won ’t find out at the last minute.

Council Member Morales left the dais at the hour of 2:08 p.m.

Javana Grimes, Custody Officer for the Los Angeles County Sheriff's Department and the new owner of the UPS Store located at 112 S. Market Street. She thanked the Council for all they had done for the City and said she looked forward to embracing the change. The speaker stated that if not for the reassurance of the City, she wouldn't be able to open the UPS Store that she loves so much. She discussed the UPS Store's services and franchise opportunities. Additionally, she added that she wanted to encourage more businesses to entrust the City of Inglewood and Mayor Butts for laying the foundation to take chances, build, flourish, and succeed. Finally, the speaker mentioned the Grand Opening in mid- January and hoped the Council would be there to support it.

Council Member Morales returned to the dais at the hour of 2:10 p.m.

Speaker (Name Unknown) discussed items not on the Agenda and was advised to save her public comment for the end of the meeting so she could address her concerns.

Mayor Butts closed the public comment s portion at the hour of 2 :12 p.m.

Additionally, she added that the Health Department had been out three times, and when Inglewood ’s Building and Safety Department came out, they told her that the roof was sinking. The speaker complained that no one had done anything despite the many visits conducted by the various departments.
