TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ZACH FINCH, PUBLIC WORKS SUPERINTENDENT
SUBJECT: HOWARD PARK FIRE LINE BIDS
ACTION:
Approval of lowest bid to install 1,200’ of new 6” pipe from existing meter box, located on the East side of track and connect to C900 fire line on the West side of track in Howard Park.
FISCAL IMPACT:
$30,000.00
Decrease to Fund (9514) Impact Fees, Park - balance as of 11.30.25 = $1,019,985 BACKGROUND:
At the regularly scheduled meeting of the Ione City Council on Tuesday, November 4th, the Ione City Council discussed and voted on Agenda Item J3, authorizing execution of a construction contract for the soccer field irrigation project.
DISCUSSION:
While working on the soccer irrigation project it was discovered that the fire line for Howard Park is incorrectly connected to the soccer irrigation lines. The current connection is made at the bottom of irrigation valves from the 4” irrigation pipe to a 6” C900 fire line pipe. The 4” line does not meet the needs of a fire line. In addition, all current soccer irrigation lines will be abandoned during the approved irrigation upgrades.
The City solicited bids for installation of 1,200’ of new 6” pipe from existing meter box, located on the East side of track and connect to C900 fire line on the West side of track.
The lowest bid received was from Lewis Yager for $30,000.

TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: DIRECTION FROM THE CITY COUNCIL OF THE CITY OF IONE TO
ISSUE A REQUEST FOR PROPOSAL(RFP) FOR DESIGN PLANS FOR
DESIGNATED PARKING AREAS AT HOWARD PARK
RECOMMENDED ACTION:
Direct City Staff to issue a RFP for design plans, environmental studies, and other reports for the designated parking areas located at Howard Park.
FISCAL IMPACT:
TBD
BACKGROUND:
RRM Design Group updated the Howard Park Master Plan with designated parking.
DISCUSSION:
In order to implement the master plan, the City of Ione will need to acquire environmental studies, drainage and stormwater management plans, as well as construction documents and plans.
Currently, the parking during the sports events creates huge dust clouds, is limited on structure, and is difficult to maneuver with unlabeled spots, boundaries, and walking pedestrians. The projected parking areas are being requested due to the high demand for parking. The highest priorities for parking are the gravel parking area between soccer and baseball and the soccer parking at the south end of Howard Park.

SUBJECT: DIRECTION FROM THE CITY COUNCIL OF THE CITY OF IONE TO
ISSUE A REQUEST FOR PROPOSAL (RFP) FOR AN UPDATE OF
BUILDING FEES AND CATEGORIES
RECOMMENDED ACTION:
Direction to City Staff to issue a RFP to update the fees and categories associated with the permitting process for the City of Ione to ensure the fees are sufficient to cover the costs of the permitting process.
FISCAL IMPACT:
TBD
BACKGROUND:
In 2016, Coastland Civil Engineering performed a fee study for the City of Ione. Previously, the fees had been in place since before 1998. The fees have not been studied since this report.
DISSCUSSION:
The current fees need to be reevaluated to determine if they are sufficient in covering the costs of the permitting process for the City of Ione. There are several categories that are being charged by comparable cities that Ione should adopt. For example, Powerwalls and some plan review areas.
