SPECIFIC PLAN
CITY COUNCIL MINUTES MARCH 12, 2025
REGULAR MEETING PAGE 5
MAYOR PRO TEM Mayor Pro Tem Ortiz asked about the development standards for the ORTIZ project, specifically the setbacks set for Arrow Highway, Live Oak Lane, and Live Oak Avenue, to which Senior Planner Jones advised that the setbacks for Arrow Highway and Live Oak Avenue are set at 20 feet, while Live Oak Lane's setback is set at 10 feet, possibly since it is an interior street.

Mayor Pro Tem Ortiz also asked about the maximum building height for the project, to which Senior Planner Jones advised that the area is zoned M2 which sets no height limit. She added that the proposed building would set a height standard.

Mayor Pro Tem Ortiz suggested that the building not be permitted to be taller than 55 feet, to which City Attorney Guerra stated that the Council had previously agreed to approve the project as proposed, and that if the Council now would like to make additional revisions, he would recommend setting a public hearing.

Responding to a question by Mayor Pro Tem Ortiz, City Attorney Guerra advised that the Council has previously directed staff to return with the originally-proposed standards as set forth in the specific plan following the closure of the public hearing.

Mayor Pro Tem Ortiz also asked about the proposed eight-foot wall at the BESS project site, to which City Attorney Guerra stated that the ordinance would include all BESS regulations, including wall height.

COUNCILMEMBER Councilmember Breceda preferred to leave the regulations as BRECEDA currently stated in the draft ordinance.

CITY MANAGER City Manager Miranda noted that the Zoom meeting was experiencing MIRANDA technical difficulties and requested a five-minute break to look into resolving them.

RECESS At 6:39 p.m., the Council took a short recess.

RECONVENE At 6:43 p.m., the Council reconvened in Open Session with all members present.

MAYOR PRO TEM Mayor Pro Tem Ortiz requested that the height of the block wall be ORTIZ increased from eight feet to ten feet.

JEFF DRITLEY Jeff Dritley with Kearny Real Estate indicated that his company accepts the wall height change requested by Mayor Pro Tem Ortiz.

CITY ATTORNEY City Attorney Guerra noted that the change would be reflected in the GUERRA specific plan ordinance and the tentative parcel map resolution that cites the conditions of approval
CITY COUNCIL MINUTES MARCH 12, 2025
REGULAR MEETING PAGE 6
ROBERT DIAZ Robert Diaz opposed the approval of the Specific Plan since he believes it will take away the City's ability to regulate zoning and turns thas authoried ear to spede plan to at also tate the ented ith. which is not necessary, and opposed the lot line adjustment and the statement of overriding considerations. He urged the Council to consider the city's needs over the developer's wants.

DENA ZEPEDA Dena Zepeda thanked the Valley County Water District for the water information it presented and commended staff for the recent needs and focus less on what the
developer wishes for.

SUZANNE GOMEZ Suzanne Gomez concurred with Robert Diaz and said that a specific plan should be handed out for every development. She added that sometimes it is better to continue matters to the future in order to conduct additional research.

HUMPS INSTALLATION
ON HIDALGO ST. AND
MARTINEZ ST. UPDATE
CITY ATTORNEY City Attorney Guerra requested that a discussion be held regarding GUERRA Martinez Street first, followed by Hidalgo.

CITY COUNCIL MINUTES MARCH 12, 2025
REGULAR MEETING PAGE 9
DIRECTOR CHAN Director Chan advised that staff conducted a survey and traffic study for both streets, per Council direction, with the results shown in the staff report. Based on the findings, speed humps may be installed on Hidalgo Street to mitigate excessive speed and traffic volume.

However, Martinez Street did not meet the minimum resident support.

COUNCILMEMBER Councilmember Ambriz concurred that the residents of Martinez AMBRIZ Street are not interested in speed humps.

MAYOR BURROLA Seeing no further comments, Mayor Burrola continued the discussion to Hidalgo Street.

COUNCILMEMBERS Councilmembers Breceda and Garcia and City Manager Miranda BRECEDA AND GARCIA declared potential conflicts of interest and exited the Council AND CITY MANAGER Chambers at 7:42 p.m.

MIRANDA
DIRECTOR CHAN Director Chan presented options to the Council for the installation of speed humps on Hidalgo Street: 1) prepare a bid package as a new capital improvement project, which would require additional budgeting, and 2) include the construction of the speed humps as part of the FY 24/25 pavement rehabilitation project, which would reduce costs by eliminating separate bidding and advertising expenses while streamlining bidding and construction processes. He noted that funding for option two is available in the project budget. If approved, construction would begin in June or July of this year.

MAYOR BURROLA Mayor Burrola requested that staff present the costs for both options to the Council.

MAYOR PRO TEM Responding to a question by Mayor Pro Tem Ortiz, Director Chan ORTIZ advised that option two would entail rolling the construction of the speed humps into the pavement rehabilitation project; the contractor would first install the two speed humps on Hidalgo Street and then proceed with resurfacing the streets.

MOTION A motion was made by Mayor Pro Tem Ortiz, seconded by Mayor Burrola, to direct staff to incorporate the design plans and specifications for the speed humps on Hidalgo Street into the FY 24/25 Pavement Rehabilitation Project.
