Background and Analysis:
The National Park Service (NPS) Land and Water Conservation Fund (LWCF) provides competitive matching grants to States and local governments for either the acquisition or development of public outdoor recreation features and areas. For California, the funds for this grant are administered by the Department of Parks and Recreation's (DPR) Office of Grants and Local Services (OGALS). This competitive grant was established under the
LWCF Act of 1965. Whenever an approved LWCF project is completed, the property is placed under federal protection to preserve outdoor recreational use in perpetuity.
State and local governments who apply for this competitive grant under the development of recreation features and areas must adhere to the following approved areas of construction and improvements:
• Athletic courts (basketball, tennis, futsal, pickle ball, etc.); • Athletic fields (soccer regulation, baseball, softball, football, etc.); • Community, demonstration, and botanic gardens;
• Dog parks and fixed features, such as fixed obstacle courses; • Open space and natural areas;
• Outdoor gyms (aerobic or strength building equipment); • Outdoor performing arts venues;
• Picnic areas;
• Playgrounds and tot lots;
• Recreational trails;
• Skate parks and BMX or pump tracks;
• Tracks, jogging loops, and par courses;
• Outdoor swimming pools and aquatic features; and
• Major support amenities such as restroom buildings, parking lots, lighting and landscaping.
The maximum grant amount per application is $6,000,000 with a minimum match requirement of 50% of the total project cost All matches must be for eligible costs such as pre-award planning (public meetings; plans, specifications, construction documents, and cost estimates; and bid packages), construction costs (site preparation, grading, equipment, supplies/materials, labor, construction management/inspections, and miscellaneous costs). The applications were due on June 1, 2023 before 5:00 pm.
The application process requires the governing body to adopt an authorizing resolution identifying a designated position responsible for signing all application documents. The signed resolution must be submitted no later than August 1, 2023.
On June 1, 2023, the City of Irwindale submitted two applications for the Land and Water Conservation Fund grant The first application was for improvements to the Jardin de Roca Park and the second application was for the Swimming Pool Improvement Project Phase 11. These projects entail the following scope of work:
Jardin de Roca Park Improvement Project Swimming Pool Improvement Project Phase II
Park restroom renovations Expand and convert the wading pool into a Splash Pad
ADA compliance/accessibility Relocate pool Autofill
New Outdoor Picnic Shelter Reconfii:iure and replace bleachers Repairs to Existing Picnic Shelter Create storaqe under the bleachers Page2
Creation of a Dog Park Convert current storage area into a Family Restroom
Renovate/Repair Existing Skate Park Create additional storage on the west side of the Aquatics Center
New Lightinq ADA accessibility/compliance
Landscapinq
Staff submitted a grant request for $3,000,000 for the Jardin de Roca Park Improvement Project with a $1,500,000 city match, and a second grant request of $2,400,000 for the Swimming Pool Improvement Project Phase II with $1,200,000 city match.
The next step is for OGALS to review the applications and select the applicants who meet all the guidelines to move forward to the Post-selection Federal Requirements and recommend these applicants to NPS. This step is anticipated to take place at the end of 2023. In early 2024, all selected applicants will start the Post-selection Federal Requirements and NPS will review the packages. It is expected for this process to take anywhere from six (6) months to one (1) year. Once all documents are completed and approved and obligated by NPS, OGALs will work with the awarded cities on approving the contract agreement. Therefore, it is anticipated that if awarded, these projects will not begin until late 2024 through late 2025. The projects must be completed within three (3) years from the date of NPS approval.
Fiscal Impact:
If awarded, the City of Irwindale will have to provide 50% matching funds for each project, which accounts for $1,500,000 for the Jardin de Roca Park Improvement Project and $1,200,000 for the Swimming Pool Improvement Project Phase II.

Issue: MariachiFest Concert Series Day

Background and Analysis:
In 2021, MariachiFest was introduced to the Irwindale Community as an opportunity to bring the culture and heritage of the city's history into a weekly celebration of Mariachi music, food and fun. MariachiFest is offered every Friday in September and was an extension of M.I. Fiesta, a city celebration honoring Mexican Independence Day.
Although this community offering is very well received, staff has received a variety of requests from members of the community who would like to see the event day changed from Fridays to Thursdays during the month of September. The reasons for this change include:
1. Friday, Saturday and Sunday are considered "prime time" for musicians, bands, and sound companies. Prime time equals premium pricing. Changing the day could result in better price points and possibly more available Mariachi bands.
2. Friday night concerts conflict with Friday Night Lights. Residents are interested in attending MariachiFest but most high school Varsity Football games take place on Friday nights. Whether their child is on the field, cheering on the sidelines or playing an instrument, we lose several interested families for that reason.
3. Some people go out of town and generally depart on Friday and for that reason, moving it to Thursday, the same day as Music in the Park would be better so they could enjoy the event before leaving town.
4. Last year and again this year, there are five (5) Fridays in September resulting in in the need for an additional band, sound and overtime costs. We will not see a fifth Thursday until 2027.
At the June 7, 2023 Parks & Recreation Commission meeting, the commission unanimously recommended to City Council the approval of moving MariachiFest from Fridays to Thursdays during the month of September.
Fiscal Impact:
There will be a cost savings by moving the concert day from Friday to Thursday due to reducing the number of concerts from five to four. Additionally, cost savings would be realized through the decreased cost of bands, sound and overtime for City staff.
