San Diego, CA 92117
RE: Letter of Support for Castle City Apartments - 401 Waterman Road lone, CA 95640 Dear Mr. Sterneck,
The City of lone has been made aware that CRP Affordable Housing and Community Development is acquiring land for an affordable housing project, known as "Castle City Apartments", located at 401 Waterman Road in lone. The City also understands that as part of the acquisition, and later for applications, the applicant has been asked to demonstrate the support and desire for the project.
The project as described is 2-3 phases, totaling 276 units of affordable multifamily housing. As with all jurisdictions within the State of California, the City of lone is experiencing a housing crisis due to low production and high demand, which spans all levels of affordability. The current sixth cycle Regional Housing Needs Allocation (RHNA) acknowledges that there is a demand for more housing units to be constructed in the City over the approximately ten-year planning period. The City is currently short of the RHNA requirements, particularly in the very-low income category. This project would help us meet our goal of increasing housing affordability in lone and the surrounding area.
With the understanding that the next RHNA cycle will see an increase in the number of units required in Amador County, this project is important to the City in helping to bring us closer to meeting the housing needs for the community.
Sincerely,
Dan Epperson
Mayor of the City of lone

Agenda Item
DATE: May 17, 2022
TO: Mayor Epperson and City Council
FROM: Michael Rock, Interim City Manager
SUBJECT: Discuss and Consider a Proposal from the Amador County Unified School District (ACUSD) to Consolidate Schools and give possible direction to staff to draft a City response to this Proposal
RECOMMENDED ACTION:
Discuss and consider responding to a Consolidation of Facilities Proposal from the ACUSD to consolidate schools and give direction to staff to draft a response to this proposal and return at the next Council meeting on June 7, 2022, with a final draft response.
FISCAL IMPACT:
There is no direct fiscal impact to the City budget at this time.
BACKGROUND:
At the May 11, 2022, ACUSD Board Meeting their Agenda listed the item as a Discussion Item. The Board considered a Consolidation Proposal which would close the lone Elementary School permanently and move all the elementary school children to lone Middle School campus (Middle School Campus becomes the lone Elementary School campus) and then send all the lone Middle School students to Sutter Creek (Amador High School becomes a Middle School).
The result of these moves is that the ACUSD would have one Middle School (now the Amador High School Campus) and one High School (Argonaut High School Campus) and one Elementary School in lone at what is now the lone Middle School. Under this proposal there would be no Middle or High School Campus in lone, the fastest growing community in Amador County. This consolidation plan also means that all Middle School students who live in lone or Plymouth (or anywhere other than Sutter Creek) would be bused to Sutter Creek. This would be in addition to all of the Argonaut High School students who live in lone already being bused or driving themselves to Jackson.
After over an hour of discussion the Chair of the Board of Trustees requested a vote on the matter (although it appeared to be listed as a Discussion Item Only). The vote was taken to approve the Consolidation Plan but the measured failed to pass 2-3. The Student Advisory Board Member also voted "NO". The Chair suggested a Special Meeting on May 13, 2022, but several Board Members objected stating they would like more time to discuss this major issue with the community and that this is the first day of the lone Homecoming. After further discussion the Superintendent suggested revisiting the Consolidation Proposal at their next regular Board meeting on June 8, 2022. The majority of Board members agreed.
This issue was considered throughout 2013-16 as the attachments to this Staff Report document the City of lone responded to the Consolidation Plan on May 20, 2014. After considerable community discussion the Consolidation issue was tabled in 2016 and now has resurfaced again.
The ACUSD staff that presented this Consolidation Plan did not offer any other options or scenarios where difterent schools in different cities could be consolidated. They only offered this one scenario. ACUSD staff believes consolidation will save money on both capital improvements and maintenance costs by reducing the number of schools and would also offer students more choices for classes as more sections of classes can be offered at a larger campus. Current High School enrollment at Amador High is 623 students and at Argonaut High is 567 students. Under this consolidation plan Argonaut High would have almost 1200 students and does not account for any increase in enrollment from new development in lone or Plymouth.

As we have discussed, the City of lone has experienced and is planning and forecasting significant growth and development. City staff has reviewed its building permit records and developed a Microsoft Excel Workbook summary containing building permits and impact fees paid to the Amador County Unified School District to date (Please see attached summary).
Recently, the lone City Council approved an amendment to the Wildflower Developer Agreement to defer additional pre-payment of sewer impact fees. As a result, the Wildflower development is entering into a purchase agreement and escrow with construction anticipated to begin later this year. The Wildflower development was approved for 276-single-family residential homes, with utilities and infrastructure already built. The Wildflower development 11: 231
has pre-paid $380,000 to the school district for future ingress/egress improvements, as well as an additional $1.6-Million in additional school impact fees to be paid as construction develops.
Wildflower's recent movement has triggered the adjacent development, Gold Village, to seek entitlement with construction projected to occur in 2015. Gold Village consists of approximately 100-single family and multi-family residential, along with retail space that will garner an additional estimated $400,000 in school impact fees to be paid to the School District.
Within lone, over 880-single family residential units are planned and entitled, ready to move into construction. Of the balance of the units (880 minus Wildflower (276-units and Gold Village 100-units) 504-units (Castle Oaks) have available sewer capacity and can enter the market as demand occurs. Due to improving economic conditions, the Castle Oaks development is projected to begin construction in the near-term with total school impact fees paid to the School District of over $2.1-Million.
Significant additional growth is planned both in the existing City and outside the current corporate boundaries. Properties identified in the 2009 General Plan for future growth include Q Ranch (850 units), Ringer Ranch (670 units), Silva (552 units), the 124 Corridor (1,500 units), and Old Stockton (119 units), totaling 3,691 units. These developments will come to market as demand increases and will pay significant school impact fees to the School District.
Recent market trends indicate an improving housing market. The City foresees increasing market pressure for new development based upon these reports and improving conditions in neighboring markets (e.g., Elk Grove, Folsom, Rancho Cordova). lone is a logical progression of development. The City anticipates renewed development interest in 2015 and 2016, and as these existing entitlements build out, the desire for new entitlements in these new growth areas will begin.
According to these near- and long-term projections, the City expects to see a significant increase in the City's student population. The City projects in the near-term, new construction starts for the Wildflower, Gold Village, and Castle Oaks development, with total new construction of 880- units, along with a resulting new student population estimate of nearly 1,000 school age children.
Longer term, the additional future growth within the City's sphere of influence projects total new construction of nearly 3,700 new units, along with a resulting new student population estimate of over 5,000 school age children. With the California Department of Corrections and Rehabilit- ation Mule Creek State Prison Level Il Dormitory $530-Million project now underway, the City projects this economic activity to serve as a catalyst mirroring current increases in regional economic activity that is and will create jobs, new housing starts, and new school age children in the City of lone.
Neighborhood schools are vital to this community and the new development it serves. The City's quality of life and the parent-child relationship rely on the City's vital neighborhood schools.
Based on the information provided, the City's recent and future growth is real and significant, 2: 93
and when considering the available space in lone and the demand for schools, the City of lone feels the existing schools should be protected and upgraded to meet this new demand.
Please call or E-mail me at (209) 274-2412, Ext. 111 or [email protected] if you would like to discuss further.

Starting in 2013, a committee of 36 education partners met for almost a year to provide feedback on facility needs for ACUSD. In 2014, a 7-11 committee was formed and a formal recommendation was made to the Board in 2015. This presentation and discussion will provide three key pieces of information:
1. The history of the consolidation conversation and work from 2013 to present (see timeline attachments for all prior Board meeting documents;
2. The current status of the district regarding enrollment, facilities, and our critical needs to date;
3. The outlook of consolidation including projected enrollment, facility requirements for consolidation, facility needs post consolidation, and bond projects unrelated to consolidation requirements.
The purpose of this item is to evaluate the immediate and long-term needs of ACUSD so the Board can make an informed decision regarding consolidation and the details of calling for a bond to sustain our facilities.

History of Consolidation
May 6, 2022
ACUSD began the discussion of consolidation in March, 2013 where the Board, over a series of meetings, created guidelines to form a study committee. Approximately 36 representatives from various school sites and community members met over 10 months to study the possible need to consolidate schools in Amador County. From February, 2014 through April, 2015, a series of presentations and final recommendations were made to the Board with no final vote. In November, 2016 a resolution (2016-2017-011) was created and approved that kept all junior high schools and high schools in ACUSD status quo for the "foreseeable future" . Below is a chronological list of all archived documents that demonstrates the work completed to date. • March 6, 2013 (Regular Board Meeting)

AGENDA ITEM #: 6. 3 Motion:
Second:
Vote:
SUBJECT: Re-Configuration District Study Committee Composition BACKGROUND INFORMATION:
It has been determined that a District Study Committee regarding grade level configurations and site utilization would be helpful to the Governing Board's decision making in this matter.
CURRENT CONSIDERATIONS
The Governing Board has received a legal opinion that states a 7-11 Committee is not a requirement of law even if the eventual closing of a campus is a result of the adoption of a new grade level configuration plan.
FISCAL IMPLICATIONS
Unknown
RECOMMENDATION
That the Governing Board set a specific number of representatives from each school site and/or the community for service on a District Study Committee.
