ACUSD Consolidation Report
Class Schedules Under Three Modeis - April 23, 2014
Under our current configuration we have 71 full time equivalent teachers (fte) in our comprehensive 7-12 program. Our comprehensive 7-12 program includes all general education students at lone Junior High School, Jackson Junior High School, Argonaut High School and Amador High School.

The table below is a summary of master schedule analysis regarding the potential of course offerings contained herein.

The analysis conducted was simple. Beginning with approximately the same number of teachers we currently have, CORE State and district required courses were penciled into each configuration according to enrollment. Next, the remaining individual course periods were calculated. This calculation is the number of elective sections each configuration allows.

Under this basic analysis, two 7-12 schools would offer the least number of elective sections -a total of 78 - and require additional teachers to run our current program. This is slightly fewer than our current configuration of 82 elective sections.

The configuration that includes one 7-9 school and one 10-12 school would offer a large number of elective course sections at each site (135) that could be tailored to include remediation, enrichment and acceleration courses. This configuration would allow for optimum implementation of career pathways and Advanced Placement without marginalizing the average student.

The one high school and one junior high school configuration offers the maximum number of elective sections and would also allow for full remediation, enrichment and acceleration programs.

It is imperative to note that regardless of size, the most important factors for student achievement are excellent instruction and a positive school culture where students feel welcome, loved and like being at school.

This report does not focus on specific pathways or programs as those are necessarily generated by state and district requirements as well as student interest.

Subject: Re: population growth prediction for Plymouth
Dick,
The growth models used in our latest sewer master plan we based on the General Plan from several years ago. Plymouth has had little to no growth in the past 30 years because we had a building moratorium imposed on us for a lack of firm water source. No we have water. We fixed our sewer infrastructure. The only thing between us and growth is someone willing to develop in the City. The bank just turned down the infrastructure loan for our first new development in 30 years. They said the growth prospects in Plymouth didn't support the risk. So realistically, I don't see a tremendous amount of residential growth here in the next 5-10 years. JTS was only selling 20-25 homes per year in lone in their best years. That info came to me right from builder. If they are able to obtain infrastructure financing, that might be our best case scenario. The homes to be built here are twice the price of what they were selling in lone.

Hope that helps.

Subject: RE: Projected growth in Ione
Here's my understanding of the recent past and future outlook of lone's growth [demographics):

1. From Sep 2012 to Sep 2013, approximately 110-homes were built in Castle Oaks

2. Castle Oaks is entitled to build 728-homes, of which 420-lots were sold to HBT that will build in the near future as a function of the economy

3. Castle Oaks [JTS] sold 308-homes from Feb 2006 to Sep 2013, which equates to an average annual rate of home building of 45-homes per year

4. Of the remaining entitled projects, Castle Oaks (420), Wildflower (276), Gold Village (100), and projects within the Sphere of Influence not entitled, such as Ringer Ranch (400), along with misc. (400), approximately 1,500 homes [rounded] will be built in lone

5. Building occurs in fits and starts as a function of the economy. According to recent news, Wildflower [Ready to go with infrastructure in the ground] and Gold Village may be actively building homes within the next year.

6. Using the average annual home building number [above] of 45-homes per year, it will take about 30-years to build the 1,500 homes

7. Once built, the 1,500 homes will more than double the current lone population for a total population of around 10,000 [excludes MCP population]

8. The lone General Plan Buildout number is greater than this current assessment, but gives no timeline for buildout, which is simply an expression of economic conditions. lone's General Plan can be downloaded from the City's web site.

Please let me know if you have any follow up questions.

SUBJECT: 7-11 Committee Formation to Review Re-Configuration Possibilities.

BACKGROUND INFORMATION:

A District Study Committee of 36 numbers met for 10 months to study a possible grade level re-configuration pattern for the District.

The purpose of the 7-11 Committee would be to review the information we have/will receive and suggest other facts that might be helpful to our decision-making.

Eleven schools/school communities are affected by cach possible re-configuration option. It is proposed that each school community select one of their three original representatives to the 7-11 Committee.

CURRENT CONSIDERATIONS:

To further our work and the original committees, perhaps it is time to re-involve some of those Study Committee members.

FISCAL IMPLICATIONS:

1-11 Committee
Report on
School Reconfiguration
April 8, 2015
79 Summary
As described below in more detail, the recommendation by the 7-11 Committee was primarily driven by declining student enrollment over the past several years and the impact that declining enrollment has on the District's ability to continue to provide Amador County students with the best educational experience possible. To date, Amador students, teachers, and administrators have done an outstanding job in maintaining an extremely high educational standard, as evidenced by the fact that every secondary school in the County was recently awarded Gold Ribbon designation by the California Department of Education.

However, as student populations within the District continue to decline, and with most indicators suggesting that trend toward fewer students will continue well in the future, the ability to maintain those high standards for all students will be significantly impacted.

After careful consideration, this committee ultimately concluded that changes to the current two high school configuration should be made. The Committee did not reach this recommendation lightly, recognizing that long-standing and important community traditions are tied to the two current schools. 80 154
Ultimately, however, the Committee chose to focus primarily on identifying a school configuration that provided the best opportunity for Amador County students to continue to receive the best educational experience possible, and that focus led the Committee to its recommendation of a single high school for the County. Whichever site is not chosen as the single high school would likely become the junior high for students from the Upcountry, Plymouth, Jackson, and Sutter Creek areas.

Recommendation
1 High School grades 9-12 (HS campus to be determined)
2 Junior High Schools
• lone Elementary attendance area students remain at lone Jr. Hi • All other 7-8 grade students attend a county wide Jr. Hi. (HS campus to be determined)
• 6th Graders from Jackson Elementary School would also move to campus with 7-8 graders
• Discontinue use of Jackson Junior High campus as a 6-8th grade campus
158
Curriculum/Teachers
• Eliminates guest students
• Increase new class offerings provided staffing remains at current level • Consistent feeder programs from Jr to High School (not lone) resulting in a smoother transition from Jr to High schools for both students and staff
• May result in fewer preps due to less courses each teachers will be teaching (some HS teachers preparing for 4 different courses) • More opportunities for staff collaboration among teachers resulting in less isolation of teachers
85 159
Suggested Staffing for one High School
• Principal
• Vice Principal
• 4 counselors
• Comparable (to like size school) office staff
• Full time nurse
• No teachers sharing classrooms
• Utilize same number of current teaching positions at the two high schools to provide:

SB 1458
SB 1458 changes the criteria on how a school's API is calculated Currently test scores and attendance are used
Once implemented other factors including "Completion of a Career Technology Education" will make up 40% of the API score.
• It is not an option to not fully implement the program • The API is tied to both the State and Federal accountability acts • There are penalties, sanctions and ultimately the potential for the State government to come in and take over operations of our schools for non- compliance. There is no opt-out option.
• Costs to Implement SB 1458
• ACSD does not have the resources to fully implement the required Career Technology Education portion of SB1458 under the current configuration if we want to offer all pathways to all students. The only way to offer complete pathways, without adding teachers, is to have them all in one location, or to split them between the two high schools and have students choose a site based on pathway interest.
163
Maintaining a high API
• Increases grant eligibility
• Increases eligibility for awards - All secondary schools recently received Gold Ribbon designations by the California Department of Education.

Timeline for Implementation of SB 1458
• Signed into law in September, 2012
• Full implementation was originally 2016-17
• 1 year extension for implementation was approved March 17, 2015, making the new implementation date 2017-2018
SB 1458 Unknowns
• When
• How will the 'Career and Technical Education Pathways" portion affect seniors that only attend ½ day of school
• How will it affect 7 & 8th graders, including those at lone. May change the feasibility of two junior high schools resulting in all 7 & 8th graders attending one site.
164
Athletics
Overall, there would be a likelihood that the opportunities for students to participate in team athletics would increase due to potential for additional teams/sports with a larger student population. It is recognized that a few sports may need to have cuts; however, other sports do not cut and/or currently have difficulty fielding full teams.
• Swim team
• Golf
• Ski
• soccer
• As an example the junior football program consolidation due to a decline in participants.
165
Financial Status
Per the District Office, Tim Zearley
"Proposition 30 and the improved state economy has provided temporary stability to the ACUSD and ACOE budgets. However, because we are a declining enrollment county, we don't realize the same revenue potential as some of our neighbors, and we must remain diligent in our expenditure projections to eliminate any future annual operating deficits." 92 166

Where will the combined High School be located?
The recommendation does not formally recommend a specific site for the single County high school.
• Neither current high school presently has the capacity to adequately accommodate all of the students; certain modifications and improvements would have to be made. The necessary improvements that have been identified, differ depending on which school site is selected. Exact costs of the needed improvements remain to be determined by District. • The Committee did identify an "Ideal" or best-case scenario, which would be a significantly expanded and improved high school located on the Argonaut site, funded by a bond measure or parcel tax, as may be deemed appropriate by the Board.

Answer all concerns without overcrowding and provide room for growth.

Required new funding for approximately $43M
School Facilities Bond
Would need Bond committee to determine the rate/time period of new bond. Requires 55% for passage
Current bond on property tax bill that was passed in 2002, expires in 2029, has a rate of $.0155 per $100 value = $45.50 for a $300,000 home Parcel Tax
Approx. 22,953 parcels in county, $43M over 20 years, per parcel would be $93.67 annually, requires 2/3 vote for passage.

Should the Board decide to pursue this option, the Committee would recommend that consideration be given to the needs of ALL schools in the district to include facility improvements needed and included in bond/parcel tax. 103
