Agenda Item #I2

Agenda Item #J3
DATE: OCTOBER 15, 2024
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: UPDATE ON DUST AT HOWARD PARK
RECOMMENDED ACTION:

Facilitate better communication with various concerned groups and interested parties by City Manager and staff.

FISCAL IMPACT:

Negligible
BACKGROUND:

On October 1, I met with the Air Pollution Control Officer of the Amador County Air District. I was informed that the EPA had reached out to them regarding various complaints they had received in succession from concerned citizens regarding the dust at Howard Park. During the meeting, we discussed various options. I determined that the most immediate way to handle the situation was to close the gates, which in turn would prevent the cars from entering the track and parking on the track. On October 3rd, I spoke with Mr. Whitlock, President of the MLYSL regarding the gate closures. We exchanged emails back and forth regarding potential ramifications, including but not limited to, upset parents and families regarding the distance of walking, etc. It was brought to my attention that Gold and Sons could water the track, but was not sure of the actual cost to the City. We did agree to direct the traffic through the south end of the park adjacent to the arena to allow the patrons to park on the graveled area around the fields.

Obviously, as we now know, there was much confusion and unhappy citizens regarding the parking situation, especially since there were multiple events occurring at the same time.

Unfortunately, there was much miscommunication and multiple accusations as to who is the responsible party for the lack of communication. Ultimately, the responsibility lies with the City Manager to ensure that proper communication occurs with all parties when it affects the general public.

As a result, we have effectively communicated with the MLYSL representatives and agreed to a plan whereby certain gates will be open during the week and during the weekends. More importantly, Gold and Sons will be watering the affected areas during the weekend before the start of the events and whenever practically possible. The water will be provided by the City as it was determined that the cost would be negligible. This entire scenario is, of course, a short-term solution to a much larger issue regarding Howard Park. The City is working on an RFI for the Howard Park Master Plan, which will address traffic flows and mitigation efforts in the long term.
