CITY OF IONE COUNCIL MEETING MINUTES

ACTION MINUTES
February 3, 2026
Mayor Maita called the Regular Meeting to order at 5:30 PM A. ROLL CALL:

Present: Jody Maita, Mayor
Stacy Rhoades, Vice Mayor
Staff:

Janice Traverso, City Clerk
B. CLOSED SESSION:

Councilmember LaFayne recused herself from Closed Session.

Council convened to Closed Session to discuss the following:

1. LIABILITY CLAIMS
Claimant: Alison LaFayne
Agency Claimed Against: City of lone
Mayor Maita read a statement asking Councilmembers to demonstrate a high standard of civility, professionalism, and respect for each other and members of the public when we disagree. I am committed to having a more respectful meeting.

C. PLEDGE OF ALLEGIANCE - Mayor Maita led the Pledge of Allegiance.

D. REPORT OUT OF CLOSED SESSION:

Josh Varinsky, City Attorney announced that the Council has denied the claim by the vote of 3-0 with Councilmember Atlan abstaining. Just to inform the public when you see these types of claims on Closed Session, these are specific type of claim to be filed with the City before you intend to sue the City for damages. The documents filed for that claim will be available as public records soon.

1. LIABILITY CLAIMS
Claimant: Alison LaFayne
Agency Claimed Against: City of lone
Councilmember LaFayne commented that she pulled her cross complaint. The only thing standing with the other claim is their action. I have no action against the City. • I am going to answer the breach of contract as it stands. It is not a dispute. I have spent $8,400 in attorney fees trying to get the City to the table. They said, they are not having it, pay us or else for three years. So, we are going to court—you guys filed that.

E. APPROVAL OF AGENDA:

MOTION: Moved by Vice Mayor Rhoades, seconded by Councilmember Mitchell and carried to approve the agenda.

AYES: Maita, Rhoades, Atlan, LaFayne, Mitchell
NOES: None
ABSENT: None
ABSTAIN: None
F. PRESENTATIONS/ANNOUNCEMENTS: None
G. PUBLIC COMMENT:

Tommy Quinn commented on:
• Loud noise from CalFire--exploding fireworks, which was tremendously loud. • Need more law enforcement in downtown--lone Citizens close to being hit in the crosswalks on Main Street
• It is time to stand up for lone--we are not here for the benefit of Mule Creek State Prison and CalFire
Jamie Andriola, wife of Corporal Joe Andriola commented on:

The cost of health insurance to City employees
• Staff was not notified of Open Enrollment. If we were provided that information, we would have chosen medical coverage by my employer at $632 per month, less than half what we are paying now.
• Police employees were notified that they were undercharged for medical last year and are expected to pay it back. How is this the responsibility of the employee when it was not our mistake.
• This is not about one paycheck, this is about retention, morale and whether the City of lone can keep experienced committed employees.

Marsha Edick commented: The March 16, 2021 City Council Agenda included the an item the Protocol Manual. A red-lined version of the 2008 Protocol Manual was part of the agenda packet. Because the minutes for this meeting were not available, we do not know if the manual was approved. Also, I spoke with Mr. White about the legal costs thus far for the Protocol Manual—he gave a ball park figure of $10,000 so far.

Patricia Anjedra, Treasurer, Heart of Gold a non-profit organization that helps families experiencing Childhood Cancer in Amador County, would like all elected officials and staff to use their positions to put pressure on Mule Creek State Prison regarding the horrendous water conditions at their facility.

Dave Johnson commented:
• When the previous Finance Manager left, he cautioned the City that there was only two years of money left, so you need to get spending under control. • There should be something in the Protocol Manual regarding Council charging hotel and meals when the conference they attend is less than 45 miles away. • I would like to see the Council focus on getting funds for Girls Softball Karen Brumm Griffin, citizen of lone for past 45 years, part of which was in the City limits.. Ms. Griffin read a statement regarding the conduct by Dominic Atlan that I believe crosses the line from political disagreement into ethnic harassment.

For the last several months, Mr. Atlan continually refers to me "KGB" (my initials are "KBG), which are insulting to I me and my German heritage. He continues and encouraged others to use those initials when referring to me. It makes him no better than a bully. In the United States harassment is not limited to physical actions, but includes verbal conduct that is insulting, demeaning or hostile especially when it targets a person's heritage or natural origin.

Mitzi Windley--Girls Softball is not the responsibility of the City. The Softball Association needs to us the money they made from their recent fundraiser to have engineered plans prepared. They cannot move forward with any grants until the property is shovel ready.

Larry Rhoades-we need a Committee to review the pollution from the prison.

The County has information to prove there is contamination in the wells.

Dan Epperson commented that the State is evaluating the contamination at Mule Creek State Prison. It is going to take time before we hear from them.

G. INFORMATION ITEMS: None

Councilmember LaFayne questioned:
• RRM Warrant
• Credit from AWA on the raw water for Howard Park

J. REGULAR AGENDA:

Vice Mayor Rhoades recused himself from Items #1 and #2 due to Conflict of Interest-Employee of U.S. Mine

1. Tertiary Plant Update - Justin Granados
• The City currently receives Amador Water Agency backwash that is conveyed through the collection system and treated at the City's wastewater treatment plant
• The impacts of accepting additional Amador Water Agency (AWA) backwash water include treatment capacity and regulatory limitations. • AWA backwash water cannot be diverted or reused for direction irrigation purposes including Howard Park. Even if the water were upgraded to Tertiary treatment, additional permitting would be required and public health warning signage would be mandatory throughout the park.

2. Authorize Staff and Legal Counsel to Prepare and Execute an Easement Agreement with Amador Water Agency - AWA is planning a major upgrade to their lone Treatment Plant. AWA estimates this upgrade to cost upwards of $11,000,000. As part of the upgrade, AWA is requesting an easement along the edge of Howard Park to dispose of the backwash water that the City presently processes at its wastewater ponds, and instead send all the water and sludge to US Mine Corporation who has accepted the processing responsibility.

MOTION: Moved by Councilmember Mitchell, seconded by Mayor Maita to authorize the staff and legal counsel to prepare and negotiate with the Amador Water Agency to bring back in front of the City Council for possible adoption after reviewing tonight's meeting. They would prepare and negotiate and not execute the easement.

AYES: Maita, Mitchell
NOES: Atlan, LaFayne
ABSENT: None

Motion did not pass.

Vice Mayor Rhoades returned to the dais at this time.

The City will need to complete the wastewater treatment facilities planning effort to define the facilities required to support long-term treatment disposal of the wastewater generated by the City's Wastewater Treatment Plant. The plan should include:
• Treatment Facilities Planning
• Collection System Planning
• Potential Implementation Strategies

CITY OF IONE
IONE, CA 95640
DATE: MARCH 3, 2026
TO: PARKS AND RECREATION COMMISSION
FROM: SALINA MITCHELL, RECREATION DIRECTOR
SUBJECT: APPROVE RENEWAL OF IONE COMMUNITY 4H LEASE - BARN AT

HOWARD PARK
RECOMMENDED ACTION:

Recommend approval of renewing lone Community 4H Lease for Barn at Howard Park.

FISCAL IMPACT:

No additional fiscal impacts at this time.

DISCUSSION:

Ione Community 4H would like to renew its annual lease of the barn at Howard Park.

Ione Community 4H has requested a longer lease term such as two to three years, rather than the previous one -year term. Staff and the City Manager have discussed this and both agree that a two-year term makes sense for all parties.

The City would like to change the term of the Lease from twelve-months to a six-month term. 4H only needs the barns from March through August of each year. This will allow for our Arena crew to utilize the barn as needed during events from September through February of each year. 4H will still have access for storage, improvements, etc., but will only have exclusivity during the 4H season.

ATTACHMENTS:
4H Lease.

Sincerely,
Salina Mitchell
Recreation Director

CITY OF IONE
IONE, CA 95640
DATE: MARCH 3, 2026
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: HORSE ARENA UPDATE
RECOMMENDED ACTION:

Receive Horse Update from Sam Fabila, Marketing Services - Ed Hughes Memorial Arena ATTACHMENT:

Update from Sam Fabila, Marketing Services
Mayor, Councilmembers, and staff.

Thank you for the opportunity to provide a brief update on our ongoing work at the lone Arena.

Taylor and I came on the middle of January, since then we have continued to focus on the strengthening our operations, improving connections and communications within the community and supporting the projects that matter most to the City Of lone.

We both decided the first obstacle to tackle was the arena grounds. I'd like to take a moment to highlight the importance of proper ground footing in our horse arena and why it matters for both safety and long-term facility health.
• Proper footing isn't just a preference — it's a critical safety component. Horses are large, powerful animals, and the surface they work on directly affects their balance, joint health, and ability to move safely.
• When footing is too hard, too soft, uneven, or inconsistent, it increases the risk of slips, tendon injuries, and long-term lameness. For riders, poor footing raises the likelihood of falls and accidents.
• This was one of the reasons why we were under constant scrutiny by the public, producers and potential event coordinators. Competitors simply wouldn't risk the health and safety of their horse on our grounds.
• Investing in proper footing is ultimately an investment in safety, usability, and community value. It ensures that our arena remains a reliable, professional-grade space that supports events, training, and recreation for years to come. *I cannot stress enough the productive teamwork between Taylor and Tino at the arena, I'm so pleased to report that they have successfully revamped the arena footing, and it is now in excellent working condition. The surface has been reworked, and refreshed to create a consistent, safe, and reliable base. These improvements ensure that the arena is now suitable for any horse discipline - from western and roping events, along with general riding and training. FB and social media comments have been nothing but positive. "Thank you's" and compliments have been consistent and a normal thing on our social media page.
* As a result of the improvements, professional producers have committed to using the arena as their home base. This will bring more regular events and consistent arena rentals across the entire year. 3D Horsemanship, 7up Productions, CE Barrel Racing Association, Tip Top Livestock, just naming a few. We have now forged relationships that will continue to strengthen and will bring events to the arena.

SPONSORSHIPS
We have restructured our sponsorship package and are proud to share that we've partnered with ten local businesses. Our top tier, the Andy Bonham Sponsor, represents our premier level of support, and our second tier, the Rich Gold Bucking Chute recognizes significant community partners who contribute to the success of our events.

Our sponsorship restructuring has already produced strong results, with $10,000 secured through our premier tier and $1,000 contributed by our second-tier sponsorship level.

One of our sponsors "Gold and Sons Trucking" has donated cinder blocks for our new manure waste area and have agreed to donate sand or dirt in the future. $11,000 in two months and we have yet to hold one our own planned events for the City.

EVENTS
As we move into the event-production phase, with multiple arena events being planned. These events will not only increase community engagement but will also contribute revenue to the City, helping the arena operate as a self-supporting and value-generating asset.

Example:
"Dancing in the Dirt" March 7th Line Dancing in the Arena.

Looking ahead to our next event, we have strong revenue potential. General admission is set at $5.00, and with an expected attendance of 100 to 150 people, that will generate $500 to $750 in gate revenue.

In addition, we have 12 VIP tickets sold (for now) at $100 each, contributing another $1,200.

We will also have multiple vendors participating. Their vendor fees, along with the increased activity they bring, will add further revenue to the City and support the arena's continued growth.

Additionally, Taylor brings extensive experience in the rodeo and event industry, and she is applying that knowledge directly to the arena. Her background and expertise are already contributing to stronger event planning, smoother operations, and a more professional standard for everything we host.

SOCIAL MEDIA
We have created an Instagram page which is growing daily, and we've also revamped our Facebook page, which has grown to more than 1,500 followers since February.

Along with that, we've developed new logos and graphics and launched integrated marketing campaigns to strengthen our outreach. These efforts are already increasing visibility, engagement, and community awareness around our events and arena activities.

We've been using social media as a key communication tool - announcing events, connecting directly with the community, and highlighting our sponsors. This approach has strengthened engagement, increased visibility, and helped build consistent momentum around everything happening at the arena.

CLOSING
In closing, I truly believe that Taylor and I are building more than an arena - we're creating a place where both the equestrian and non-equestrian community can come together. A place to gather, to make memories, and to keep our western traditions alive. What we're doing here is about connection, heritage, and giving our community a space that feels like home. And we're just getting started.

Pavement Maintenance Strategies
The City will continue monitoring the street network by inspecting collector streets every two years and residential streets every four to five years to make appropriate pavement maintenance decisions.

For pavements that are in "Fair" condition, it is important to preserve good pavements. Crack sealing is relatively inexpensive and can keep moisture out of pavements and prevent the underlying aggregate base from premature failures. Life-extending surface seals such as slurry seal and cape seals with microsurfacing, are also cost-effective for pavements currently in good condition.

The maintenance and rehabilitation treatment strategies and associated unit costs will be reviewed and updated annually to reflect new construction techniques/costs so that the budget analysis results can continue to be reliable and accurate.

CITY OF IONE PARK & RECREATION COMMISSION VACANCY
Dear Janice Traverso & Members of the Parks & Recreation Committee, I am writing to formally express my interest in serving on the Parks & Recreation Committee for the City of lone. As a sixth-generation Amador County resident who grew up in lone, I have a deep personal connection to this community and a strong commitment to its continued growth and well- being.

I have a sincere appreciation for the vital role that parks, recreational facilities, and community programs play in enhancing quality of life for residents of all ages. As a grandparent to a child actively involved in sports, I see firsthand how important accessible, well-maintained parks and quality recreation programs are for our youth and families. These programs not only promote physical health, but also teamwork, confidence, and positive community connections.

In addition to my personal connection to recreation programs, I serve with years of leadership and organizational experience. I served as Vice President of the Mule Creek State Prison, Employee Association Committee for three years and have been a member for fifteen years. Through this role, I gained valuable experience in collaboration, communication, and advocacy on behalf of others.

I have also been actively involved in youth sports as a coach for my children in both softball and soccer, which has given me a strong understanding of the needs of families, coaches, and young athletes. Professionally, I serve as a Correctional Case Records Supervisor at Mule Creek State Prison, where I have developed strong skills in leadership, organization, accountability, and working within structured systems.

It would be a privilege to bring my experience, dedication, and lifelong connection to lone and Amador County to the Parks & Recreation Committee. I am eager to contribute in a meaningful way and to work collaboratively to support and strengthen recreational opportunities for current and future generations.

Thank you for your time and consideration. I would welcome the opportunity to further discuss my interest and how I may be of service to the committee.

Respectfully,
Heather @Konvalen
