Letter of Proposal
Honorable Mayor, Members of the City Council, and Parks & Recreation Commissioners:
On behalf of Amador County West Little League, I respectfully submit this proposal for a long-term partnership with the City of lone to develop dedicated softball fields serving girls from every community in Amador County.
This proposal is rooted in a simple idea: every girl in our county should have a welcoming place to learn the game, build confidence, compete, and pursue her potential. With the City's partnership, lone can become the countywide home of a girls softball program designed not only for recreation, but also for sustained player development and higher-level competition.
The League proposes to fund and manage the development of at least one field in 2026 and two additional fields in 2027. The City would incur no design, project-development, construction, material, or initial- outfitting expense. Upon completion and acceptance, the improvements would remain on City-owned land and become lasting public assets. In return for a six-month seasonal-use period, the League proposes an annual payment of $3,500 to the City.
The program will be open to girls throughout Amador County. A separate softball board will oversee softball operations, preserve the program's countywide mission, and ensure that organizational decisions remain focused on equitable access, quality coaching, player safety, skill development, sportsmanship, and competitive opportunity.
We recognize that successful public-private partnerships require careful planning, clear responsibilities, appropriate insurance, transparent scheduling, and full compliance with City requirements. We are prepared to work closely with City staff to identify a suitable site, refine the field plan, secure required approvals, and memorialize the parties' commitments in a mutually acceptable Memorandum of Understanding and lease or seasonal-use agreement.
We respectfully request conceptual approval to proceed with site identification and agreement negotiations, together with an opportunity to present this proposal at the City's earliest convenience. We believe this is a meaningful opportunity for lone to lead a countywide investment in girls, families, and youth recreation while gaining valuable public improvements and recurring revenue without a City capital outlay.
Respectfully,
Cameron Begbie

1. Executive Summary
Amador County West Little League proposes a cooperative agreement with the City of lone to develop, operate, and seasonally use a minimum of three girls softball fields on suitable City-owned property. The project is structured to create a durable community asset, expand youth opportunities, and provide recurring revenue to the City without requiring a City capital investment.
REQUESTED CITY ACTION Authorize City staff to work with the League on site identification and agreement terms, and direct preparation of an MOU for future City Council consideration. • No City capital or construction cost. The League will fund planning, design, project-specific permitting support, construction, materials, and initial field outfitting. • Minimum of three new fields. The target is at least one regulation youth softball field in 2026 and two additional fields in 2027.
• Countywide eligibility. The softball program will welcome eligible girls residing or attending school throughout Amador County, subject to applicable Little League rules and approved boundaries.
• Annual revenue to the City. The League proposes a $3,500 annual payment for a six-month seasonal-use period after the initial field becomes operational. • Dedicated softball governance. A separate softball board will oversee softball operations and protect the program's focus on access, development, and competitive opportunity. • City ownership. The City will retain ownership of the land and accepted permanent improvements, subject to the final agreements.
2. Vision and Community Purpose
The proposed fields are more than playing surfaces. They are an investment in the confidence, health, leadership, and future of Amador County's girls. A dedicated softball home in lone would allow the League to build a consistent developmental pathway-from a player's first introduction to the sport through advanced instruction, tournament preparation, and higher-level competition.
The League's goal is to foster an environment in which participation is broad, standards are high, and every player is treated as capable of growth. Programming will emphasize fundamentals, safe play, teamwork, sportsmanship, qualified coaching, and age-appropriate competitive opportunities.
Community Benefits
• Expands safe, structured recreational opportunities for girls across Amador County. • Creates a dedicated venue for player development, clinics, practices, games, and tournaments. • Reduces scheduling pressure on existing multi-use fields and programs.

TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GEORGE LEE AND BUILDING DEPARTMENT
SUBJECT: COMPLETE THE LANDSCAPING PROJECT FOR TRAIN DEPOT PARK
RECOMMENDED ACTION: Staff is recommending selecting the bid from Green Hills Landscaping for $ 75,000 to complete the landscaping at Train Depot Park FISCAL IMPACT: $75,000 from the Parks and Recreation Fund BACKGROUND: Volunteers have been progressing with the work at the Train Depot Park for the past year. Volunteers have done a great job in getting the park to this point in time. The city is continuously receiving a request for an update on the completion of the park. Many citizens are eager and excited to use this park for recreational needs. At this time, the city feels it is best to complete the park in a timely manner and hire a professional landscaping company to complete the park improvements.
On March 3rd, 2009 the City Council voted 5-0 the acceptance of Resolution 1703 adopting the uniform public construction cost accounting procedure. The Ordinance 421, implanted on March 17t, 2009 states that per section 2.46.010 informal bid procedures, public projects, as defined by the Act and in accordance with the limits listed in Section 22032 of the Public Contract Code, may be let to contract by informal procedures as set for in Section 22032, et seq., of the Public Contract Code. Section 22032 (a) states the Act allows for public project work in the amount of $75,000 or less to be performed by a public agency's force account using the public agency's own resources, or by negotiated contract, or by purchase order.
In the fiscal year 26/27 Proposed Budget, the allocated amount for completion of the Train Depot Park has been set at $200,000. The city is advising that Council approves the Green Hills Landscaping bid of $75,000 for completion of the park, allowing for additional funds to be allocated to different funds.

Executive Summary
WGA was formed in August 1993, thirteen years after its parent company, Weber Associates, was established. WA is a local multi-disciplinary consulting firm providing professional services in civil engineering and construction management to public sector and private clients primarily in the Mother Lode region. WA specializes in providing engineering services to cities, rural counties, and special districts. For over 45 years the firm has designed and managed the construction of many water and wastewater facilities, underground utilities, and transportation projects throughout the Mother Lode.
WGA provides a broad range of engineering services, including evaluation and planning of municipal infrastructure needs; engineering and project management for streets, water, sewer, storm drainage, and other public facilities; review and conditioning of private development projects; construction oversight and inspection; preparation of reports, studies, and technical recommendations; and coordination with City staff, elected officials, developers, contractors, and the public. We also have extensive experience identifying and pursuing state and federal funding opportunities for public works projects and can assist with funding applications and related agency coordination, including Caltrans and federally funded programs.
Our experience working directly with public agencies gives WA a practical understanding of the day-to-day responsibilities and responsiveness expected of a City Engineer. We are prepared to serve as an extension of City staff, providing timely technical guidance, maintaining accurate engineering records and project documentation, assisting with short- and long-range infrastructure planning, and supporting the City Manager, Public Works staff, City Council, and commissions as needed. Our goal is to provide the City with dependable, proactive engineering support that advances its priorities, protects its interests, and delivers projects efficiently, effectively, and in accordance with the City's standards and expectations.
WA's team of professionals are equipped with necessary experience and resources to actively manage design and construction services in a responsive and efficient manner. WGA strives to provide engineering services to realize efficient facility operation with minimum maintenance costs.
This priority has resulted from years of experience working with public agency staff. WA's knowledge of working with local agencies is extensive. We pride ourselves on making sure our clients' projects are constructed on time, within budget and of the highest caliber.
WA's core strength for numerous years has been and will continue to be municipal consulting, making our team the best qualified to perform any services as required by the City. Our team has extensive experience with roadway and utility design, hydrology and hydraulics studies and modeling and grant writing.
WGA has unique, institutional knowledge of the City's infrastructure. WGA is very familiar with Caltrans District 10, and eligibility of expenses for reimbursement. Our deliverables, contracts, and invoicing are always prepared to meet Caltrans Local Assistance requirements. This makes reimbursement, construction authorizations, and project closeout easier for the City to administer.
Timely delivery of projects administered through Caltrans District 10 is driven by understanding of

and compliance with the processes and procedures that must be followed when using state and federal funding.
Work Plan
WGA is the best qualified consultant to perform these services. Our team is local and understands the needs of the City and the Community. Project specific work plans can be prepared for individual task orders.
APPROACH TO CIVIL ENGINEERING
Our approach to civil engineering services emphasizes technical expertise, responsiveness to City needs, and delivery of high-quality, cost-effective solutions. Our team, including qualified consultants and sub-consultants, brings experience across key disciplines such as roadway and structural design, civil/land planning, utility coordination, hydrology/hydraulics modeling, and surveying/mapping.
We would support the City through general consultation services to address special projects or engineering challenges. Our team performs preliminary engineering and design support for highway and County road/bridge projects, including preparation of required reports, base maps, plan sheets, and CAD-generated electronic plot plans.
As part of the planning and design process, we provide traffic control planning, develop structure design data and preliminary reports to support transportation-related infrastructure. We manage the preparation of complete contract documents, from initial Plans, Specifications & Estimates (PS&E) through to "Ready to List" status, ensuring projects are fully documented and construction ready.
Our integrated approach ensures consistency, technical accuracy, and compliance with all applicable standards while keeping the City's objectives and timelines at the forefront.
APPROACH TO GRANT WRITING
Our approach to grant writing is structured, strategic, and responsive to the City's evolving needs.
We begin with grant funding research, focusing on Federal and State opportunities related to transportation, road infrastructure, and environmental or watershed initiatives—prioritizing grants that require no local matching funds. This research includes monitoring current and emerging funding sources relevant to the Department of Transportation and Public Works.
For grant proposal development, we deliver complete writing and coordination services, including funding abstracts, engineering and environmental reports, and full preparation and submittal of applications. Our team ensures each application is tailored, competitive, and aligned with the priorities of the granting agency. We also provide ongoing support for awarded grants, including compliance documentation and reporting as required. A full copy of every grant package submitted is provided to the City for transparency and recordkeeping.

APPROACH TO CONSTRUCTION MANAGEMENT
WGA has seven full-time employees and support staff, some of which have been with the firm for over 15 years. To meet major project time constraints, some specialty services are subcontracted In this manner a broad range of professional services can be provided for large or complex projects without incurring unnecessary overhead costs. WA is very familiar with the public works process related to engineering and delivering projects. A majority of WA's work involves taking a project from an initial concept stage to the finish line. This process entails grant writing, funding acquisition, planning, design, and ultimately administering the project through completion of construction.
Project management requires contract compliance, accurate file systems, proactive communication, budgets, schedules, and assembling the appropriate team for the job. It also requires monitoring subconsultant work, progress reporting, and assisting the City with the fine details involved with project delivery. By accurately understanding the project needs and constraints, WGA will provide a design team that will develop a complete PS&E package that the City can efficiently bid and construct.
All projects would start with an initial scoping meeting to understand the needs of the City. WGA has found previously that the key to any successful project is working towards a common goal. A previous on-call roadway project in San Andreas for Calaveras County required meeting with multiple government agencies/businesses which included the Department of Motor Vehicles, California Highway Patrol, Calaveras County Administration and the Mark Twain hospital and clinic. This required engaging in multiple meetings with these government agencies/businesses to keep and maintain open lines of communication between the agencies, WGA and the City.
WGA will also provide Quality Assurance/Quality Control review during design. The review will consist of having a Senior Engineer and Senior Inspector review design deliverables and construction methods to catch any errors in design. This is key to limiting construction contract change orders.
APPROACH TO DEVELOPMENT REVIEW
WGA's team has significant experience reviewing civil engineering plans, technical reports, drainage studies, utility improvement plans, roadway designs, subdivision maps, stormwater management facilities, and supporting documentation to verify compliance with applicable engineering standards, municipal codes, design criteria, and regulatory requirements. Through coordination with specialty consultants, WGA also supports review of structural and building-related improvements associated with public and private development projects.
In addition to plan review services, WA staff provide construction inspection, field observation, and compliance verification services to confirm that improvements are constructed in accordance with approved plans, specifications, permits, and agency requirements. Our personnel routinely coordinate with contractors, developers, design professionals, utility providers, testing laboratories, and public agencies to identify and resolve construction issues efficiently while maintaining project schedules and quality standards.
Our team has extensive experience coordinating with municipal planning, public works, building, environmental health, and utility departments. WA understands the importance of maintaining

efficient review and inspection processes while ensuring public safety, infrastructure reliability, regulatory compliance, and consistency in application of agency standards.
WGA has successfully partnered with public agencies and private developers on a wide range of residential, commercial, industrial, institutional, transportation, utility, drainage, and public facility projects. Our experience includes engineering plan review, development review, construction inspection, construction administration, permitting coordination, quality assurance oversight, and stakeholder engagement. These capabilities position WA to effectively support agency plan review and inspection programs for projects of varying size and complexity.
WGA prides itself on providing practical, technically sound evaluations and inspection services that promote compliance, protect public infrastructure investments, and support successful project outcomes. Through decades of collaboration with public agencies, developers, contractors, and community stakeholders, WGA has developed a reputation for responsive service, technical expertise, consistency, and professionalism.
APPROACH TO BUILDING DEPARTMENT SERVICES
WGA's existing relationships with Amador County municipalities provide a particularly valuable foundation for serving as the City's Engineer. Providing building department services for Amador City, Sutter Creek, lone, and Jackson demonstrate our ability to function as an extension of municipal staff, provide dependable day-to-day technical support, and work collaboratively with elected officials, City managers, department staff, applicants, contractors, and the public.
