CITY ATTORNEY City Attorney Guerra reminded that this item invites a broad GUERRA discussion that is not tied to any specific site or project. It is just a general discussion about BESS regulations.
DIRECTOR SIMPSON Director Simpson presented the report.
MAYOR PRO TEM In response to a question by Mayor Pro Tem Ortiz, Director Simpson ORTIZ advised that the cities of Menifee, Beaumont, and the County of Ventura have prepared ordinances that address BESS facilities, and of those, Menifee is probably the only one that is in the process of constructing a BESS; staff did not receive information about whether these cities have active BESS applications.
COUNCILMEMBER Councilmember Ambriz requested that staff summarize or draft an AMBRIZ ordinance based on the information contained in the ordinances from other cities that staff had gathered so that the Council could review it.
Councilmember Ambriz stated that he particularly liked the ordinance from the City of Rancho Cucamonga.
MAYOR BURROLA In reply to a question by Mayor Burrola, Director Simpson stated that staff can prepare the draft ordinance for presentation to the Council within a month or two and added that the public would be afforded the opportunity to comment on it as well.
MAYOR PRO TEM Mayor Pro Tem Ortiz asked whether the Council would be able to ORTIZ adjust the ordinance as they saw necessary to which Director Simpson confirmed that they would be able to. He stated, for example, that the Council could include standards governing the required distance between BESS facilities.
CARMEN ROMAN Carmen Roman stated her opinion that staff is only presenting positive BESS-related information and is not presented the negatives.
She stated that the Council should have both types of information to make an informed decision.
SUZANNE GOMEZ Suzanne Gomez stated her preference that criteria contained in AB303 be incorporated into the ordinance, noted that Cal OSHA has stricter standards regarding BESS systems than other states, suggested incorporating a superfund in the ordinance to address any future damage or fire, and suggested that the Council designate a minimum distance between a potential BESS facility and
schools/hospitals.
MOTION A motion was made by Councilmember Ambriz, seconded by Councilmember Breceda, to direct staff to prepare a draft ordinance to be placed in the Zoning Code for consideration by the Planning

Date: April 9, 2025
To: Honorable Mayor and Members of the City Council
From: Julian A. Miranda, City Manager
Issue: Cancellation of August 13, 2025; November 26, 2025; and December 24, 2025 City Council meetings
City Manager's Recommendation:
Adopt Resolution No. 2025-32-3620 entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
IRWINDALE, CALIFORNIA, CANCELING REGULAR MEETINGS OF THE CITY COUNCIL SCHEDULED FOR AUGUST 13, 2025, NOVEMBER 26, 2025, AND DECEMBER 24, 2025".

Background and Analysis:
Staff is proposing 1.) a summer legislative recess cancelling the August 13, 2025, City Council meeting, and 2.) cancelling the November 26, 2025, and December 24, 2025, City Council meetings due to potential City Hall closures.
The cancelation of the August 13, 2025, meeting affords additional time for planning and review of current projects and programs, and provides an opportunity for elected officials and staff to better manage their respective workloads. It is not an uncommon practice in neighboring cities to cancel one or more meetings a year with proper notice to the members of the public.
Because the regularly scheduled second meetings in November and December fall during the holiday season (and City Hall may be closed to the public during the period December 22, 2025, through January 4, 2026), it would be appropriate for the City Council to consider cancelling the meetings of November 26, 2025, and December 24, 2025, as has been done in past years.
Fiscal Impact:
A cost-savings is anticipated as no additional staff time will be utilized for staff overtime during the holiday season.

Issue: Proposed End-of-Year Closure of City Facilities for 2025 City Manager's Recommendation:
Approve the closure of some City facilities during the period of Monday, December 22, 2025, through and including Sunday, January 4, 2026, and authorize the City Manager to implement said closure.
Administrative Action:
Submitted by:
Theresa Olivares, Assistant City Manager

Background and Analysis:
For the past seventeen years, the City Council has authorized end-of-year closures for a period of one and one-half to two weeks. The closures have proven to be very successful. Employees have reacted positively to the extended time off, and because this time of year is historically very slow, the City has
not received any complaints from the public as a result of the closure.
Staff is proposing a two-week end-of-year closure from Monday, December 22, 2025 through and including Sunday, January 4, 2026. The affected employees will be given the option to use their leave accruals or take time off without pay if they do not have sufficient leave accruals.
There are several reasons to favorably consider this closure:
• The time of year during which staff is recommending a City closure is historically a very slow time in most departments (both internally and externally), so the impact to public services is minimal;
• When an entire City department is closed during this slow period, employees do not face the large black-log of work typically experienced when an employee returns after a vacation; • City closures could result in a savings to the City, as employees will take time off during the closures by using accrued leave which reduces the City’s leave liability; • City closures would result in a modest reduction in utilities, expenses, fuel and supplies consumption;
• City closures would enable employees in one-and two-person departments to take time off at the same time as larger departments without impacting service to the public.
It is proposed that all departments close to the public from Monday, December 22, 2025 through and including Sunday, January 4, 2026, with the exception of the Irwindale Police Department (Records and Administrative staff excluded) and the Irwindale Recreation Department. Staff is proposing that employees be offered the option to use accrued leave (comp time, floating holiday, vacation, or administrative leave) or take the time off with no pay. The holiday schedule for 2025 will require the use of 40 hours of leave during the proposed closure period from Monday, December 22, 2025 through and including Sunday, January 4, 2026. All departments and impacted bargaining units (IMEA and ICEA) have been consulted regarding this potential closure, as the MOU with these bargaining units provides that the City Manager and City Council may authorize the closure after advance notification to all employees, residents, and other stakeholders. The City Manager may authorize, on a case-by-case basis, an employee to work during the closure.
As in previous years, future decisions to close City facilities will be made on a year-to-year basis after consideration on impact to operations and the public, meeting with departments and bargaining units, and at the discretion of the City Manager.
Fiscal Impact:
There would be no additional cost to the City; instead, closure would most likely result in savings to the City as mentioned above relating to utilities, fuel, accrued leave reduction and other operating expenses.

Standard Plans provide pre-approved designs for common elements used in public works projects, aligning with the Standard Plans and Specifications for Public Works Construction. These plans are incorporated by reference into the City’s Public Works projects, ensuring consistency, efficiency, and compliance with established standards.
By utilizing Standard Plans, the City can streamline the design, drafting, and review process, reducing costs and saving time. They eliminate the need for project-specific special details by providing readily available design solutions for commonly used infrastructure elements. Additionally, Standard Plans outline approved materials and construction methods, ensuring quality and uniformity in public improvements.
The use of these plans applies to both City- and developer-constructed projects, covering a range of improvements, including street, storm drains, landscaping and irrigation, sewer, street lighting, water, non-retaining block walls, block pilasters, and Landscape Maintenance District improvements within the City’s right-of-way.
Public Works Engineering has developed the Concrete Pavement Limits at Street Intersections City Standard plan, which aligns with Irwindale’s Municipal Code. While not currently part of the City’s Standard Plans, this plan is expected to be used frequently for future projects.
The Concrete Pavement Limits at Street Intersections City Standard Plan has been included for approval by the City Council as Attachments A.
Fiscal Impact:
No fiscal impact for approving this City’s Standard Plan.

(This Zone Change is being processed concurrently with General Plan Amendment No. 01-2025); and WHEREAS, Section 17.84 (Amendments) of the Irwindale Municipal Code allows for changes to the classification of property whenever the public interest and necessity so require; and
WHEREAS, the Planning Commission has considered proposed Zone Change No. 01-2025, an amendment to the Zoning Map designation for one (1) parcel of land located at the above referenced location; and
WHEREAS, pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA) of 1970, as amended, and the City of Irwindale environmental guidelines, the Project has been determined to qualify for a General Rule exemption pursuant to CEQA Section 15061(b)(3) in that it can be seen with certainty that there is no possibility that the Zone Change, by itself, will have a significant effect on the environment. However, any proposed physical development will undergo its own CEQA review when the entitlement is considered; and
WHEREAS, on May 15, 2024 the Planning Commission adopted Resolution No. 822(24), recommending that the City Council approve Zone Change No. 01-2024 to rezone select properties from C-3 (Heavy Commercial-Residential) to R-1 (Single Family Residential) consistent with their current use, and rescind Ordinance Nos. 195 and 200.

SECTION 2. Based upon substantial evidence presented to this City Council during the public hearing conducted with regard to the Application, including written staff reports, verbal testimony, and evidence in the City’s record for the project, this City Council hereby specifically finds as follows:

b. The proposed Zone Change is internally consistent with all other provisions of the General Plan. The purpose of the proposed Zone Change is to properly rezone existing parcels to appropriate zoning designations and remedying inconsistencies with previously adopted ordinances and
inconsistencies with the General Plan. If adopted, the proposed changes to the Zoning Map will remedy the existing inconsistencies and non-conformities that were specifically caused by such. The maps will be updated to reflect the proposed changes.
d. Background and Analysis:
The City of Irwindale adopted its first Legislative Platform in 2021. The legislative Platform (“Platform”) allows Irwindale to efficiently administer responses to legislative proposals. The proposed Legislative Platform for 2025 identifies issues deemed important to the City, and upon City Council approval will enable staff to proactively engage in the legislative process and respond to issues in a timely manner.
The Legislative Platform is a guide to process urgent requests in support, against or neutral position on
legislative proposals. The proposed Legislative Platform is drafted using the guiding priorities of the City Council, as established in the City’s Goals and Objectives. Once adopted, the Legislative Platform remains in effect for the duration of the legislative cycle. The City Council may add, remove, or modify items during the annual Legislative Platform update.
Every year, the City Manager’s Office will submit an agenda report to the City Council regarding its proposed state and federal priorities, establishing the basis for the upcoming calendar year's Legislative Platform. Legislative issues impacting the city that are not addressed in the Legislative Platform will be placed on an agenda for the City Council’s direction.
Upon adoption of the Legislative Platform, the City Manager’s Office will continue to exercise day-today oversight of legislative matters. In addition to coordinating formal action through the City Council, the City Manager (or designee) will administer the City’s Legislative Platform by carrying out the following functions:
• Work with Department Heads/Managers to identify matters of legislative importance and develop positions on federal and state legislative proposals and general matters of legislative interest.
• Communicate important legislative matters to the City Council through periodic updates, and identify and coordinate positions for formal action by the City Council. • Review positions and analysis done by the League of California Cities, National League of Cities, the City’s legislative advocate, and local government/professional associations in formulating positions.
• Monitor and track key bills through the legislative process utilizing the City’s advocacy services, legislative websites, and government/professional associations. • Communicate the City’s positions to federal, state, and county legislators. • Participate as needed in the drafting and amending of legislative proposals that significantly impact the City.
• Work with the League of California Cities, National League of Cities, legislative advocates, other cities and local government/professional associations on legislative matters of mutual concern. • Participate in and attend legislative briefings and meetings to actively engage and stay apprised of legislative trends and upcoming legislation.
Under the proposed Legislative Platform, responses to legislative proposals will be processed as follows:
1. Once a determination has been made that a legislative proposal may impact the City and is identified on the approved Legislative Platform, a letter outlining the City’s position (support/neutral/opposition) will be reviewed, approved and signed by the Mayor, Mayor Pro Tem in the absence of the Mayor, or City Manager (1) in absence of the Mayor and Mayor Pro Tem; or (2) when time is of the essence.

Background and Analysis:
Mayor Burrola requested that the Irwindale City Council discuss recreational vehicle parking on City streets. This matter has come before the City Council on several occasions in the past. ▪ March 21, 2006: The City Council received an Agenda Report recommending that the City Engineer prepare construction drawings for the interim use of recreation vehicle parking on the formerly City-owned property located at 14808 Los Angeles Street, Irwindale. The unanimous
motion directed staff to survey residents to assess interest in a recreational vehicle / boat parking facility on the City-owned property.
▪ June 14, 2006: The survey results were presented to the Council, with most residents not approving of such a facility. A motion passed to remand this item to staff. ▪ June 28, 2006: The Council discussed amending the Irwindale Municipal Code Section
10.28.102, which permits vehicle parking on City streets for a period of up to 120 consecutive hours. A motion passed to create a committee consisting of Council members Breceda and Fuentes and directed staff to gather information from surrounding cities for review. ▪ April 18, 2007: A City Council Study Session was held which included a discussion by the Economic Development Manager relating to options for a 17-acre site, including possible RV parking. No action was taken.
▪ October 22, 2008: An agenda report was prepared, providing a historical accounting of previous discussions relating to recreation vehicle parking on City streets. The item was moved to the November 10, 2008, agenda at the request of Mayor Burrola. ▪ November 10, 2008: The matter from October 22, 2008, was discussed, including the provisions of the Irwindale Municipal Code relating to the prohibition of parking recreational vehicles, boats, and trailers on City streets. Council consensus was reached to direct staff to return with options.
▪ December 10, 2008: The City Council was presented with an agenda report to consider options for regulating recreational vehicle parking on City streets. The matter was continued to a future meeting.
