DATE: JUNE 17, 2025
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: SEWER RATE INCREASE
RECOMMENDED ACTION:
It is recommended that the Council take the following actions:
1. Conduct the public hearing and consider all protests received against the proposed sewer rate increase.
2. Declare the results of the protest proceeding.
3. Adopt the attached Resolution No. 2025-18 to approve and implement the new sewer rates as recommended by Willdan, to be effective July 1, 2025.
BACKGROUND:
Willdan was engaged to conduct a sewer rate study in September of 2023 to study the present sewer rates, and the current state of the City of !one's wastewater system condition and capital needs to address deferred repairs and improvements. The present sewer rates have not been increased since 2004 and the City's wastewater facilities are in need of deferred repairs and improvements to address the rising costs of operation and maintenance.
On April 15, 2025, Willdan presented the rate study and new proposed rates to the City Council.
In accordance with Proposition 218, notices were mailed to sewer customers and property owners on May 1, 2025.
The new rate schedule is summarized in Attachment A.
At this public hearing, the Council should consider all protests received against the proposed rate increase. If written protests are presented by owners of a majority of the affected parcels, the City Council may not impose the proposed sewer rates.
If adopted, the new rate schedule with would be in effect from July 1, 2025 through June 30, 2030.
FISCAL IMPACT:
Please see the attached sewer rate study.
