Agenda Item #I2
DATE: MARCH 4, 2024
TO: THE HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL
FROM: ANDREA BONHAM, MANAGEMENT ANALYST
SUBJECT: ARENA GROOMER FOR ED HUGHES MEMORIAL ARENA
RECOMMENDED ACTION:

1. Receive staff report; and

2. Approve additional funds to purchase Black Widow 8009 Arena Groomer for the Ed Hughes Memorial Arena.

FISCAL IMPACT:

Park Impact fees will be reduced by a total of $9,562.82. This is an additional $1,293.00 over the original purchase of the 7808 Black Widow groomer. Park Impacts fees are allowed only to make capital purchases. The purchase of this groomer would qualify.

BACKGROUND:

The Black Widow arena groomer is the industry standard for a multi-use arena. The previous leasee at the arena had a Black Widow groomer which worked well with the existing arena footing. In May of 2022 the City took over the maintenance of the arena and no longer had the use of the Black Widow groomer. The city owns a spring tooth harrow which is more a “drag” than a groomer. The current footing in the area has a high clay content that packs easily. An arena groomer with hydraulics is best suited to work the ground. A “drag” works best on soft footing that does not pack down.

The Ad-Hoc Ed Hughes Memorial Arena Committee met in July and August. The committee has provided 3 quotes for an arena groomer.

1. Parma Groomer - $6,056

2. Super Star Groomer - $6,800 (knock-off of the Black Widow Groomer)

3. Black Widow Groomer - $7,200
Park n Rec approved sending the purchase of a Black Widow groomer to City Council for approval. City council approved the purchase of the Black Widow groomer on September 3, 2024. The total cost of the groomer including tax, delivery and setup was $8,269.82.

DISCUSSION:

The groomer was delivered on February 27, 2004. During setup it was discovered by Ione Public Works, that the groomer wheels sit too close the back tires of the tractor. A larger model of the groomer is needed.

The Trailer Specialist representative confirmed the needs with Public Works and provided a quote for the 8009 Black Widow groomer. The large model is $1,293.00 more than the original purchase.

5. At the initial hearing, the Council may take no action or take one of the following three actions: (a) admonishment, (b) informal warning, or (c) direct the City Attorney to prepare a formal resolution of censure.

An admonishment is the least severe form of discipline. An informal warning means that the Council finds that a violation occurred, but the violation is not serious enough to warrant formal censure. A formal censure requires adoption of a resolution containing the Council's findings, with possible forms of punishment attached.

The procedure is designed to ensure supporting detail is provided with a censure request, to respect the due process afforded to the named Councilmember. Further, the procedure provides for an initial review by the Council to consider the complaint before a formal resolution is brought before the Council.
