1.0 INTRODUCTION
This groundwater monitoring report describes the results of the Fourth Quarter 2021 Groundwater Monitoring event conducted at the Castle Oaks Golf Course (COGC) in lone, CA on December 12t and 14th, 2021. This Report has been prepared to satisfy reporting requirements in the Revised Monitoring and Reporting Program (MRP) No. 93-240 dated April 17, 2001. The MRP was developed to monitor compliance with Water Reclamation Requirements (WRR) Order No. 93-240. The WRR prohibits the degradation of any water supply resulting from the discharge of tertiary water at the COGC. This Report has been submitted to the City of lone (City) for review and comment and is submitted by EcoUrban Associates (EUA) to the California Regional Water Quality Control Board, Central Valley Region (Regional Board) on the City's behalf.
2.0 SITE DESCRIPTION
The COGC is located in lone Valley approximately one mile northwest of lone. The Mule Creek State Prison Wastewater Treatment Plant and disposal spray fields are located upgradient (northeast) from the site and the City Tertiary Treatment Plant (Treatment Plant) is located downgradient (southwest) of the COGC. A Vicinity Map is shown on Figure 1. The Treatment Plant water is treated to Title 22 standards and pumped to storage ponds on the COGC for seasonal irrigation. Mule Creek flows through the site from north to south, then east to west. Sutter Creek forms the south boundary of the COGC.
The COGC topography slopes toward the southwest and elevations range from 260 to 300 feet above mean sea level. Three groundwater wells at the COGC monitor for impacts to the beneficial uses of the groundwater. Well CO MW-1 is located in the upgradient area (northeast) and CO MW-2 and CO MW-3 are located in the downgradient area (southwest). In addition to the monitoring wells, depth-to-water measurements are collected from piezometers CO P-1, CO P-2, and CO P-4 located west of the Treatment Plant and from wells and piezometers at the City Wastewater Treatment Plant (WWTP) south of Sutter Creek. A map showing the well locations in provided as Figure 2. COGC - 1 -
groundwater elevation data are combined with data from the WWTP and displayed on the Potentiometric Surface Map on Figure 3.
EUA personnel performed groundwater monitoring and sampling in COGC. The samples were delivered to BC Laboratories, Inc. within the required holding times following chain- of-custody procedures. Field forms are provided in Attachment A and laboratory analytical results are in Attachment B.
3.0 MONITORING AND REPORTING REQUIREMENTS
The Revised MRP No. 93-240 specifies quarterly monitoring for groundwater elevations, total coliform organisms (TCO), nitrate as nitrogen (nitrate-N), ammonia as nitrogen (ammonia-N), total dissolved solids (TDS), and pH. In addition, the City monitors for dissolved oxygen (DO), oxidation reduction potential (ORP), and electrical conductivity (EC) measurements are collected at the time of sampling.
Monitoring and sampling were performed by EUA personnel trained in the operation of field-testing instruments. The field technician training includes instrument calibration in compliance with the manufacturer's recommended procedures and frequencies.
Instrument calibration records are included on the field observation sheets in Attachment A.
4.0 FIELD OBSERVATIONS
On December 12t and 14th, 2021, quarterly monitoring was performed and included the collection of a depth-to-water measurements from wells using an electrical sounding tape decontaminated between uses. EUA used dedicated bailers that have been kept uncontaminated within the well casing. All wells were purged of at least three casing volumes of water using dedicated disposable bailers. Field parameters were recorded luring purging using appropriate and pre-calibrated meter. Purge rates ranged fror approximately 1 to 2 gallons per minute (apm). All wells recovered immediatelv to a least 80 percent of the pre-purge depth to water before sampling.
No sheens or odors were observed during purging. The purge water from all three wells had slight to moderate levels of turbidity. Field parameters appeared stable at the time of sampling. Field observation sheets are in Attachment A. Field data results are summarized in Table 1 and Table 2.

6.0 DISCUSSION
In upgradient well CO MW-1, the groundwater elevation is typically highest in the third or fourth quarter, and lowest in the third quarter. In downgradient CO MW-2 and CO MW-3, the groundwater elevation is typically highest in the Third quarter and lowest in the third quarter. The groundwater elevation decreased from the previous quarter in all three monitoring wells (CO MW-1 increased 3.30 feet; CO MW-2 increased 3.51 feet; and CO MW-3 decreased 3.02 feet). The average groundwater elevation change was a
3.28-foot increase. Consistent with historical measurements, the piezometric surface of the groundwater table generally slopes to the southwest at approximately 0.004-0.007 feet per foot (ft/ft). Seasonal groundwater typically fluctuates approximately 5 feet in site wells. Hydrographs of site wells are shown in Figure 4.
No groundwater limitations are specified in the MRP. In the absence of specified limitations, laboratory results are compared to primary and secondary maximum containment levels (MCL) for drinking water published by the Regional Board. Because high concentrations of many parameters occur naturally in groundwater at the site, an exceedance of an MCL does not necessarily indicate a degradation of background water quality. The groundwater analytical data is tabulated in Attachment A.
This quarter TCO levels were relatively high in all three wells (920 MPN/100mL in CO MW-1; 350 MPN/100mL in CO MW-2; and 920 MPN/100mL in CO-MW-3; and. Only one result is above the Primary MCL (2.2 MPN/100mL). All three wells have a history of TCO detection starting in 2010 and were disinfected using chlorine in May 2013 and also in 2019, a week before the 3rd quarter 2019 sampling event. The intermittent detections of TCO that is most likely due to bacteria present in the surrounding groundwater, not merely in the well itself. These detections are not historically considered a result of effluent discharges. The fact that high TCO levels are historically present in up-gradient well CO MW-1 indicates that there may be a potential source from the up-gradient water table basin to the northeast. Historical coliform values collected from groundwater during quarterly monitoring are graphed on Figure 5.
Nitrate-N levels were below the primary MCL of 10 milligrams per liter (mg/L) in all monitoring wells. The highest nitrate-N concentrations are at upgradient well CO MW-1 (8.9 mg/L). Upgradient sources and/or other site uses may influence nitrate-N in CO MW-1 but a watershed-wide groundwater evaluation has not been conducted.
Downgradient wells have historically shown lower detection levels near to the method practical quantitation limit (PQL). Fluctuations in nitrate-N concentrations with time are shown on Figure 6.
Levels of ammonia-N were at non-detectable to trace levels in all of the three monitoring wells this quarter (<0.067 mg/L in CO MW-1; <0.067 mg/L in CO MW-2; and 0.17 mg/L in CO MW-3). All levels were well below the secondary MCL of 1.5 mg/L. Historical ammonia-N concentrations are graphed on Figure 7.
- 4 -
The TDS in CO MW-2 (680 mg/L) were detected at or above the 500 mg/L secondary MCL for drinking water. Wells CO MW-1 and CO MW-3 were sampled below MCLs.
Since monitoring began in 2002, TDS in CO MW-2 has ranged from 600 mg/L to 1,700 mg/L. Well CO MW-2 was completed in clastic sediments of the Modesto Formation.
There is no indication that the source of the high TDS at CO MW-2 is from the Treatment Plant effluent. TDS in all wells were generally in the lower end of the range of historical values. TDS:EC ratios for natural waters typically range from 0.55 to 0.75.
The TDS:EC ratio from the field instrument was 0.71 for all three wells this quarter.
However, the conductivity levels from the field instrument may have been incorrect as they were below their historic range. The TDS:EC ratio using the laboratory TDS results ranged from 1.01 to 1.03 for all three wells with an average of 1.02.
Groundwater and effluent TDS values are graphed on Figure 8.
Dissolved arsenic was detected at trace levels in the three monitoring wells this sampling event. Testing for arsenic is not required in the MRP. Sample results were all near or slightly above the primary MCL of 0.00038 mg/L. The fluctuations with time of arsenic are shown on Figure 9.
Dissolved manganese was detected at relatively low to trace levels in all three monitoring wells. Levels were highest in CO MW-3 (0.13 mg/L) at concentrations just above the secondary MCLs of 0.05 mg/L. MW-3, historical manganese and iron values typically exceed the secondary MCL. It is very possible that these trace-detected levels are from naturally existing conditions of the lateritic bedrock immediately west of the local groundwater table.
Dissolved iron was detected at trace levels in CO MW-1 (0.049 mg/L) but was not detected in any of the other wells. Dissolved iron levels from all wells were below the secondary MCL this quarter. Testing for iron and manganese is not required in the MRP. The fluctuations with time of iron and manganese in groundwater are shown on Figures 10 and 11, respectively.
Dissolved oxygen (DO) measurements were above 2.0 mg/L in all monitoring wells with CO MW-1 being the highest (7.17 mg/L) and CO MW-3 were the lowest (2.67 mg/L).
Site wells have been monitored for dissolved oxygen and oxidation reduction potential (ORP) since 2009. No wells exhibited a low ORP condition (<10 mV) in groundwater this quarter.
The field pH was measured in CO MW-1 (6.66 SU), CO MW-2 (5.84 SU) and CO MW-3 (6.60 SU). Only well CO MW-2 was outside the secondary MCL range of 6.5 to 8.5 standard units (SU). Instrument calibration sheets are shown with the field documents in Attachment A. Values for pH in CO MW-1, CO MW-2, and CO MW-3 are shown on Figure 12.
- 5-
7.0 CONCLUSIONS
Groundwater monitoring at COGC indicates compliance with the MRP and the Standard Provisions and Reporting Requirements.
Coliform levels remain variable but consistent with natural background levels.
The nitrate-N concentrations did not exceed the water quality objective of 10 mg/L in any wells.
TDS in CO MW-2 exceeded the secondary MCL of 500 mg/L. The elevated TDS in CO MW-2 is likely not a result of TDS in the effluent tertiary-treated water applied at the COGC but instead characteristic of localized natural conditions.
Dissolved iron concentrations were only detected in CO MW-1 (0.049 mg/L) this quarter. Dissolved manganese concentrations exceeded the secondary MCL levels for one of the wells (0.13 mg/L in CO MW-3) analyzed this quarter. The secondary MCL is not a health-based limit and testing of the effluent for manganese is not required by the MRP.
Dissolved manganese, iron, and arsenic do not appear to be influenced by COGC discharges and are not required by the MRP.

Agenda Item
DATE: February 1, 2022
TO: Mayor and City Council Members
FROM: Beth Thompson, City Planning
SUBJECT: Focused Zoning Code Update
RECOMMENDED ACTION
1. Receive the staff report and presentation on the Focused Zoning Code Update;
2. Take public comment;
3. Adopt the attached ordinance (Attachment 1); and
4. Waive the full reading of the ordinance.
BACKGROUND:
The Focused General Plan and Zoning Code Updates project is funded through the SB 2 grant administered by the State Housing and Community Development Department (HCD). The Focused General Plan and Zoning Update project includes: 1) an update to the Land Use, Circulation, Housing, and Health and Safety Elements of the General Plan to address requirements of State law and to meet the commitments of the City's grant funding for the project; 2) an update to the Zoning Code to streamline housing approvals, and 3) an Accessory Dwelling Unit (ADU) Handbook to streamline and expedite ADU approvals.
This item is limited to the Focused Zoning Code Update component of the SB 2 effort.
Focused Zoning Code Update
The Focused Zoning Code Update will amend the Zoning Code to: 1) streamline the permitting and approval process, 2) establish objective standards for multifamily and mixed use development, 3) address requirements of State law related to housing permitting, and 4) revise the Zoning Code to remove inconsistencies and improve ease-of-use.
Meetings and Outreach
The Focused General Plan and Zoning Update project was kicked off with City Council and Planning Commission on January 12, 2021.
The Planning Commission held a follow-up meeting to discuss the refined scope of work for the project on February 9, 2021.
Community outreach was conducted in June 2021 through a community workshop held on June 24, 2021 at the Council Chambers and an online survey available late May through mid-July 2021.
The Planning Commission held a study session on August 10, 2021 to review the Focused General Plan Update - Community Vision and General Plan Audit and the Housing Best Practices White Paper, which provided recommendations for revisions to the Zoning Code.
On October 12, 2021, the Planning Commission held a study session to review the Preliminary Draft Focused Zoning Code Update. The Planning Commission commented that the document should ensure that development agreements provide community amenities and benefits and that the Code revisions need to ensure adequate water and sewer improvements are made to serve future development.
On November 9, 2021, the Planning Commission held a public hearing to review the Focused Zoning Code Update, receive public comment, and make a recommendation to City Council.
The Planning Commission voted to pass Resolution PC 2021-04, a resolution of the City of lone Planning Commission recommending that the City Council adopt an ordinance amending the lone Municipal Code, Title 17, Zoning, to adopt the focused Zoning Code Update. The Planning Commission staff report, available on the City's website, included Exhibit B, a track-changes version of the Focused Zoning Code Update.
DISCUSSION:
The City Council will be presented with the Draft Focused Zoning Code Update for discussion (see Exhibit B). The Draft Focused Zoning Code Update includes revisions to address:
1. Administration: Article I is revised to:
• Clarify application processing requirements,
• Clearly identify each type of permit or entitlement and sections of the code that apply to each type of permit or entitlement
• Establish a staff-level process for Minor Variances
• Establish the Streamlined Ministerial Permit process for applications required to receive streamlined ministerial review under State law
• Separate Site Plan Review into two types: administrative (ministerial, staff-level) and discretionary (Planning Commission) processes
Revise the Reasonable Accommodations process to be consistent with the requirements of State law
Require that Development Agreements describe public benefits that will result from the agreement and require a finding be made that the Development Agreement provides sufficient benefit to the community to justify entering into the agreement.
2. Allowed Uses: Article Il is revised to:
• Address requirements of State law related to how specific housing types must be allowed in Tables 17.22.030-1, 17.24.030-1, and 17.26.030-1. The modifications address agricultural employee housing, employee housing, duplexes, low barrier navigation centers, manufactured homes on a permanent foundation, residential care homes, and qualified affordable housing and clarify that certain animal keeping uses are non-agricultural.
• Add a column to Tables 17.22.030-1, 17.24.030-1, and 17.26.030-1 that identify the chapter or section of the Zoning Code that establishes specific requirements for certain housing types.
• Update Table 17.22.040-1 to increase minimum lot sizes in the R-1a and R-1b zones, given the State requirement to allow duplex uses and lot splits ministerially in all single family zones, and to establish minimum lot size requirements in the R-2, R-3, and R-4 zones.
• Update the development standards in Chapter 17.22 to remove standards for multifamily residential projects, which are replaced by the standards in Chapter
17.114 and to add standards to ensure compatibility with single family uses. • Update Table 17.24-040-1 to establish minimum lot sizes for residential uses in the C-T and C-2 zones.
3. Site Planning Standards. Article III 1 revised to:
• Clarify standards for double frontage lots in Section 17.32.030.
4. Standards for Specific Residential Uses: Article IV has been separated into two articles:
Article IV: Standards for Specific Residential Uses and Article V: Standards for Specific Non-Residential Uses.
Existing standards for residential uses, such as those for home occupations (previously Chapter 17.60 and relocated to Chapter 17.110) and accessory dwelling units (previously Chapter 17.62 and relocated to Chapter 17.112) are included in Article IV. Additions and revisions to Article IV include:
• Modifications to Chapter 17.112, Accessory Dwelling Units, to revise accessory dwelling unit standards to address current requirements of State law. • Addition of Chapter 17.114 to establish objective multifamily standards that apply to all projects with two or more multifamily units. These multifamily standards address neighborhood compatibility, building design, color palettes, massing/articulation, outdoor/common space, site design, accessory elements, refuse containers, natural resources, and cultural resources. In response to the
Commission's comments related to the need for adequate infrastructure, provisions to require adequate water, sewer, and roadway infrastructure were added. Given that State law has trended toward increasing the potential for projects to be limited to a ministerial review process, these provisions are called out for the Commission's review and comment as it is necessary to ensure the Zoning Code establishes objective standards that can be uniformly applied to all multifamily projects that will result in development that provides characteristics desired by the community. These standards would apply to duplex, triplex, and fourplex uses as well as larger multifamily projects.
• Addition of Chapter 17.116 to establish standards for manufactured housing on permanent foundation, employee housing for six or fewer employees, agricultural employee housing, emergency shelters, supportive housing, and low barrier navigation centers.
• Addition of Chapter 17.118 to accommodate duplex units in all single family zones. This Chapter implements Senate Bill 9, which requires jurisdictions to ministerially permit two single family units or a duplex on single family lots that meet certain criteria.
• Chapter 17.46, State Density Bonus and Other Incentives, is revised to reflect current requirements of State law. Due to the frequency of changes to density bonus requirements, this chapter now refers the user to State law rather than repeating all of the requirements in the City's Zoning Code. • Chapter 17.122 addresses State requirements for the treatment of family day care homes as a residential use.
5. Standards for Specific Non-Residential Uses: Article V is added to provide a location for standards for all non-residential uses, including wireless communication facilities (previously Chapter 17.64 and relocated to Chapter 17.210), temporary uses ((previously Chapter 17.66 and relocated to Chapter 17.220), medical marijuana (previously Chapter 17.29 and relocated to Chapter 17.230)
6. Glossary: Article VI, formerly Article V, provides the glossary of terms (previously Chapter 17.80 and relocated to Chapter 17.300) and allowed use definitions (previously Chapter 17.82 and relocated to Chapter 17.310). The glossary has been updated to include terms and allowed uses that are included in the revisions to the Zoning Code.
Where chapters or sections of the Zoning Code have been moved from one location in the code to another, only the revised numbering (article, chapter, and section) and any revisions to the adopted text are shown in track changes.
Zoning Map
At its December 14, 2021 meeting, the Planning Commission reviewed the Zoning Map to identify any errors or minor revisions and recommended a Zoning Map revision. The Zoning Map revision will require a General Plan Amendment to amend the General Plan Land Use Map.
As part of the Focused General Plan Update, the General Plan Land Use Map will be reviewed by the Planning Commission for errors and minor revisions. Staff anticipates bringing the Zoning Map to the City Council for consideration once recommendations have been made by the Planning Commission regarding the General Plan Land Use Map. No changes to the Zoning Map are presented for City Council consideration as part of this item.
ENVIRONMENTAL REVIEW
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3), as it has been determined that the Municipal Code amendment will not cause a significant negative effect on the environment. The changes to the Zoning Code will not intensify land uses, result in land use incompatibilities, or generate other unmitigated impacts beyond those that would result from the existing Zoning Code and existing provisions of State law.

NOW THEREFORE BE IT RESOLVED, the Planning Commission does hereby recommend that the City Council adopt the proposed Ordinance amending Title 17 Zoning Map based upon the following findings:
CEQA
Finding: The Planning Commission hereby finds the proposed amendment to the Zoning Map of Title 17 is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines.
Evidence: In accordance with the requirements of CEQA, the Planning Commission has analyzed this proposed zoning map amendment (ZMA 21-01) Section 15061(b)(3) of the CEQA Guidelines provides that CEQA only applies to projects that have the potential for causing a significant effect on the environment.
Where, it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment; the activity is not subject to CEQA. The amendment to the Zoning Code does not relate to any one physical project and will not result in any physical change to the environment. Development accommodated under the project would be consistent with intensities and densities allowed under the existing Zoning Code, existing General Plan, and existing requirements of State law.
GENERAL PLAN
Finding: The Planning Commission hereby finds proposed amendment to Title 17 is consistent with the General Plan.
Evidence: The amendment to Title 17 implements the General Plan, including the Land Use Element land use designations. The proposed amendment to Title 17 would not introduce uses, land use densities or intensities, or development standards that are inconsistent with development allowed under the General Plan, including uses, densities, and standards required to be accommodated by State law.
