CITY MANAGER City Manager Miranda presented the staff report. He also indicated MIRANDA that he received a message from a resident who indicated that he was almost involved in a vehicular accident due to impaired line of sight caused by a parked recreational vehicle.
MAYA ANGEL In response to a question by Maya Angel, City Manager Miranda advised that a majority of recreational vehicles are parked alongside Arrow Highway and Rivergrade Road.
PAT GONZALES Pat Gonzales asked when residents would become responsible for their own properties, how a parking ordinance would be enforced, and stated that city funds could better be spent on other matters instead of on purchasing property for a parking lot.
ROBERT ESCOVEDO Robert Escovedo asked whether a potential parking lot would be available for resident use only and asked whether Irwindale officers would police it. He stated that he does not understand why the city would pay for property for a parking lot for residents.
LINDA MAREZ Linda Marez questioned why the City would purchase property for a handful of RV owners. She instead suggested that the City invest in establishing a museum.
MAYA ANGEL Maya Angel suggested potentially using a portion of the old Library as a museum. She also suggested renovating the existing parking lot to include a second floor for additional parking.
MARICELA FRYMARK Maricela Frymark stated that allowing RV’s and fifth wheels to be parked on city streets presents a health and safety issue and noted that neither the city nor its taxpaying residents should fund the construction of a parking lot for RV’s. MAYOR PRO TEM Mayor Pro Tem Ortiz spoke against purchasing property to build a ORTIZ parking lot and instead suggested establishing an ordinance that addresses the issue.
COUNCILMEMBER Councilmember Ambriz concurred and stated that an ordinance AMBRIZ would be appropriate since RV parking on streets is causing severe health and safety issues since the RV’s block line of sight for motorists.
MAYOR BURROLA Mayor Burrola agreed and stated that purchasing property would be too costly. He suggested adopting a resolution instead.
COUNCILMEMBER Councilmember Garcia stated that he was not convinced that RV’s GARCIA should be banned from parking on streets if they could be situated in a way that does not impede line of sight for motorists. He suggested potentially require RV registrations with the City and opposed

purchasing property for a parking lot. He then stated that a museum could potentially be situated at the site of the old Library.
COUNCILMEMBER Councilmember Breceda concurred with Councilmember Garcia and BRECEDA stated that some property owners have long driveways where they could potentially park RV’s without blocking line of sight for motorists.
COUNCILMEMBER Councilmember Ambriz recommended prohibiting RV’s on public AMBRIZ streets since doing so poses major safety hazards.
MAYOR PRO TEM Mayor Pro Tem Ortiz suggested acting on the concerns as soon as ORTIZ possible.
MAYOR BURROLA Mayor Burrola noted that some cities also issue temporary guest permits for their RV’s and suggested that RV owners be given sufficient time before the City would begin to enforce its ordinance.
CITY MANAGER City Manager Miranda advised that staff could begin working on an MIRANDA ordinance to incorporate the comments and suggestions made by the Council, after which staff would present it to the Council at a future meeting.
COUNCILMEMBER Councilmember Breceda suggested sending a flyer to residents with BRECEDA a timeframe to inform them regarding any future parking restrictions for RV’s.
