Multiple projects were placed into plan review during the month of May. You will see this reflected in April once they are approved and issued. Lots of fun projects happening in the City of Ione as homeowners improve on their property. Please remember to verify setbacks and building standards prior to adding a outside storage shed, structure such as a play house or chicken coop. We don't want you to have to do the work twice!! We are exiting the rainy season, which means re-roofs are on the rise in applications. This is the time to have them done if you have been considering one. The weather is safe to tear off and not too hot for contractors to be on the roof for the install.
We still have some development in review and should be moving forward in late June to July with these permits.

4. Notable Cases:
On May 9, 2026, at approximately 10:36 pm, Officers were on patrol on West Marlette Street when they observed a red and white 2003 Hyundai Accent sitting on the road by the creek. Amador County Dispatch conducted a DMV check on the vehicle's license plate, and it was determined that the vehicle had been reported stolen. A check of the surrounding area was made to see if there were any witnesses or suspects, PD Monthly Report
but this was unsuccessful. The vehicle was towed, and the registered owner was notified so he could reclaim his vehicle.
On Sunday, May 10, 2026, at approximately 8:34 p.m., officers were dispatched to Howard Park for a possible carjacking in progress. Upon arriving at the vehicle, an adult female was on the ground, possibly suffering from a panic attack. While arranging medical aide, extra enforcement officers contacted us and advised us that they had detained an adult male, identified as Bradee Freeman, who was involved in the altercation. Upon questioning the possible suspect, it was very evident that he was intoxicated. Witnesses, who were at the vehicle at the time of the attempted carjacking, were questioned, and it was determined that the vehicle owner was forcefully grabbed by the arm, and her purse and keys were taken from her. Bradee Freeman was placed under arrest for violations of PC211, Robbery, and PC243(E)(1), Domestic Battery. He was handcuffed, placed into a patrol car, and transported to Amador County Jail, where he was booked without incident.
On Monday, May 18, 2026, at approximately 12:00 p.m., a call came in from City Hall that Alan Smith would not leave because he was yelling and being belligerent and appeared to be under the influence of alcohol.
Officers arrived and spoke to Mr. Smith, who strongly smelled of alcohol, was slurring his speech, and was struggling to open his eyes, which were bloodshot and watery. He was taken outside and set at the table due to him being unsteady on his feet. When questioned, he became agitated and refused to submit to a breath test. Officers placed Alan Smith in handcuffs and placed him into the patrol car, where he was then taken to the Sutter Amador Emergency Room and eventually cleared and transported to the Amador County Jail, where he was booked for a 647(F), Disorderly Conduct:
Alcohol, without further incident.

ORN
DATE: JUNE 16, 2026
TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: CHIEF JOHN ALFRED
SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IONE
CONCURRING IN THE CALL FOR AN ELECTION ON THE QUESTION
OF RE-ESTABLISHING THE COUNTYWIDE ABANDONED VEHICLE
ABATEMENT FEE
RECOMMENDED ACTION:
Approve and adopt resolution 2026-22, supporting the re-establishment of the Amador County Vehicle Abatement Program and the renewed imposition of the $1.00 fee per vehicle registration, subject to voter approval at an election.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
BACKGROUND:
The Abandoned Vehicle Abatement Program is a State of California program that helps counties and incorporated cities receive funding to offset the costs of removing abandoned vehicles. In 2022, the $1.00 vehicle registration fee expired and was not approved by voters.
DISCUSSION:
Support re-establishing a $1.00 vehicle registration fee to fund abandoned vehicle abatement and to be put on the ballot for approval by voters. This would benefit the City of lone fiscally by reducing abandoned vehicle abatement costs within the city limits.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IONE CONCURRING IN
THE CALL FOR AN ELECTION ON THE QUESTION OF RE-ESTABLISHING THE
COUNTYWIDE ABANDONED VEHICLE ABATEMENT FEE
WHEREAS, the Abandoned Vehicle Abatement Program is a State of California program whereby counties and incorporated communities can receive funding to help defray the costs of removing abandoned vehicles within their jurisdictions; and WHEREAS, in 1991, the City of lone adopted a resolution supporting the establishment of the Amador County Abandoned Vehicle Abatement Authority and the County of Amador duly created the Authority and adopted a fee of $1.00 per vehicle registration to fund the abatement activities of the Authority; and
WHEREAS, Proposition 26, adopted by the voters of California in 2010, altered the definition of a fee and resulted in the classification certain, new fees as taxes subject to voter approval; and
WHEREAS, in November 2012, Amador County voters approved the renewal of the fee for an additional ten years, but the fee has since expired since the required 2/3rds majority of voters did not support the fee in November of 2022; and
WHEREAS, pursuant to Section 22710 (h) of the California Vehicle Code, in order for the voters to consider re-establishment of the fee, a majority of the cities containing a majority of the incorporated population within the County must adopt resolutions agreeing to the re-establishment of the Authority and the continued imposition of the $1.00 fee per vehicle registration upon approval of the voters; and
WHEREAS, the Abandoned Vehicle Abatement Authority is vital to keeping Amador County, including all of its incorporated cities, free of the nuisance of abandoned vehicles and the City of lone has determined that supporting a re-establishment of the Authority and the continued imposition of the fee will assist in the abatement of nuisance vehicles within the City of lone.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Ione as follows:

TONE
CITY OF JONE
IONE. CA 95640
DATE: JUNE 16, 2026
TO: CITY COUNCIL
FROM: GEORGE LEE, CITY MANAGER
SUBJECT: COMMUNITY FACILITIES DISTRICT RATES
RECOMMENDED ACTION:
Discussion and approval regarding the special tax rate for 2026-27 Police, Fire and Landscape Maintenance portion of CFD's.
FISCAL IMPACT:
The fiscal impact will be determined by the decision of the City Council and is summarized below:
CFD yearly increase per documentation
Measured as the Consumer Price Index (CPI) increase between December of each year. [2] CFD No. 2005-2 & CFD No. 2009-3: Maximum Special Tax for services shall be increased based on the percentage change in the Consumer Price Index (CPI), with a maximum annual increase of four percent (4%) and a minimum annual increase of two percent (2%) per fiscal year. [3] CFD No. 2006-1: Maximum Special Tax for services shall be increased based on the percentage change in the Consumer Price Index (CPI), but not exceeding an annual increase of four percent (4%) per fiscal year.
BACKGROUND:
The CFD's were established with the development agreements for Castle Oaks and Wildflower. The intent of the special tax was to provide financial support for the Police and Fire Department as the increase in population would create a burden to the general fund. Landscape maintenance for Castle Oaks is also provided for in CFD NO 2005-2 (IA No. 1), CFD No. 2009-3 & CFD No. 2005-2 (IA No. 3).
The agreements specify that the special tax rate would increase as determined by the Consumer Price Index (CPI) and approved by the City Council.
DISCUSSION:
Rates were frozen in FY 2020-21, for a revenue loss to the City of $103,723.56 from FY 2021-22 thru FY 2024-25. During that period the consumer price index factor (CPI) has been over 4% and the police and fire budgets have continued to rise.
Recommended Options:
A - Increase the amount as determined by the Dec 2023 CP1, 4% Levy with 4% increase = $735,356.06
Increase = $117,286.70
B - Increase all CFD's excluding 2005-2 (1A No. 3) which would continue to be frozen at the 2021 rate.
Levy = $673,221.72
Increase = $55,152.36

TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE, CITY MANAGER
SUBJECT: SEWER RATE INCREASE
RECOMMENDED ACTION:
It is recommended that the Council take the following actions:
Adopt the attached Resolution No. 2026-20 to approve and implement the annual increase of the adopted sewer rate schedule.
FISCAL IMPACT:
If approved, $42,987/month increase to Fund 3111
BACKGROUND:
Willdan was engaged to conduct a sewer rate study in September of 2023 to study the present sewer rates, and the current state of the City of lone's wastewater system condition and capital needs to address deferred repairs and improvements. The sewer rates had not been increased since 2004 and the City's wastewater facilities are in need of deferred repairs and improvements to address the rising costs of operation and maintenance.
On April 15, 2025, Willdan presented the rate study and new proposed rates to the City Council.
In accordance with Proposition 218, notices were mailed to sewer customers and property owners on May 1, 2025.
On June 17, 2025 Council approved resolution 2025-18 approving and implementing a new sewer rate and schedule. The approved study includes a rate schedule thru 2030 with yearly increases. These rates are based on the costs of the repairs and improvements needed at the plant.
DISCUSSION:
Per the approved rate schedule the 2026 sewer rate was to be $69.98/month. At the June 17, 2025 meeting the City Council voted to raise the sewer rate to $60.00/month, $9.98/month less that the rate schedule.
This equates to approximate loss of $20,958/month or $251,496/year for FY 2025-26 (based on 2,100 sewer accounts)
Per the approved rate schedule the 2026-27 rate is $80.47 ATTACHMENTS:

[I] Each customer will pay a total monthly bill that is determined by their assigned number of "O&M Charge" and "Capital Charge" ERUs multiplied by each repective "Monthly ERU Charge".
The projected user rates provided herein for the periods beyond the Test Year are intended for strategic planning purposes, and to provide the City with the estimated future rates that may be needed to satisfy the projected cash flow requirements. The rates are developed in accordance with the assumed customer, flow, expenditure, and revenue estimates projected in this rate study. It is important to note that, since it is necessary to utilize numerous assumptions to develop the projected operating results, to the extent that actual customers, flows and/or system expenditures differ from those assumed herein, additional rate adjustments may be necessary. For informative purposes, the monthly charge for a representative City residential customer based on the projected rates, as well as the accompanying change in the monthly charge for each year of the Projection Period is included herein. An illustration of the projected monthly bill for a typical single-family residential customer receiving one O&M ERU and one Capital ERU is provided in Figure 2. 21 | 3=

It should be noted that when making comparisons of sewer service, several factors affect the level of rates and charges. Such factors may include:
1) Terms of wholesale service agreements;
2) Time since last rate update for comparison providers; Level of treatment and effluent disposal methods of sewer service; 4) Anticipated capital improvement programs and capital financing methods; 5) Plant capacity utilization, age of facilities, and assistance in construction by federal or state grants, connection fees, developer contributions, etc.; General Fund and/or administrative fee transfers made by other systems which may account for differences in the level of rates charged; and 7) Bond covenants and funding requirements of the rates.
For the utilities included in the rate comparisons, no analysis has been carried out with consideration of the above-mentioned factors as they relate to the reported sewer rates currently being charged.
