DIRECTOR SIMPSON Director Simpson provided background information on the subject site and stated that the location' s Site Plan and Design Review requires for the site to be free and clear of debris and makes provisions regarding inoperable vehicles and outdoor storage. The Council also added landscaping conditions. The businesses currently operating at the site, which do not include Seaboard Envelope, are developing a landscaping plan that complies with city ordinances. Other code enforcement issues have come up; the companies have addressed some and are working on others. She also noted that neither the Site Plan and Design Review nor the Development Agreement contain any noise conditions, and that the companies merely need to comply with existing noise ordinances.

COUNCILMEMBER Councilmember Breceda reported that he has heard complaints from BRECEDA residents regarding the operations taking place at the site in the middle of the night. He added that some truck drivers are able to peer over the walls of neighborhood residences and that workers make too much noise at night, to which Director Simpson indicated that staff attempts to gain voluntary compliance from the businesses.

MAYOR ORTIZ Mayor Ortiz asked about the businesses' hours of operation, to which Director Simpson indicated that they are permitted to operate 24 hours per day, 7 days per week, since there are no restrictions on their hours of operation. She added that new businesses operating at the site would operate under the same criteria and stipulations found in the Disposition and Development Agreement.

Mayor Ortiz asked about parking at the facility, to which Director Simpson indicated that businesses must provide parking site plans at the time of application for a business license and an occupancy permit, and that parking capacity is calculated at that time.

Mayor Ortiz reported that the number of truck trailers parking in front and to the side of the facility probably exceeds permissible amounts, to which Director Simpson advised that Code Enforcement staff is addressing the concern with the business owners.

MAYOR PRO TEM Mayor Pro Tem Ambriz reported a business with overgrown weeds AMBRIZ near the Arrow Highway I Vincent intersection.

COUNCILMEMBER Councilmember Breceda reported inoperable vehicles at an adjacent BRECEDA business.
