FIRE DEPARTMENT
SUMMARY OF THE FIRE WORKS PATROL 2025
The City of lone Department staffed 12 units with 20 fire personnel (5 paid and 15 Volunteers) who dedicated their night away from their family and friends to assure the highest levels of safety and a quick response anywhere in the city in the event of an incident, in addition we had one fire fighter located in the Preston Castle tower as an observer to coordinate locations of the illegal aerial fireworks, Crews maintained a city-wide fireworks patrol in which the city was divided into 7 Division areas the streets were patrolled from 7:30 pm until 11:30 pm
We found lighter than normal activity in individual locations and more group or block type gatherings.
All areas reported that when speaking with the citizens they complained about the number of malfunctions or misfires from the fireworks this year, that caused dangerous displays, we witnessed several misfires first hand that appeared to be an aerial devise that came from a safe and sane display.
Crews responded to multiple illegal aerials (bottle rocket) sightings quickly but unable to identify the responsible individuals involved.
We had (1) one fireworks related fire at the very end of the night when a smoke bomb (Safe and sane) rolled into a landscaped flower bed and ignited a small ground level bush (2x2 in size) We are reviewing the activities from this year and devising a plan of action to assist us with next year, such as Drones etc. We MUST control the fireworks or eliminate the fireworks all together due to the fire hazard threat in our areas and the new neighborhoods directly adjacent to the WUI areas, along with the lack of experience and understanding of people to our wild land threat even in a developed area.
Break down of activities by Divisions:
Division A= Wild Flower Moderate activity - bottle rockets 1 Landscape Fire Division B = East side and down town Light activity - safe Division C = West Marlette area- bottle rockets, Spring creek, lone Jr High, Sacramento Street Division D = The Creek to Oak ridge Cir -(Mid town) moderate activity, bottle rockets mainly concentrated at two separate parties in the Oak ridge park and Grover Park, All activities stopped when a fire engine was assigned to both parks until the party was over.
Division E = Edgebrook area - Light to moderate activity - Safe Division F = Castle Oaks East - Light activities - Safe Division G = Castle Oaks West - Moderate - Safe

SUBJECT: RESOLUTION TO AUTHORIZE GRANTING OF EASEMENTS TO CDCR
FOR ANTENNA TOWER AND SEWER PIPELINE RELATED TO
WOODARD BOTTOM RECYCLED WATER PROJECT
BACKGROUND/DISCUSSION:
This item was brought to staff's attention in March 2025.
In the years before 2020, the California Department of Rehabilitation and Corrections (CDCR) and the City discussed and agreed to the granting of easements for the following, in relation to the Woodard Bottom Recycled Water Project:
1. A tower and antenna on the City's tertiary treatment plant property.
2. A sewer pipeline in the City's right-of-way along Dave Brubeck Road.
The project relates to CDCR's wastewater disposal at the Jackson Rancheria properties south of City limits. All facilities were built during this time before 2020, and the survey and engineering work for the easements was completed as well.
Former City Manager Michael Rock had executed the easement documents in 2023, which were sent to CDCR, but the documents were not accepted by CDCR because of Mr. Rock's departure soon thereafter.
CDCR contacted staff in March 2025 to finalize and memorialize the easement documents, which require a resolution of approval from the City Council.
Staff considers this an administrative matter so the easement rights for CDCR's constructed facilities can be properly memorialized.
