We also received a letter from the Regional Board that they would allow discharge of Recycled water from the Tertiary Facility to the Golf Course during the 2025 irrigation season which runs through November, 2025.
I received correspondence from the Central Valley Regional Water Quality Control Board Executive Officer on the issue using recycled water from the U.S. Mine. His staff is updating the waste discharge requirements for the WDR's for the U.S. Mine site currently. U.S. Mine could potentially take recycled water from the City only after all related permitting requirements were met. G. PUBLIC COMMENT:
Derrick Baker representing Girls Softball asked Council to add the softball complex to the Amador County Recreation Agency's CIP Master Plan so it can qualify for their Impact Fees. The complex is currently on the City's Master Plan for Howard Park. I am asking that two Councilmember to request this action to be placed on the next agenda so when funds are available the girls of this County will finally be a priority.
George Lee, City Manager commented that when the Master Plan Asset and Capital Improvement Project is completed by RRM Design Group, we will know the dimensions of the fields, parking, etc., which will be helpful in future planning.
Michael Bohl, 321 West Marlette Street (next to Train Depot Park) thanked the City Manager for moving the placement of the basketball courts. Mr. Bohl invited the City Manager, City Council and Parks to visit the Train Depot Park and discuss the fencing between my property and the park.
Dave Johnson concerns:
• A Landscape RFP for Castle Oaks - the project was awarded to someone who was not a licensed contractor and it was not put out to bid. • Easement between U.S. Mine and Amador Water Agency-Director commented that he talked to the City Manager about the easement and the City Manager denied it.
• Censure-—I am concerned that the cost will be over $15,000 because they are using an attorney to do the investigation.

CITY OF IONE

DATE: NOVEMBER 4, 2025
TO: IONE CITY COUNICL
FROM: ANDREA BONHAM, FINANCE MANAGER
JANE WRIGHT, FINANCE CONSULTANT
SUBJECT: 2020-21 AUDIT UPDATE
RECOMMENDED ACTION:
That the City Council approve the City of lone's Audited Financial Statements for Fiscal Year ending June 30, 2021 and approve Audit Resolution 2025-36 FISCAL IMPACT:
Audit expenses are budgeted and charged to the general, gas and sewer operations and capital funds.
BACKGROUND:
Governmental entities are required to have a financial audit. A primary reason for an independent audit is to assist decision makers who are affected by financial representations to know whether the information that is provided by management is fair and reliable. As a result, an independent auditor is hired to provide government officials and the public with an unbiased expert opinion as to whether the statements are fairly presented.
In July 2023 the City received the final audit for 2019-20 with the auditors adjusted journal entries (AJEs) that needed to be posted in our financial software, along with the Trial Balance for June 30, 2020. We posted the AJE's and compared the Trial Balance received from the auditors to our financial software and made the necessary corrections. This allowed us to start the 2020- 21 audit with a beginning balance that matches the auditors.
The Interim Preparation List provided by the auditors include items for each of the following categories; cash receipts, cash disbursements, payroll disbursements, risk assessment, capital assets, receivables, liabilities, revenue, interfund transactions, and general information.
During the Interim Preparation portion of the audit, documents are selected by the auditors for City Staff to provide further detailed information.
Staff encountered difficulties with providing the requested items to the auditors as finding hard copies or digital copies has been challenging. We have completed this task with the documents that we could locate.
Richardson & Company, LLP completed the FY 2020-21 audit and Brain Nash, CPA and Partner at Richardson & Company, LLP presented the audit via Zoom to Council om October 21,2025.
Council voted to set approval for the next Council meeting.
DISCUSSION:
Copies will be sent to the Amador County Auditor Controller's Office, the State Controller's Office and Capital One Public Funding, LLC.

Good Afternoon Mr. Hold,
Please see the attached.
On Aug. 5 2025 West Yost provided the the town with a presentation (ponds); more or less confirming out allegations, that IONE, CDCR and the GOLF COURSE have been using the golf course ponds and play fields for waste water dumping. Your own prior papers citing the hazardous waste propogation. (Elements:
• A person
• Knowingly
• Treats, stores, or disposes of a hazardous waste without a permit Statute: 42 U.S.C. 6928(d)(2)(A)
Penalty:
• 5 years and/or up to $50,000 per day violation
• Penalties double for subsequent violations
Relevant Regulations:40 C.F.R. 260 - 265
1 :https://www.epa.gov/enforcement/criminal-provisions-resource-conservation-and-recovery-act-rcra) Additionally, a fourth child with a rare cancer has been locally reported. (Logan Wilkerson) Adding to my previous allegations, I have updated the distribution and victim map to account for the new information.
Spyglass Dr. and Edgebrook Dr. have been highligted in green. With Logan's block. Poor kids live in a waste lagoon if you ask me.
Again:
The smaller rings represent an area with a .3 mile radius. The larger rings represent an area with a.6 mile radius. Both centered on the Edgebrook and Sypglass areas.
Perry Earl Park and the Hole 13 Green had been added as exposure sites.
But the Violet In./Manor Dr. Mystery hole which discharged into the drainage ditch along the railroad are added to the map.
I havd finally added the Lake I overflow points as well as the 2020 drainage pipe which appears to be a mailine from CDCR to the golf course as well.
The Map, and photos of my observations will follow shorty.
In all other regards, I hope you have been well.
Sincerely,
Timoth Scully

Please notice how the color of the water changes as it is treated.
IF what was recorded on Hole 13 was tertiary or treated water, why is it the same color as the first incoming pond? Why is it the same color as the dumping in Mule Creek? Howard, Please expect PRAs.
Have a great weekend.

Good afternoon Mr. Hold,
Please see the attached.
The first is an article from the local newspaper regarding 2 children with cancer on Edgebrook Dr., lone. A third child has already expired, but I am unaware of the residences directly. Still, Edgebrook Dr. is a small road, a little over half a mile.
The second article is about issues from the Mule Creek Prisoners, about the same health matters. (https://theappeal.org/mule-creek-drinking-Water/ Emily Nonko. "If You Want to Live, Don't Drink the Water" - The

Besides Sutter Creek, Perry A. Earl Park (https://maps.app.goo.gl/YVaK9sP2QxXRX3gE7), is the nearest playground for children and young families in that area of lone. property=
property=
maps.app.goo.gl
Within a . 3 mile radius of Edgebrook Dr. is the park, and within a .6 mile radius was the documented dumping activity at Hole 13. I have attached and updated my dumping observation map.
The smaller ring represents an area with a .3 mile radius. The larger ring represents an area with a .6 mile radius. Both centered on the Edgebrook area.
Perry Earl Park and the Hole 13 Green are the more likely exposure sites. But the Violet In./Manor Dr. Mystery hole which discharged into the drainage ditch along the railroad is also in range.
Both are documented with Prison discharges from 2017 into 2023. All sites of course still being used by residents for recreation.
Also, the elevation suggests that the concentrations would be higher in these points, given pre-rain water dilution. The attached photo of the lone WWTP processing ponds shows the same colors in POND 1. (The first recieving solution).
SO, it pretty much appears from the evidence, already provided, that Ione and the Golf Course were using Hole 13 as a pass through pond to the street storm system. Literally flooding out a persons home, and running hazardous industrial waste down the street, to the park, and then out to the creeks via the storm drains. For at least 6 years or so.
Is Amador County Health going to doing anything? or are you putting this in your reports with the state? Thank you for your time and attention.
And give my best to your boss Kari Holmes, without her, none of this could have been possible. 6 In fact, I dedicate photo DJI_0940 to the Water Board.
Sincerely,
-Timothy Scully

Re: PRA Requests received January 20, 2023
Dear Mr. Anderson:
This firm serves as the City Attorney for the City of lone. Please accept this as the City's response to the above-referenced Public Records Act request. Below is a summary of your requests and the City's specific response to each of those requests.
Request #1: (January 17, 2023) "On July 22, 2022, Mr. Atlan sent an email to Larry McKinney, General Manager of Amador Water Agency, asking if the Golf Course could buy one million gallons of water to augment the irrigation needs of the Castle Oaks Golf Course. Mr. McKinney denied the request indicating that AWA was challenged in supplying the customers of AWA and that no water could be spared. There are unsubstantiated rumors that the golf course in fact took 2 million gallons in the time between Mr. Atlan's request and the time Mr. McKinney responded and denied his request. Mr. McKinney responded in early October, 2022. Fast forward to the December 6, 2022 lone City Council meeting where the City voted to approve paying an invoice from AWA the amount of $10,168.08 for service applicable to 1600 West Marlette.
The warrant was made out on November 22 with check number #3329. Why was the amount of water use so great as to justify a water bill of $10,168.08? Is this amount in any way associated with irrigation use at Castle Oaks Golf Course? Please consider this a Public Records Act request."

Response #1: After a diligent search and reasonable inquiry, the City of lone does not have an existing record that summarizes the requested information, nor does it have the capability to conduct an automated search for the specified data. As such, your request is essentially seeking information, rather than records, and does not fall under the requirements of the Public Records Act.
Furthermore, the City of lone finds the above-mentioned request to be vague, and is not focused and specific as required by the PRA. In Rogers v. Superior Court (1993) 19 Cal.App.4th 469, 481, the court found that an unfocused request is onerous anc burdensome to the public agency when they found "[ilt is the nonspecific and unfocused nature of the request which is dispositive." Thus, PRA requests must reasonably describe identifiable records and a request that is so open-ended that it amounts to asking for all of a department's files is not reasonable. (Gov. Code, § 6253(b); see Cal. First Amend. Coalition v. Superior Court, 67 Cal.App.4t 159, 166).) However, as an accommodation, the City of lone is providing the following responsive records, attached hereto in PDF format: "CHK 3329 Breakdown" (5 pages); and "CK 3329" (1 page). The City has no additional records to provide, but remains available to respond should you submit the requisite focused request that will assist in identifying the specific documents you require (Gov. Code § 6253.1).
Request #2: (January 19, 2023) "The City of lone operates the Tertiary Treatment Plant in fairly close proximity to the City's Waste Water Treatment Plant. Does the Tertiary Treatment Plant dispose of their backwash at the Waste Water Treatment Plant or is it dumped into the adjacent creek? Please provide a plan view of the orientation of that pipe between the Tertiary Treatment Plant and the Waste Water Treatment Plant. Please provide a plan view of the sewage pipe owned and operated by California Department of Corrections and Rehabilitation that lays between the Tertiary Treatment Plant and the Waste Water Treatment Plant. No authority has ever been issued to either the City of lone or the California Department of Corrections and Rehabilitation (CDCR) to dispose of secondary treated effluent from Mule Creek Prison at any City of lone Waste Treatment facility. Subject: additional disposal options for the ARSA/lone/CDCR wastewater.
Date: Wednesday, November 2, 2022 5:16:17 PM
Kari, I wanted to provide you with additional potential options for wastewater disposal from Preston.
1. The acceptance of tertiary treated wastewater from the lone tertiary Plant to the neighboring Us mine. They have requested 350,000 gallons of wastewater to place into their mine ponds. Wastewater could be conveyed through the CDCR pipeline that was installed to convey secondary effluent to Woodard bottom for disposal. According to the information provided today, that appears to be equivalent to the amount of water being shipped to the plant for treatment today.
2. A second option would be to transfer the same water from the tertiary plant to the adjacent City secondary plant and put it into Pond 7. From there an aboveground pipeline could be installed to the neighboring mine. This is essentially the same project, minus the use of the CDCR pipeline.
3. Preston could send water to the CDCR storage reservoir via an above ground pipeline.
COCR could land apply the wastewater when and if there is dry weather during the winter month.
4. ARSA and lone could begin off hauling wastewater to a facility that would accept it.
Perhaps to a lift station in the Jackson sanitary system would be easiest.
5. The City of lone can locate and secure additional spray fields for land application.
When I spoke to US Mine, it was only as a concept. US Mines did their analysis and put in a request to Patrick. I feel a bit exposed, because I reached out to them and asked them to put in a proposal if it made sense to them. I do not understand the lack of urgency especially with the pending wet season. JJ should understand that the City is going to shut down the plant soon, because the irrigation season will be over. There won't be a place to send the water.
Finally, there is a CAO in place for the overtopping of the reservoir that was issued in 2017 to ARSA. To help streamline the process, / would suggest that we revise that Order by naming CDCR, City of lone, Castle Oaks, Perc (operator) and ARSA for when and if the reservair overtops and enters surface waters. D Boyers preaches the need of an order if there is "potential". We can also add in the need to remove the sludge from Preston. That way it is ready to go if and when necessary.

DATE: November 4, 2025
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: George Lee
SUBJECT: Irrigation Improvement Plans for Soccer Fields at Howard Park RECOMMENDED ACTION: Match the soccer associations contribution to make up the difference of the Grant and Bid
FISCAL IMPACT: $60,000
BACKGROUND: The Amador Water Agency through the Department of Water Resources awarded the city of lone a grant for turf replacement and the replacement of leaking irrigation lines. The allocation for the Irrigation Replacement amounted to S 95,000.00. The bids came in substantially higher than anticipated and the lowest bid came in at $233,000.00. In conversations with representatives of the Soccer League, they have committed to contribute $ 45,000 - $60,000 towards the construction costs. This potentially leaves a shortfall of approximately $60,000.00.
DISCUSSION: The current irrigation system at the Soccer Fields at Howard Park is more than 25 years old and is constantly leaking despite continued maintenance and repair by our Parks and Ree Department. This is an opportunity that the city should not let pass as the cost of improvements will only go up. The normal life expectancy of an irrigation system is 20 years, and we are well past that time frame. This improvement would stop the leaking in many areas and provide consistent turf areas for the participants. We are currently working on other donations to provide assistance as well.

Proposal
We, Simmons Landscape Company, propose to install a new irrigation system at the lone Soccer Fields located in Howard Park. Work will be done in a professional manner following the plans and specifications supplied by the City of lone. To reduce some costs plastic boxes were substituted for the concrete ones and a 2 wire decoder system will be installed, with decoders and a new irrigation controller. Due to MWELO calculations the system was not altered.
This price does not include the cost of surveying.

FSI-S Series
CST SADDLE TYPE FLOW SENSOR
Creative Sensor Technology FSI-S series flow sensors
feature proven impeller based technology designed for flow monitoring/flow control applications in irrigation, water conservation and related industries.
The saddle type sensor mounts on PVC piping systems
using a wedge to hold the sections together. Prior to
installation, an opening is drilled in the pipe allowing the sensor insert to position the impeller inside the pipe.
Designed by the same team who created the original
irrigation impeller flow sensor, CST's sensor is completely new, not a redesign. The sensor features a digital output signal proportional to flow. The output signal duplicates existing impeller flow sensor signals making the FSI series sensor compatible with all manufacturer's control products.
The pulse signal will travel up to 2,000 feet without
amplification.
The insert, held in place with a retaining nut, contains the detection circuitry and carries the unique four-bladed ultra light impeller on a transverse axle.
The saddle series sensors utilize the same flow sensor insert used in the tee series sensors
The insert mounts in a housing that controls the depth and alignment of the impeller unlike insert type sensors that may be mis-aligned or set to the wrong depth. The housing is permanently attached to the PVC saddle therefore no additional mounting hardware is required.

PVC Solvent Cement
PRODUCT BULLETIN
WELDON® 795™
IPS CORPORATION LOW VOC PVC SOLVENT CEMENT
GENERAL DESCRIPTION:
WELD-ON® 795™ is a clear, or blue, low VOC emission, medium bodied, fast setting, high strength PVC solvent cement for all flex to flex and flex to rigid pipe and fittings with interference fit through 6 inch (160 mm) diameter, Schedule 80 through 3 inch (90 mm) diameter.
APPLICATION:
WELD-ON 795 is specially formulated to contain an elastomer which provides great joint flexibility. It cures rapidly with the dissipation of the solvent at room temperature, resulting in a very strong, flexible, water resistant bond. WELD-ON 795 is widely used in all aspects of the pool & spa industry including, but not limited to, pump, pipe, fittings and valves connections as well as for bonding PVC hose to rigid PVC fittings. It is also excellent for joining flexible vinyl to itself.

SPECIAL PRECAUTION:
Do not use a dry granular calcium hypochlorite as a disinfecting material for water purification in potable water piping systems. The introduction of granules or pellets of calcium hypochlorite with PVC and CPVC solvent cements and primers (including their vapors) may result in a violent hemical reaction if a water solution is not used. It is advisable to purify lines by pumping chlorinated water into the piping system - thi solution will be nonvolatile. Furthermore, dry granular calcium hypochlorite should not be stored or used near solvent cements and primer IMPORTANT NOTE:

PVC Primer
PRODUCT BULLETIN
WELD*ON P-70™
IPS CORPORATION INDUSTRIAL GRADE
LOW VOC PRIMER FOR PVC AND CPVC PIPES
GENERAL DESCRIPTION:
WELD-ON® P-70™ is an industrial grade, low VOC emission, non-bodied, fast acting, primer. The strong, aggressive action of P-70 primer rapidly softens and dissolves the joining surfaces of PVC and CPVC pipe and fittings. The benefit of this priming action is especially noticeable on parts being joined together in cold weather. Available in clear and purple; the latter allows easy identification when used on the joining surfaces.
APPLICATION:
WELD-ON P-70 primer, when used in conjunction with appropriate WELD-ON solvent cements, will make consistently strong, well- fused joints. It is essential that the joining surfaces of pipe and fittings be softened and remains softened prior to assembly. The main unction of the primer is to expedite the penetration and softening of the surfaces. Its rate of penetration into the joining surfaces i ore rapid than that of solvent cement alone. P-70 primer is suitable for use with all types, classes and schedules of PVC and CPVi pipe and fittings. It is specially recommended for use on Schedule 80 and large pipe size.
Detailed directions on making solvent cemented joints are printed on the container label. An installation DVD/CD covering solvent cementing is available, It not only describes the basic principles of solvent cementing, but also covers the handling, storage and use of our products. It is highly recommended that the installer review the instructions supplied by the pipe and fitting manufacturer.
NOTE: WELD-ON solvent cements must never be used in a CPVC system using or being tested by compressed air or gases:
including air-over-water booster.
AVAILABILITY:
Both WELD-ON P-70 clear and purple primers are available in ¼ pint (118 ml), ½ pint (237 ml), pint (473 ml), quart (946 ml) anc gallon (3.785 l) metal cans. For detailed information on containers and applicators, see our current Price List STANDARDS AND CERTIFICATION LISTINGS:

VALVE IDENTIFICATION TAGS
Christy's® Valve ID Tags are available in two sizes and numerous colors, with both standard and custom legends to correctly identify valve, hose bibb and valve box installations. These tags are commonly used to both identify specific valve sequences (A1, A2 ...A99) and specific appli- cations (i.e. Recycled/Reclaimed Water). Our Valve I.D. Tags are designed and tested to last for years, while withstanding ultra-violet degradation and general weathering.
ID TAG FEATURES
Superfast Permanent Application
The top hole has been designed to pass a 16 gauge or smaller solenoid pigtail wire, or it can be attached to hose bibbs, valves, or handles with a nylon tie, or to the lid of a valve box with a bolt (not included). The hole can also be drill-enlarged. The outlet reinforcement on the tags has 180 Ibs. pull out resistance. This provides for an easily installed, virtually vandal-proof, custom identification product.
Durability, Flexibility and Maintenance
Christy's® ID tags are manufactured from a special ultra-violet stabilized polyurethane Behr Desopan material and are individually hot-stamped for maximum contrast and visibility. The tags are designed for various applications: valves, risers, hose bibbs, treatment plants, etc.
They require no maintenance and are designed to be a consistent identification point for the application. They will remain pliable and visible in the harshest above or below ground applications.
Special Identification Requirements
Through the use of custom plates, we can accommodate most designs. Our purple Maxi size tags are industry standard for marking systems using Recycled/ Reclaimed water. Style num- ber RC005 is in English and style number RC006 is bilingual. A sampling of our current special legends and logos is listed on the following pages. Additionally, tags are available in a variety of colors, to conform to both locally developed standards, as well as APWA and AWWA national standards.
VALVE IDENTIFICATION TAGS
RELIABLE IDENTIFICATION
With standard Alpha-Numeric numbering, the valve or marking designation can be seen from a distance of up to 50'. Industry standard yellow tags can accommodate up to three 1.125" alpha-numeric characters per side. The Maxi size tag can accom- modate up to four characters per side. We commonly provide standard sequences ranging from A1... A36 through Z1... Z36. In addition, we can accommodate A1 special alpha-numeric numbering requirement. This allows for logical and consistent zone, controller, valve or area sequence identification.
For Example:
(A1A, A1B, A1C...A1Z) (AAA, AAB, AAC... AAZ) (C26, C27...99) (125, 126,127...) Standard Irrigation Application
