3. Status Report on Tracer Study for Wastewater System - Justin Granados, WaterStone Services (Oral Report) - On day one of the test, the Tertiary Plant solid recovery tank failed causing a water backup in the plant. I ran the station manually while starting the Tracer Study. When I opened it up and investigated the compressor pump had gone out completely and we are switching over to the submersible pump. Once the study began, the tertiary plant lift station pump #2 also went down causing further backup in the plant and creating issues with the first test.
I would like to recommend that the existing pump station be completed this year.
If it get approved on the next item. We have a loaner pump until the new pump gets installed.
4. Authorize Additional Funds to West Yost Associates Related to Task Order for Title 22 Keport - Statt report trom City Manager, George Lee - West Yost completed Tracer Testing on the Castle Oaks Water Reclamation Facility Cholorine Contract Tank between April 2 and 4, 2025. During the test on April 4, 2025, it was revealed that there was a severely damaged gasket on the mud valve in the second tank, as well as deteriorated rubber gaskets on the slide gates. These failures caused the tank to lose water, which is not acceptable for the tracer test. For this reason, the testing must be completed again. The proposed amendment covers all costs associated with the testing.
MOTION: Moved by Vice Mayor Maita, seconded by Councilmember Atlan and carried to authorize additional funds to West Yost to the Task Order to finish the Tracer Study for the Title 22 Report.

B. CLOSED SESSION: 5:30 PM
Public Comment:
Elmer Rohde - The City has not had responsibility for the Golf Course in about six days. It appears that no one has given any direction to Troon Management to begin collecting special fees, taking an inventory of the products or the golf course committee that was supposed to be set up. Let's make this thing a go and that needs the full cooperation from the entire City Council.
Council convened to Closed Session at 5:32 p.m.
1. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION:
Significant exposure to litigation pursuant to Government Code 54956.9(d)(2): 1 Case
Councilmember Mitchell recused himself from Item #2 - I disqualify myself from this item because it is reasonably foreseeable that my real property, which is located in the City of lone and within 500 feet of the project, will be materially affected by this decision.
2. CONFERENCE WITH REAL PROPERTY NEGOTIATIONS:

2. City Attorney, Josh Varinsky - We are finalizing paperwork with Troon Management for the transition. Mr. Lee will be on the grounds at the course this week meeting with Troon staff and helping with the transition. It should be seamless and will provide updates as they become available. There will be agenda items in the future to set up committees, review the inventory is on going and will have agenda items in the future.
E. PLEDGE OF ALLEGIANCE:
Mayor Rhoades led the Pledge of Allegiance.

G. PUBLIC COMMENT:
Justin Granados, Operations Manager, Wastewater and Tertiary Plants thanked the following staff for their help with getting water to the Golf Course using the City's on-site well.
• George Lee for his support and encouragement.
• Zach Finch for leading the excavation on three critical sites while the rest of his crew laid 1,500 feet of fire hose from the back of the treatment plant to the front.
• Ken Mackey for coordinating his team to supply the fire hose. • Mayor Rhoades for helping me find the line that shows the connection between the Tertiary Treatment Plant and the main plant. The stagnate water discharge line that gravity feeds ARSA water into the plant. We are now in the process of attaching that well to the line, so we can water the golf course.
This is the first step that will give us the ability to send water from one treatment facility to the other, and we can now tap into Pond 7 and pump water directly to the Tertiary Plant.
Larry Rhoades: Would like to know how much money the City and County paid for the witch hunt on the Lori McGraw case when there were only three Councilmembers were involved in the lawsuit; and how can one of person named in the lawsuit vote in Closed Session to protect him when he is named in the lawsuit.
Elmer Rhoades, do we have to pay a fine to ARSA when we are not taking their water and we are contracted to take their water. If so, how much? Jim Scully, presented pictures of a tree that fell across the Creek from the City's side to his side in 2016. I notified the City, and the City Manager at the time refused to remove the tree, which actually was blocking my driveway. Now the stump has redirected the water, which is causing you to lose vertical levy. I am bringing this to your attention because the Creek is starting to recede and the City needs to take care of this situation.
Dan Epperson, Amador County Board of Supervisor:
• Contacted Assemblyman and Senator regarding the Title 22 issue • The has a $2,000,000 budget gap and working to correct the deficit • Met with East Bay Municipal regarding additional recreation activities at Lake Pardee
Tom Quinn: Commented on the flags along Main Street—some are torn and faded. I was taught that flags are put up each morning and taken down at each night.
H. PRESENTATIONS/ANNOUNCEMENTS:
Larry McKenny, Amador Water Agency - Capital Improvements in lone:
Ione's Water Treatment Plant:
We have exceeded the treatment plant's capacity and are taking steps to correct it.
Our maximum day demand today exceeds the total plants capacity. We are trying to expand the capacity of the plants. We have identified three projects:
• Make improvements within train of the plant itself
• Address access constraints and security issues
• Increase the ability to manage the backwash water
To finish the three projects, the cost is $19,000,000—we have issued bonds in October so we can proceed with the improvements.
For the backwash water, we have an agreement with U.S. Mine to take the backwash water. It is a mutual benefit-they don't pay for the water and we don't have to pay to dispose of the water. This will lower our operating costs and construction costs by millions of dollars. The project is now to build a pipeline around the edge of Howard Park to U.S. Mine. The schedule is to have these projects completed in two and a half year. A Mitigated Negative Declaration is on the Board's agenda for May 8, 2025.
Thomas Borge, Axios Homes - Status of Crosswalks and Streets in Wildflower:
• The school emergency access road is almost complete
• Streets in Wildflower Subdivision - By the end of the week, we are going to be grading and pouring the sidewalks in the last 47 lots in Unit #1. • Crosswalks on Foothill Road - We worked with the Police Department on the Crosswalks and they are now complete.

DISCUSSION ITEMS:
For the record: Action minutes provide the necessary documentation of City Council action. For those desiring to hear the full discussion on each item, audio of the meeting is available on the City website at www.ione-ca.com. These recordings provide an accurate and comprehensive backup of City Council deliberation and citizen discussion.
L. REGULAR AGENDA:
5. Councilmember Comments on Amador Water Agency lone Reliability Capacity and Backwash Piping Project - Councilmember LaFayne commented that when the Turf Agreement was presented to Council, the U.S. Mine easement was part of the Agreement. Mr. Larry McKinney commented that the easement had nothing to do with George Lee. I added it at the last minute and it has nothing to do with whether we were going to get the grant or not and nothing to do with the lone Treatment Plant.
1. Water Board Updates and Castle Oaks Water - Michelle Chester, Somach, Simmons and Dunn - updates:
• Working with the Regional Board representatives concerning the operation of lone's operation of the Tertiary Plant and timing of the Title 22 Engineering Report. The City is working with Regional Board to ensure that the facility is in compliance with the statuary and regulatory requirements. At this time, the facility is not discharging treated wastewater to the Castle Oaks Golf Course. My recommendation is that the public not contact the Regional Board regarding the status of the facility discharges—not in the City's best interest at this time.
1. Update on Landscaping at Castle Oaks - Chris Strong, EcoUrban Designs - Mr.
Strong gave a power point presentation on the current condition of the landscaping. All the renovations are complete, and it is drought tolerant.
I understand there was an anonymous complaint filed with the Secretary of State. I did not know this was a Public Works project and would not have agreed to the project because I know that one of the requirements is paying prevailing wages. As far we know, we met the contract, and saved the City $300,000.
2. Update on Tracer Study Results - Justin Granados, WaterStone - Update was given by Katherine Geis, West Yost - The study was successfully completed-all the data has been reviewed and now in the process of incorporating that into the Title 22 Report, which will be submitted to DDW for approval following City review.
4. Status Report on Picnic Hill Project at Howard Park - George Lee, City Manager (Councilmember Request - Councilmembers LaFayne, Atlan - Recently, the Council approved the hiring of Gina Chavez, who is the Master Plan Engineer for RRM Design. Mr. Chavez is working on incorporating all the elements of Picnic Hill into the Master Plan.

L. COUNCIL COMMENTS/COMMITTEE REPORTS/FUTURE AGENDA
ITEM:
Councilmember Atlan:
• Why doesn't the City use a chain saw to cut up the tree that Mr. Scully was referring to instead of using a bulldozer.
Councilmember LaFayne:
• Have we advertised for a Finance Manager—yes, it has not closed yet. • Do we have a list of donations the City has received-waiting for direction from Council as to exactly they want.
Councilmember Mitchell:
• Congratulated Audrey Gold for winning Miss Ione

SOURCE OF FUNDING:
Special tax levy pursuant to Section 53340 of the Government Code and Ordinance Nos. 392, 427 and 428 respectively.
DISCUSSION:
There are various annual reporting requirements with different reporting dates related to the City of lone Community Facilities District Nos. 2005-1, 2005-2, 2006-1 and 2009-3 (CFD Nos. 2005-1, 2005-2, 2006-1 and 2009-3). The requirements include, among other items, City Council approval of the "Annual Levy of Special Tax" resolutions authorizing the levy of special taxes within CFD Nos. 2005-1, 2005-2, 2006-1 and 2009-3. The annual levy is necessary to pay debt service on the outstanding bonds and to pay for certain public services.
Approval is due each year prior to the County of Amador's August 10th deadline for the inclusion of such special taxes on the consolidated property tax bills pursuant to Government Code Section 43340 of the Mello-Roos Community Facilities Act of 1982 (the Act), or in the case of direct billing, at a different time or in a different manner if necessary to meet its financial obligations.
CFD No. 2005-1 was established on February 22, 2005 and the special taxes were for facilities. CFD No. 2005-1 encompassed 211 residential homes and the golf course clubhouse. The CFD No. 2005-1 Special Tax Bonds had a final maturity of September 1, 2016. Accordingly, parcels within CFD No. 2005-1 are no longer subject to the levy of special taxes. Furthermore, a notice of cessation of the special tax for CFD No. 2005-1 has been recorded with Amador County evidencing that the special tax lien imposed on the parcels within CFD No. 2005-1 has been extinguished.
CFD No. 2005-2 was established on June 6, 2006 and there are three improvement areas.
They are: Improvement Area No. 1, Improvement Area No. 2 and Improvement Area No. 3.
Each Improvement Area has a facilities special tax (Special Tax A) and a services special tax (Special Tax B).
Improvement Area No. 1 encompasses approximately 34.8 acres and contains 140 residential units. Subsequent to the issuance of Improvement Area No. 1 Special Tax Bonds, 41 homeowners have elected to fully prepay their applicable facilities special tax obligation, and 99 remaining residential parcels will be subject to the levy of the facilities special tax. For fiscal year 2025-2026, 140 residential parcels will also be subject to the levy of the services special tax since building permits for all such parcels were issued prior to May 1, 2025.
Improvement Area No. 2 encompasses approximately 38.4 acres and contains 154 residential units. The Improvement Area No. 2 Special Tax Bonds had a final maturity of September 1, 2017. Accordingly, parcels within Improvement Area No. 2 are no longer subject to the levy of the facilities special tax. For fiscal year 2025-2026, 154 residential parcels will be subject to the levy of the services special tax since building permits for all such parcels were issued prior to May 1, 2025.
Improvement Area No. 3 encompasses approximately 133.8 acres and at full development is anticipated to contain approximately 427 residential units and 13.0 acres of non- residential development. Subsequent to the issuance of Improvement Area No. 3 Special 2 Tax Bonds, the facilities special tax obligation applicable to 365 residential parcels has been fully prepaid. For fiscal year 2025-2026 there are 10 parcels in Improvement Area No. 3 (consisting of 8 residential parcels and 2 undeveloped parcels) that will be subject to the levy of the facilities special tax. For fiscal year 2025-2026, 373 residential parcels will also be subject to the levy of the services special tax since certificates of occupancy for such parcels were issued prior to May 1, 2025.
CFD No. 2006-1 was established on February 7, 2006 and the special taxes are for services.
At full development CFD No. 2006-1 is anticipated to contain approximately 276 residential parcels. For fiscal year 2025-2026, 215 residential parcels will be subject to the levy of the special tax since building permits for such parcels were issued prior to June 30, 2025.
CFD No. 2009-3 was established on April 7, 2009 and the special taxes are for services.
CFD No. 2009-3 encompasses 143 residential parcels that are subject to the levy of the special tax. All 143 residential parcels are subject to the levy of a fiscal year 2025-2026 special tax since certificates of occupancy for such parcels were issued prior to May 1, 2025.
FINANCIAL IMPACT:

TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: COMMUNITY GARDEN PARK
RECOMMENDED ACTION: Authorize staff to proceed in development of Community Garden Park.
FISCAL IMPACT: $ 7,500.00 +/-
BACKGROUND: The city of lone recently purchased 2 lots in the vicinity of Downtown Ione. One of the concepts that has been previously mentioned by various community members was the development of a centrally located community garden. In reviewing the concept and potential locations, the city lot located at the corner of S. Sacramento and West Market would be the most feasible location for the development of a Community Garden. It is centrally located, and general parking is readily available. The Public Works Department would start the garden with 15 garden beds to begin with at an estimated cost of $ 350.00 per bed. Staff would construct of fence around the garden with material that is already in the City's possession. A wooden bench would be built around the large tree already there. Further beds would be developed depending on the demand. Water is available onsite. This lot could also be potentially used for future farmers market location as there is plenty of shade.
DISCUSSION: This concept was taken to the most recent Parks & Recreation meeting and was approved for City Council consideration.

Division of Drinking Water's Conditional Acceptance of Tracer Study Report for City of lone's Castle Oaks Water Reclamation Facility (0390901-701) Dear Mr. Pulupa,
The State of California, State Water Resources Control Board, Division of Drinking Water (DDW) received a draft report of the Tracer Study Results for City of lone's Castle Oaks Water Reclamation Facility (COWRF). The City of lone (City) operates the Facility. The draft report was dated May 2025.
The draft report documents the results from the tracer test for the COWRF's Chlorine Contact Basins (CCBs) #1 and #2. The draft report characterizes the hydraulics of the CCBs and determines modal contact times for different flow rate conditions. The City has the options to choose to operate CCB #1 or CCBs #1 and #2 in series.
This letter documents DDW's conditional acceptance of the draft report.
Description of Tracer Test and Results
Testing consisted of four tracer tests, each performed using a slug dose (i.e., pulse) of Rhodamine dye at different influent flow rates: 0.37, 0.61, 0.91 and 1.44 million gallons per day (MGD). The plant influent flow rates reflect an approximate 18% increase to account for the flow lost to filter backwash cycles. Therefore, the target (CCB) flow rates are 0.3, 0.5, 0.75, and 1.2 MGD and actual (CCB) flow rates are 0.19, 0.49, 0.74, and
1.20 MGD when entering CCB #1 or CCBs #1 and #2.
Modal contact times and baffling factors were determined to be:
Test 1 at 0.19 MGD (historic low flow rate)
o Modal contact time = 97 min
o Modal baffling factor = 22 percent
• Test 2 at 0.74 MGD (monthly average dry weather flow rate) E. JOAQUIN ESQUIVEL, CHAIR | ERIC OPPENHEIMER, EXECUTIVE DIRECTOR 500 North Central Avenue, Suite 500, Glendale, CA 91203 | www.waterboards.ca.gov City of lone Tracer Study Report - 2- June 25, 2025
Conditional Acceptance Letter
o Modal contact time = 184 min
• Modal baffling factor = 82 percent
Test 3 at 1.20 MGD (peak dry weather design effluent flow rate) • Modal contact time = 120 min
o Modal baffling factor = 85 percent
Test 4 at 0.49 MGD (cutoff for using only one basin)
CCB #1 Only
• Modal contact time = 105 min
• Modal baffling factor = 63 percent
CCBs #1 and #2
o Modal contact time = 202 min
• Modal baffling factor = 61 percent
Disinfected tertiary recycled water in Title 22, Section 60301.230 requires a 450 mg- min/L of total chlorine CT with a 90-minute modal contact time; or a disinfection process that has been demonstrated to inactivate and/or remove five logs of virus.
The City has proposed to meet the Title 22 requirement by utilizing two control equations:
Equation 1:
If Q is less than or equal to 0.5 MGD:
C= 450/(-42.797*Q+113.27)
Equation 2:
If Q is greater than 0.5 MGD:
C= 450/(-119.65*Q+265.65)
where Q is the influent flow rate in MGD and C is minimum required chlorine residual in mg/L.
The modal baffling factor for the flow rate less than 0.5 MGD ranged from 22 percent to 63 percent, which shows poor mixing amid low flow rates. The City also proposed that COWRF will only operate CCB #1 when the flow rate is less than 0.5 MGD. In order to maintain good mixing during low flow rates, the City must maintain a chlorine residual of a minimum of 5 mg/L when the flow rate is less than 0.5 MGD.
The City does not currently have the ability to monitor flow rate into the CCBs.
Therefore, the plant influent flow will be used in the control strategy. Per the City, it means the true flow through the CCBs will always be lower than the value used in the control equation. DDW recommends that the City install a flow meter to measure the actual flow entering the CCB(s). Upon the installation of a flow meter, the maximum flow rate entering to CCBs) must not exceed 1.2 MGD. The City shall notify Central Valley Regional Water Quality Control Board (CVRWQCB) and DDW prior to flow meter installation.
City of lone Tracer Study Report - 3 - June 25, 2025
Conditional Acceptance Letter
Conditions for CBs Operation
1. The City must submit the signed final report of Tracer Study Results for City of lone's Castle Oaks Water Reclamation Facility to CVRWQCB and DDW for record keeping.
2. The City must provide continuous monitoring of total chlorine residual at the CCB effluent.
3. If the flow rate is equal or less than 0.5 MGD, the chlorine residual must be at least 5 mg/L. The final version of the report should reflect this condition.
4. If the flow rate is greater than 0.5 MGD, the City must use Equation 2 to determine chlorine residual.
5. The City must maintain CT (the product of total chlorine residual and modal contact time measured at the same point) value of not less than 450 milligram-minutes per liter at all times with a modal contact time of at least 90 minutes to meet the requirement of Title 22, Section 60301.230(a)(1).
6. The City shall notify CVRWQCB and DDW prior to CCB's flow meter installation.
