Background and Analysis:
On December 14, 2022, the City Council approved the request from United Rock Products, Inc. (United) to extend the hours of operation for transportation of excavated aggregates from the Olive Pit to United Rock Products Pit No. 2 (URP-2) until March 31, 2023, and to re-evaluate United's request before granting another extension period provided United continues to make progress on the installation of the traffic signal at the Olive Pit entrance on Los Angeles Street.
Currently, United's operating hours for transportation of excavated aggregates from the Olive Pit to URP-2 are:
Monday to Friday
Saturday
7 a.m. to 3 p.m.
7 a.m. to 5 p.m. (Only the 2nd and 4th Saturday of each month) 1) Since the approval of the extended hours of operation, United continues to make progress on the installation of the traffic signal at the Olive Pit entrance on Los Angeles Street. Based on the submitted construction schedule, the anticipated completion date for this signal is August 31, 2023.
2) United also continues its efforts to perform street sweeping at least three (3) times per day and continues its efforts to monitor and manage trucking speed. 3) United continues its efforts to obtain the final approval of the traffic signal at the intersection of Azusa Canyon Road and Los Angeles Street. In cooperation with its consultants and various agencies, United anticipates the final approval of the design of this project in late 2023.
Based on Staff's assessment, United is meeting the City Council's criteria regarding the traffic signal construction at the Olive Pit entrance on Los Angeles Street. Therefore, Staff recommends allowing United to continue the hours of operation indicated above until August 31, 2023.

Director Borhani presented the staff report.
In response to a question by Board Member Burrola, Director Borhani advised that staff will do its very best to expend the funds donated by the Irwindale Community Foundation within the time frame specified, and that if this is not possible, staff would seek permission to roll the unused amounts forward.
Board Member Burrola asked several questions regarding the funding being requested for tree maintenance, to which Director Rodriguez stressed the need to approve the requested amount since untrimmed trees can cause liability issues for the city. She noted that the funding would cover tree trimming as well as the services of arborists that check trees' health and make recommendations to keep them healthy.
She added that the contractor moves quickly to remove diseased trees and plant new ones.
Board Member Burrola suggested that the Board only approve the amount requested from the Mining Fund, and deny the amount requested from the General Fund.
Responding to a question by Executive Director Miranda, Director Rodriguez indicated that the contractor will finalize tree inspections, trim trees, remove dead and diseased trees, and plant trees citywide within the next couple of months. She added that staff will work with whichever amount of funding that the Board authorizes.
Vice Chair Ambriz stated that the amount requested by staff for tree maintenance is conservative and supported the expense, noting that proper tree maintenance is necessary to reduce potential liabilities.
Board Member Breceda concurred with Vice Chair Ambriz and suggested that the full amount requested by staff be approved.
In reply to a question by Chair Ortiz, Director Borhani indicated that staff would work with the amounts approved by the Council. Chair Ortiz agreed with Board Member Burrola to utilize only funding from the Mining Fund for now until it is time to adopt the full budget.

Issues: Approving and Authorizing Use of the 10-Acre Site, Assessor's Parcel Number 8417-34-912, for the City of lrwindale's July 4, 2023 Fireworks Display Spectacular Event
Executive Director's Recommendation:
That the Housing Authority Board adopt Resolution No. HA 2023-04-135, entitled "A
RESOLUTION OF THE BOARD OF DIRECTORS OF THE IRWINDALE HOUSING AUTHORITY AUTHORIZING AND APPROVING THE USE OF THE 10-ACRE SITE ON ALLEN DRIVE, ASSESSOR'S PARCEL NUMBER 8417-34-912, FOR THE CITY OF IRWINDALE'S JULY 4, 2023, FIREWORKS DISPLAY SPECTACULAR EVENT" by title only, with further reading waved.

BACKGROUND AND ANALYSIS:
For almost 20 years, the City of Irwindale has had its annual 4th of July Fireworks Display Show in different sections of the former Manning Pit site with the last few years on Assessor's Parcel Number 8417-34-912, known as the Housing Authority owned 10-acre
site on Allen Drive (10-Acre Site). The continuation of this show on the 10-acre property requires approval from the Housing Authority Board to use the 10-Acre Site.
It is in the best interest of the community to allow for the use of the 10- Acre Site because the City of lrwindale's 4th of July events allow residents and community members the opportunity to safely celebrate 4th of July in the City Parks with their families and friends while ending the night with a Fireworks Display Spectacular. The 4th of July Spectacular Fireworks Show has been a part of the City of lrwindale's annual celebration for more than two decades.
It is therefore recommended that the Board of Directors adopt Resolution No. HA 2023- 04-135, entitled, "A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
IRWINDALE HOUSING AUTHORITY AUTHORIZING AND APPROVING THE USE OF THE 10-ACRE SITE ON ALLEN DRIVE, ASSESSOR'S PARCEL NUMBER 8417-34-912, FOR THE CITY OF IRWINDALE'S JULY 4, 2023 FIREWORKS DISPLAY SPECTACULAR EVENT."
