• I sent in a Public Records Request on November 17, 2025 for the Attorney bills for the purchase of the property at 217 W. Jackson Street. It was delayed to December and received an answer on January 9, 2026. The cost was $11,760 for 30 hours of Attorney time. The response I received was seven pages, but most of the pages were redacted, and there was nothing in the documents that I asked for.
• The City is suing for Councilmember LaFayne for $22,000 over the Howard Park Arena and the law firm has already billed the City for $21,552. I think we need to make the attorney accountable.

LIFORNI
DATE: February 3rd, 2026
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Justin Granados
SUBJECT: Tertiary Plant Update
RECOMMENDED ACTION: Receive and file the report and provide direction as appropriate.

FISCAL IMPACT:

BACKGROUND: The City currently receives Amador Water Agency (AWA) backwash water that is conveyed through the collection system and treated at the City's wastewater treatment plant. Questions have arisen regarding the operational impacts of accepting additional backwash water and the regulatory limitations on how this water may be treated or reused
DISCUSSION: This item discusses the impacts of accepting additional Amador Water Agency (AWA) backwash water on the City's wastewater treatment plant, including treatment capacity and regulatory limitations. While AWA backwash water may be conveyed to the wastewater treatment plant for secondary treatment, it cannot be diverted or reused for direct irrigation purposes, including at Howard Park. Even if the water were upgraded to tertiary treatment, additional permitting would be required and public health warning signage would be mandatory throughout the park. Under current conditions, the water passes Howard Park untreated and is conveyed to the wastewater treatment plant for secondary treatment, which remains unsuitable for public park irrigation without a special permit.

IFORN
DATE: February 3rd, 2026
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: George Lee, City Manager
SUBJECT: Easement Grant to Amador Water Agency
RECOMMENDED ACTION: Authorize staff and legal counsel to prepare and execute an easement agreement with AWA.

FISCAL IMPACT:

BACKGROUND/DISCUSSION: The Amador Water Agency (AWA) is planning a major upgrade to their lone Treatment Plant. AWA estimates this upgrade to cost upwards of $11 million dollars. As part of this upgrade, AWA is requesting an easement along the edge of Howard Park as shown in the attached map. The purpose of the easement is to dispose of the backwash water that the City presently processes at its wastewater ponds, and instead send all the water and sludge to US Mine Corporation who has accepted the processing responsibility. The merits of granting the easement are significant, which will be presented by Mr. Rick Ferriera of AWA. Mr. Ferriera is here to make a presentation on the AWA easement and benefits to the City of Ione.

ATTACHMENTS:

1. Map

2. Written comments from Mr. Ferriera
Bullet Points provided by Mr. Ferriera

1. The project need is driven by operations staff in order to ensure AWA can provide the highest cost of service at the lowest possible cost.

2. The backwash water is classified as waste water and is the reason it currently is being sent to the lone Wastewater Treatment Plant.
a. The backwash treatment at the plant creates waste in the form of water and sludge that contains aluminum as a byproduct of the treatment process.

3. The objective is to reduce the long term solids disposal and handle cost.

4. US Mines will take all the waste, solids and water and handle the processing of the waste at their facilities.

5. The project will reduce the backwash water being sent to the lone WW Treatment plant • reducing the cites cost by as much as $ 20,000 per month

6. This reduction to the lone WW Treatment plant will allow for additional connections without having to expand the plant.

7. If the City was to take the waste the City would have to work the RWQCB and AWA on a new permit which would shift all the risk onto the City including the cost of monthly, quarterly and annual sampling as well as sludge disposal. In addition the City would have pumping cost and irrigation maintenance cost to maintain a sprinkler system to handle small solids that clog sprinkler heads which the City does not do at this time.

8. If we did not send the waste water to US Mines AWA would continue to discharge to the City Sewer System and over time will be increasing the disposal amount up to 250gals per minute which was the historic amount that was agreed too.

9. This is a Win / Win for AWA customers and the City of lone, reduces the cost to both and puts the risk, permitting, lab test and operational handling cost of disposal onto US Mines. 17112025 1VE: 015307PW

CITY OF IONE
IONE, CA 95640

IFORNIA
DATE: February 3rd, 2025
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER;

KATHRYN GIES, WEST YOST
SUBJECT: WASTEWATER FACILITIES PLANNING
RECOMMENDED ACTION:

Provide direction as to whether staff should issue a Request for Proposal (RFP) for a Wastewater Treatment Master Plan and should select a preferred consultant team for completion of the work based on the proposal received
DISCUSSION:

Treatment Facilities Planning
At the December 2, 2025 City Council meeting, the Council received and discussed a Report that provided a status update regarding the regulatory and planning related efforts that the City has completed over the last two to three year period. As documented in that Report, the City will need to complete a wastewater treatment facilities planning effort to define the facilities required to support long-term treatment and disposal of the wastewater generated by the City's Wastewater Treatment Plant (W WTP).

There are also currently two (2) pending development applications for major housing projects, which if approved, will significantly increase wastewater flows to the WWTP over the next 5 to 10 years. The wastewater treatment facilities planning efforts will therefore also need to define what treatment and disposal facilities are needed to accommodate these additional flows.

Three key elements of the long-term wastewater strategy have already been defined, as follows:
• The City must transition away from reliance on the existing percolation ponds (Pond 6 and Pond 7) for disposal.
• The City will discharge from the WWTP ponds to the COWRF (via the interconnect pipe) to provide for advanced treatment and irrigation reuse of the City's purified wastewater on the Castle Oaks Golf Course, as well as for beneficial reuse at other sites. • The City will phase out acceptance of wastewater flows from ARSA and CDCR at the Castle Oaks Water Reclamation Facility (COWRF) as needed to accommodate beneficial reuse of flows from the City's WWTP.

In parallel with these planning efforts, the City will need to continue discussions with ARSA and CDCR to develop a revised agreement that reflects the long-term plans for discharges to and use of the COWRF facilities.

When this comprehensive treatment facilities planning effort is complete (including clear definition of long-term plans for ARSA and CDCR), the City will be in a position to apply for and obtain updated discharge permits for the WWTP and COWRF. To support the permit adoption, the City will also need to update the COWRF Title 22 Report to incorporate the proposed changes.

Key elements that should be included in the treatment planning effort are as follows:
• Identity the wastewater flows that will need to be treated over the next 20 year period based on planned and anticipated development within the City. • Identify the additional flows that may need to be accommodated by either the WWTP or the COWRF both in the near and long term. These could include flows from ARSA, CDCR and potentially Cal Fire.
• Identify the sizing, layout and cost for constructing the treatment and disposal facilities required to accommodate these flows.
• Develop a plan for phasing out flows from ARSA and/or CDCR as the City plans move forward and/or City wastewater generation rates increase. • Identify any condition-related improvements needed at the WWTP and/or COWRF to allow for continued, reliable operations.
• Develop a treatment facilities Master Plan Report that includes a CIP that identifies the costs and timing for necessary improvements.

Collection System Planning
The City will also need to complete a collection system planning effort to support the potential new developments. Specifically, planning is needed to identify the capacity-related improvements necessary to accommodate flows from these development areas.

This collection system planning effort should also include identification of condition-related improvements. The City did complete a condition assessment of the collection system in 2013, and this previous effort can be integrated into the collection system planning. However, this condition assessment work is over 12 years old and may not identify all the existing condition- related improvements needed. Therefore, depending on when the collection system planning work is completed, the City may need to complete some additional condition-related evaluations.

Key elements that should be included in the collection system planning effort are as follows:
• Identify the wastewater flows (including peak flows caused by infiltration) that will need to be conveyed in different areas of the collection system to accommodate existing, planned, and potential development over the next 20-year period. Typically, this type of analysis is based on flow monitoring completed within the collection system. This approach provides the most certainty regarding conveyance requirements. Therefore, although flow monitoring does add significant costs to the planning efforts, the improved analysis would likely allow for lower capital project costs because conservative assumptions do not need to be made to compensate for the risk created by having no data.

Develop a model of the collection system to identify necessary collection system capacity improvements.
2 • Develop costs for constructing the collection system improvements required to accommodate the new flows.
• Integrate available condition assessment information, to identify overlap between necessary condition-related improvements and capacity-related improvements. • Develop a collection system Master Plan Report that includes a CIP that identifies the costs and timing for necessary improvements.

Potential Implementation Strategies
Once both the treatment and collection system planning efforts are completed, the City will be equipped with a comprehensive wastewater facilities Capital Improvement Program (CIP) that will support sustainable, long-term growth for the next 20 year period. The table below summarizes the efforts required to reach this goal. While the City could complete all of these tasks in parallel, the capital outlay required to do this effort would be significant.

Permit Negotiations and Adoption
Collection System Master Plan
Flow Monitoring (Optional)
Capacity Evaluation
Integration of 2013 Condition Assessment
To help mitigate financial impact to the City, the required work may be phased. The treatment facilities planning work must be completed as soon as possible to address the City's existing permit compliance issues and to allow for increased flows into the WWTP to support new development within the City. However, the major driver for the collection system capacity assessment work is the pending Waterman Ranch development application, which would discharge into an older portion of the City's collection system. (The Ringer Ranch and Village 10 developments would both discharge into a newer and appropriately sized portion of the collection system.) It is currently anticipated to be at least six years (i.e. by 2032) before Waterman Ranch would require engineering approval to initiate construction. Therefore, the collection system planning work could be phased over a longer period time.

The benefit of phasing the wastewater facilities planning work is City costs are spread out over time. However, there are some disadvantages that the City should be aware of with a phased approach, as follows:
• Combining the two efforts improves overall efficiency and will reduce the total cost to the City for the planning effort as there are some overlapping tasks that would effectively need to be repeated if there is a delay between phases.
3 • The collection system planning work will define the capacity-related improvements needed for pipelines within the area of influence of the future Waterman Ranch development.

Several of these pipelines also require condition-related improvements. If there was a failure on one of these pipelines, the City may need to make improvements or replace a section pipe that would need to replaced again in the future to accommodate the Waterman Ranch. It would be most efficient to address condition-related improvements when capacity improvements are made.
• Delaying the collection system improvements puts the City at risk. If conditions improvements are delayed too long, a major system failure may occur. • Delaying the collection system planning further increases the risk that the 2013 condition assessment work is no longer accurate and additional survey/assessment work is needed to provide reliable assessment of the system.

Therefore, while the collection system planning work can be pushed out a few years, it should not be delayed for too long to avoid unnecessary risks.

A potential phasing plan is provided in the table below.

Project Element
2026-2027 Treatment Plant Master Plan
2026-2027 Permit Application and Title 22 Report Update (Completed as the Plan is being finalized)
2028 Permit Adoption
(Timing Depending on Regional Board)
Winter 2028/2029 Flow Monitoring (If included)
Summer 2028 CCTV/Condition Assessment (If included)
2029 Collection System Master Plan
The City can also pursue a SRF Wastewater Planning Grant for the collection system planning work. If funding is obtained, the City may be able to complete the Collection System Master Plan in a more accelerated timelines and could incorporate the recommended flow monitoring and additional CCTV inspections to supplement the work that is over 15 years old.

Recommendation
The City should move forward with development of the Treatment Plant Master Planning as soon as possible.

The City should pursue a SRF Planning Grant for completion of a comprehensive Collection System Master Plan.

TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: SALINA MITCHELL, RECREATION DIRECTOR
SUBJECT: PARKS & RECREATION MASTER FEE SCHEDULE UPDATE
RECOMMENDED ACTION:

Recommend approval of the updates made to the Parks & Recreation Master Fee Schedule.

FISCAL IMPACT:

There are no negative fiscal impacts associated. An increase in revenue is anticipated.

DISCUSSION:

There has been significant improvement to Howard Park, Evalynn Bishop Hall and the grounds with additional improvements to come. Our costs have continued to increase in terms of water, electricity and services. The prices in our proposed Master Fee Schedule at a minimum reflect the increase in our costs to provide these services to our community. This fee schedule will include all park rental fees, including but not limited to; Arena, EB Hall, Amphitheater and Pool, etc.

Fees were developed in collaboration with the Public Works Superintendent/Arena associate, the Finance Manager and the City Manager. We anticipate this Fee Schedule being updated every five years. Please review the proposed Parks Master Fee Schedule as shown in Attachment A.

This item was presented and approved at the last Parks & Recreation Commission Meeting on January 27, 2026.
