COUNCILMEMBER Councilmember Breceda declared a potential conflict of interest with BRECEDA this item and exited the Council Chambers at 7: 15 p. m.

COUNCILMEMBER Councilmember Garcia stated that he requested to discuss this item GARCIA as he feels that the City should reimburse the homeowner for the expenses he incurred in repairing the irrigation system at his home as a result of the damage it incurred by a tree that the City is requiring the homeowner to maintain. He noted that the homeowners are required to maintain the trees as well as the irrigation systems, but felt that they were pressured into signing the Covenants, Conditions, and Restrictions and suggested that the City' s Public Works department maintain the trees. He stated his preference in approving the claim and paying the claimant.

MOTION A motion was made by Councilmember Garcia to reimburse the homeowner for his expenditures.

CITY MANAGER City Manager Miranda requested that this matter be placed on the MIRANDA closed session agenda for further discussion.

FRED BARBOSA Fred Barbosa requested to pull this item from the Consent Calendar for separate consideration.

CITY ATTORNEY City Attorney Guerra advised that a moratorium is in effect for 45 days GUERRA and that, during that time, staff will be analyzing the draft ordinance to determine whether modifications are needed to address the potential impacts from converting static billboards to electronic billboards and whether the fee impacts identified in the ordinance need to be amended. He advised that state law allows for the ordinance to be extended for 10 months and 15 days, though at this time, staff is not anticipating recommending an extension to the Council. Staff will be expediting the review and, once the ordinance is presented and adopted, the moratorium in place would be dissolved.

CITY MANAGER' S
REPORT
CITY MANAGER City Manager Miranda presented the following report:

MIRANDA
1) The Irwindale Community Foundation is hosting a drive -up holiday gift card giveaway for residents on November 2.
2) The City has partnered with the County of Los Angeles to host a 4- day Vote Center at the Dan Diaz Recreation Center, beginning November 2.
3) The annual Veterans Day Ceremony has been scheduled for November 11 and will be conducted in front of City Hall. 4) The City is currently accepting applications for a full- time Assistant Planner and a full- time Maintenance Aide.
5) Phase 3 of the Residential Street Resurfacing Project will begin October 28 and is anticipated to be completed by December 13. 6) He also provided details on upcoming Recreation Department events and activities.

DIRECTOR CHAN As requested by City Manager Miranda, Director Chan followed up on a concern brought up by Mayor Ambriz regarding line -of -sight issues at Mountain Avenue. Staff determined that the issue could be mitigated by restricting parking in Mountain Avenue, south of Ambriz Street. Since Mountain Avenue falls under the jurisdiction of the County of Los Angeles, staff has submitted a service request to the County, which has agreed with the City' s findings and has scheduled red curb painting by the end of the month.

Director Chan also noted that the Council has previously requested the installation of a 4- way stopping intersection at Shrode and Mountain, which also falls under the County' s
jurisdiction. Staff
submitted a service request to the County and is awaiting their response.

The final request had to do with the repair of pavement on Azusa Canyon Road, south of Arrow Highway. Staff will include this repair in the Residential Street Resurfacing Project and expects this repair to be completed within two months.

MAYOR PRO TEM Mayor Pro Tern Burrola asked which other streets would be BURROLA addressed in the resurfacing project, to which Director Chan advised CITY COUNCIL MINUTES OCTOBER 23, 2024
REGULAR MEETING PAGE 8
that Peck Road, Meridian, Alice Rodriguez Circle, Citrus View, and Puente will be improved. Also added is the ramp at Irwindale Avenue and Calle del Norte, which has a broken sidewalk.

COUNCILMEMBER Councilmember Breceda noted that Citrus View is a private street and BRECEDA asked that Director Chan confirm that it would be repaved, to which Director Chan corrected himself and indicated that he meant to say Park Rose.

Responding to a question by Councilmember Breceda, City Manager Miranda noted that staff is looking into whether Citrus View could be paved and whether lighting could be installed. He noted that Director Chan would provide an update at the next meeting.

COUNCILMEMBER Councilmember Ortiz requested that the manholes on Azusa Canyon ORTIZ Road from Arrow Highway to Olive Street since they may need repair.

FUTURE AGENDA

ITEMS REQUESTED

BY COUNCIL MEMBERS
MOTION A motion was made by Councilmember Ortiz, seconded by Mayor Pro Tern Burrola, to add an item to a future agenda to consider the creation of a moratorium on businesses that move onto a site and operate under the same conditions and environmental impact report of the business that previously operated at the site, since many new businesses cause impacts such as additional truck traffic. The motion was unanimously approved.
