COUNCILMEMBER Councilmember Ambriz noted that the Council has previously AMBRIZ requested that Mr. Lewis appear at the January meeting in person, to which City Manager Miranda stated that the request is part of the proposed contract, though if the Council were to deny its approval, Mr. Lewis would have little incentive to attend the meeting.

DIRECTOR BORHANI Director Borhani added that approval of the subject contract would grant the City the opportunity to engage Mr. Lewis and bring him in as a consultant. He expressed his hope that the Council approve authorizing funding so that Mr. Lewis could attend the meeting and provide any necessary information.
MAYOR PRO TEM Mayor Pro Tern Ortiz asked who recommended Clean Coalition, to ORTIZ which City Manager Miranda stated that staff conducted research and located Mr. Lewis, who has been involved in numerous other battery energy storage systems throughout the region.
Mayor Pro Tern Ortiz voiced concern over the high price of the presentations, noting that the first in -person presentation cost $ 9, 900, while the second virtual presentation cost $ 2, 500, and suggested selecting a different firm if the Council chooses to continue with a BESS project.
CITY MANAGER City Manager Miranda asked whether the Council would be amenable MIRANDA to restructuring the contract, perhaps by charging an hourly rate rather than charging a specific amount per meeting.
MAYOR PRO TEM Mayor Pro Tern Ortiz stated that a contract restructure would be ORTIZ acceptable. He then asked whether Mr. Costello with the Fire Department was also charging for participating in the presentations, to which City Manager Miranda advised that he has not charged.
CITY MANAGER Responding to a question by City Manager Miranda, City Attorney MIRANDA Guerra mentioned that staff could remove the option to make presentations after the January 8 meeting from the contract as a way to lower the cost.
MAYOR PRO TEM Mayor Pro Tern Ortiz stated that this would be acceptable, though he ORTIZ would still like to see whether the fixed rates could be changed to hourly rates.
MOTION A motion was made by Mayor Pro Tem Ortiz, seconded by Councilmember Ambriz, to ratify the contract and approve Amendment No. 2 to the Professional Services Agreement with Clean Coalition for Battery Energy Storage System ( BESS) Consultation Services, with the removal of Task E from the Schedule of Performance and for staff to determine whether there can be a reduction of the $ 5, 000, and for the agreement to be approved subject as to form by the City Attorney.
