OPEN At 8: 32 p. m., Mayor Ortiz opened the public hearing.
PUBLIC HEARING
DENA ZEPEDA Dena Zepeda opposed linkage fees for residents but suggested that businesses should be taxed.
CARMEN ROMAN Carmen Roman demanded that housing be provided for future generations of residents and for the city to stop hiring consultants.
TONY NARANJO Tony Naranjo expressed his understanding that the linkage fees would be applied to incoming businesses so that the income could be used for things like housing, and that the fees would not apply to all residents homes.
DIRECTOR BORHANI Director Borhani clarified that the fees would be assessed to new developments, both non-residential and potentially some residential.
He explained that, since the developers benefit from the city' s infrastructure, it would be fair that they pay their share of affordable housing. He indicated that the fee would not ultimately be assessed to existing residents or homeowners or Irwindale businesses.
JOSEPH TAPIA Joseph Tapia questioned why the City ceased to offer housing programs similar to those of the past and added that he would not be able to afford the purchase of a house.
CLOSE There being no additional speakers, Mayor Ortiz closed the public PUBLIC HEARING hearing at 8: 45 p. m.
MAYOR PRO TEM Mayor Pro Tem Ambriz stated that the linkage fee would provide AMBRIZ necessary revenue in order for programs such as the housing rehabilitation loan could be made available again. He then asked if the linkage fee would be charged to residents and whether it could only be applied to commercial developments, to which Director Borhani indicated that the fees would apply to developers, such as those that develop apartment units. He noted that the fee would be triggered by developments of over 1, 500 square feet. He also advised that the ordinance could be drafted in a way to avoid assessing fees to residents, if that is what the Council wishes.
CITY MANAGER In reply to a question by City Manager Miranda, Mr. Edison advised MIRANDA that the fee is conceptually structured to apply to commercial and residential developments larger than 1, 500 square feet.
MAYOR PRO TEM Mayor Pro Tem Ambriz opposed fees for residents.

OPEN At 8: 59 p. m., Mayor Ortiz opened the public hearing.
PUBLIC HEARING
CARMEN ROMAN Carmen Roman alleged theft of housing funds by staff and stated that residents want homes.
DENA ZEPEDA Dena Zepeda expressed her understanding of developer fees. She also alleged theft of housing funds.
TONY NARANJO Tony Naranjo agreed that more housing is necessary and indicated that the linkage fee would help bring revenue to build housing. He requested that residents be exempt from the fee since some residents may want to build their own homes, to which City Manager Miranda advised that the Council, at its discretion, may exempt residents from linkage fees.
LINDA MAREZ Linda Marez noted that she has attended meetings where Irwindale' s RHNA requirements were discussed and indicated that developers will build homes in the City, and that this fee is a way the City can generate revenue.
