SUBJECT: IONE HOUSING ELEMENT ANNUAL PROGRESS REPORT 2024
RECOMMENDATION
Review and accept the Ione Housing Element Annual Progress Report 2024 for submittal to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research.
BACKGROUND
Local jurisdictions are required to submit a Housing Element Annual Report (APR) to the Governor’s Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) by April 1 of each year. The report provides information to the State and the public on the implementation of the City’s General Plan Housing Element and progress towards our Regional Housing Needs Allocation numbers.
APR’s must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. The Planning Commission reviewed the APR at their March 11, 2025 meeting and recommended City Council acceptance of the report for submittal to the State.
DISCUSSION
The City of Ione 6th Cycle Housing Element was adopted by the city in 2023 and certified by HCD in February 2025. As with last year’s APR, the 2024 APR is based on the programs in the 6th Cycle Housing Element. The most pertinent section of the APR is the Housing Element Implementation Table (Table D) which summarizes progress made on the programs outlined in the Housing Element.
Table D is attached for Council review and consideration. There was progress made with implementation, particularly with the establishment of the Countywide Housing Working Group which held three meetings in 2024 and addressed accessory dwelling units (ADUs), Water Efficiency Landscaping Ordinance and growth projections for Amador Water Agency’s Master Plan. As staff availability and budget allow, additional programs will be implemented throughout the Housing Cycle.
2 Also attached is the Building Department’s report on new and completed residences in 2024.
This report provides information regarding residential development that is easier to decipher than the APR Table A2 which was presented to the Planning Commission and City Council last year.
All the Building Department Information will be imported into the APR Table A2 prior to submittal to HCD and OPR.
The City Council should review and consider acceptance of the Annual Progress Report information. Once accepted, staff will submit the APR to the State by the April 1, 2025 deadline.

SUBJECT: HOWARD PARK CAPITAL IMPROVEMENT PLAN RFQ
RECOMMENDATION
Review the Howard Park Master Plan and Capital Improvement Plan Statement of Qualifications from RRM Design Group and authorize City Manager to negotiate a Professional Services Agreement with RRM Design Group to commence work on the Howard Park Capital Improvement Project.
BACKGROUND
On January 30, 2025 staff released a Request for Qualification (RFQ) for preparation of a comprehensive Capital Improvement Plan (CIP) to implement the 2010 Howard Park Master Plan and 2023 Master Plan Update. Inquiries were made by a few firms, but the city only received one Statement of Qualifications by the February 27, 2025 deadline.
DISCUSSION
The sole proposer, RRM Design Group from San Leandro, California, met all the requirements set forth in the RFQ and is a highly qualified company with extensive experience. Included with their Statement of Qualifications is a Fee Schedule that provides the city with a cost breakdown for the proposed Howard Park Capital Improvement Project. Total cost to provide a comprehensive Master Plan and CIP is estimated to be $87,120.
Should the City Council choose to authorize the City Manager to negotiate a Professional Services Agreement, staff will prepare the agreement and execution authorizing Resolution for consideration at the next available meeting.

DATE: MARCH 18, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JOSH VARINSKY, CITY ATTORNEY
GEORGE LEE, CITY MANAGER
SUBJECT: DISCUSS/ACTION TO APPROVE A FIVE (5) YEAR EXTENSION TO
THE DEVELOPMENT AGREEMENT WITH CASTLE OAKS PARTNERS
LLC AND SPYGLASS VIEW VILLAGE LLC FOR THE CASTLE OAKS
DEVELOPMENT PROJECT, AND ADOPT A RESOLUTION
AUTHORIZING THE CITY MANAGER TO EXECUTE AN OPERATING
MEMORANDUM TO MEMORIALIZE THE EXTENSION
RECOMMENDED ACTION:
Adopt the attached Resolution, approving and authorizing the City Manager to execute an Operating Memorandum to memorialize a five (5) year extension to the Development Agreement for the Castle Oaks Development Project.
BACKGROUND / DISCUSSION:
The Castle Oaks Development Project (“Project”) is a master plan, phased development located at the northwestern edge of the City. The Project planned for development of the golf course, parks and open space areas, 728 residential units, a commercial area, and supporting infrastructure. For the residential areas, there would be ten (10) residential villages spread throughout the Project area.
The Project is subject to an existing Development Agreement from 2005, originally entered into between the City and JTS Communities, Inc. There have also been three subsequent amendments to the Development Agreement (one in 2008, the second in 2015, and the third in 2021).
Generally, a Development Agreement provides a developer with vested rights to develop their project in accordance with the original project approvals (for example, the General Plan, zoning, and subdivision maps originally approved). A Development Agreement further establishes obligations between the developer and the City regarding construction of infrastructure, public facilities, and payment of impact fees.
Here, the Project is almost fully developed, with only Village 10 and the Commercial Parcel remaining for future development. Spyglass View Village, LLC is the developer of Village 10, and Castle Oaks Partners, LLC is the developer of the Commercial Parcel.
The term of the Development Agreement is set to expire in August of 2025. The Development Agreement allows for a five (5) year extension, at the option of the developer, provided that the developer is diligently proceeding with the Project.
With Project being near full buildout, staff believes that the developers are entitled to the extension.
As such, staff is recommending approval of the extension for the remaining undeveloped areas (specifically, Village 10 and the Commercial Parcel).
Attached for the Council’s approval is an Operating Memorandum, which would memorialize the five (5) year extension to the Development Agreement.
FISCAL IMPACT:
The master plan is a private project undertaken by the developer and is not a City project. The developer has a project deposit account with the City, and all staff costs associated with this item are at the developer’s expense.
ENVIRONMENTAL DETERMINATION:
The Project has a certified Environmental Impact Report (SCH No. 1989030607) pursuant to the California Environmental Quality Act. This operating memorandum makes no changes to the approved Project. All approvals vested pursuant to the Development Agreement remain in effect.

WHEREAS, the developers of Village 10 (Spyglass View Village, LLC) and the Commercial Parcel (Castle Oaks Partners, LLC) are parties to the Development Agreement, and further have requested a five (5) year extension to the Development Agreement; and WHEREAS, pursuant to the provisions of the Development Agreement, the City Council finds that the five (5) year extension should be granted.
