Executive Director's Recommendation:
Adopt Resolution No. HA 2026-01-150, entitled “A RESOLUTION OF THE BOARD OF DIRECTORS OF THE IRWINDALE HOUSING AUTHORITY AUTHORIZING AND APPROVING THE USE OF THE 10-ACRE SITE ON ALLEN DRIVE, ASSESSOR’S PARCEL NUMBER 8417-34-912, FOR THE CITY OF IRWINDALE’S JULY 4, 2026 FIREWORKS DISPLAY SPECTACULAR EVENT” by title only, with further reading waved.

Julian A. Miranda, Executive Director
Background and Analysis:
For more than 20 years, the City of Irwindale has had its annual 4th of July Fireworks Display Show in
different sections of the former Manning Pit site with the last few years on Assessor’s Parcel Number 8417-34-912, known as the Housing Authority owned 10-acre site on Allen Drive (10-Acre Site). The continuation of this show on the 10-acre property requires approval from the Housing Authority Board to use the site.
It is in the best interest of the community to allow for the use of the 10- Acre Site because the City of Irwindale’s 4th of July events allow residents and community members the opportunity to safely celebrate 4th of July in City Parks with their families and friends while ending the night with a Fireworks Display Spectacular. The 4th of July Spectacular Fireworks Show has been a part of the City of Irwindale’s annual celebration for more than two decades.
It is therefore recommended that the Board of Directors adopt Resolution No. HA 2026-01-150, entitled, “A RESOLUTION OF THE BOARD OF DIRECTORS OF THE IRWINDALE HOUSING AUTHORITY AUTHORIZING AND APPROVING THE USE OF THE 10-ACRE SITE ON ALLEN DRIVE, ASSESSOR’S PARCEL NUMBER 8417-34-912, FOR THE CITY OF IRWINDALE’S JULY 4, 2026 FIREWORKS DISPLAY SPECTACULAR EVENT.”

Background and Analysis:
On June 25, 2025, the Housing Authority Board was provided with a slide show presentation summarizing elements of the proposal submitted to staff for a feasibility analysis of the 10-acre site at 5100 Allen Drive, Irwindale, CA.
In addition, staff requested and received authorization from the Housing Authority Board to enter into an agreement with KMA/ Citythinkers in the amount of $42,500.
Keyser Marston Associates, Inc. (KMA) understands that the Housing Authority is seeking a study to assess the financial feasibility of a range of residential development scenarios including various housing types and income levels. In particular, the City is interested in evaluating the following key issues:
• Potential configurations of single-family or townhome development on the property • Estimated development costs including site preparation and infrastructure • The approximate financing gap associated with each development scenario/income level • The impact of prevailing wages if applicable
• The relative benefits of phasing vs. a single consolidated project In preparing the proposal, KMA partnered with the urban design and planning firm Citythinkers as a subconsultant to formulate preliminary development concepts for the property.
At tonight’s Housing Authority Board meeting, KMA will attend remotely and has prepared informational slides to present. Furthermore, KMA is prepared to answer any questions provided by the Housing Authority Board concerning the Feasibility Analysis.
