MOTION: Moved by Vice Mayor Maita, seconded by Councilmember Mitchell and carried to approve the agenda.

Public Comment:
Elmer Rohde, 621 Pleasant Valley - Thursday meetingspecial meeting? I have never seen so many special meetings held in the City of lone as long as I have lived here and that has been 20 years. It is kind of ridiculous. I would like to know what the cost of a special meeting is and how much do we have to pay the lawyer to be here. I am sure there is a minimum change that comes through on this. You guys you got to get with it shape up. I am getting tired of this stuff.
E. MAYOR RHOADES LED THE PLEDGE OF ALLEGIANCE
Councilmember Mitchell recused himself from Item #1 - Conference with Real Property Negotiators since he lives on the Golf Course.
City Attorney Varinsky announced that since we do not have a quorum for Item #1 it will not be discussed in Closed Session.

F. REPORT OUT OF CLOSED SESSION:
2. LIABILITY CLAIMS - 3 CLAIMS - City received three Government Claims claiming damages from. The City Council by 3-0 voted to deny these claims and will be sending out notice of denial shortly hereafter.

H. REGULAR AGENDA:
1. Consideration/Action to Waive Privileges and Authorize Disclosure of Closed Session Information in Relation to Investigation for Proposed Censure of Councilmember Alison LaFayne (By Minute Action)
City Attorney, Josh Varinsky - The investigation for the proposed censure is getting underway and some of you may have already been contacted you may have already been contacted by the investigator for interview requests. Given the scope of the Censure certain privileges and confidential information are implicated for purposes of the investigation. The investigator raised that these would have to be waived for the interviewees to be able to speak more freely with the investigator.
MOTION: For purposes of the participation of former City Attorney Andy Pinasco in the Censure Investigation of Councilmember Alison LaFayne, and to the extent within the scope of the investigation, motion to waive Attorney Client Privilege held by the Council.
Moved by Councilmember Mitchell, seconded by Vice Mayor Maita, and carried:

ABSTAIN: None
MOTION: Regarding closed session information pertaining to the Castle Oaks Golf Course and otherwise within the scope of the investigation, motion to authorize disclosure of confidential information acquired in closed session to the investigator only.
