CITY OF IONE
IONE, CA 95640
FOR
DATE: 2/17/2026
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ANDREA BONHAM, FINANCE MANAGER
SUBJECT: EMPLOYEE RESIGNATION, INTERIM EMPLOYMENT AGREEMENT,

AND JOB POSTING FOR ADMINSTRATIVE ANALYST
RECOMMENDED ACTION:

Authorize interim employment agreement with Jessie Upshaw.

Approve advertising for Administrative Analyst position FISCAL IMPACT:

No increase to approved 2025-26 personnel budget for Admin/Building BACKGROUND:

The approved 2025-26 budget has an "Administrative Assistant" position. The position is split 50/50 between the Building Department and the Administration Department.

This position was originally created in 2022-23 as "Executive Assistant". The title of Executive Assistant was changed to "Administrative Assistant" in 2023-24.

DISCUSSION:

The Administrative Assistant employee went on leave in September of 2025 and resigned as of February 2, 2026.

The City entered into a contract with Jessie Upshaw for building permit technician services while the permanent employee was on leave. Since the employee is not returning to work, staff is requesting to extend and update the contract with Jessie Upshaw during the interim period to cover building and administrative tasks.

Staff is also requesting approval to post and start recruiting the position of "Administrative Analyst" instead of "Administrative Assistant".

The position would be advertised at the approved 2025-26 Salary Schedule for Administrative Analyst.
