Item #32.B.

Date: March 11, 2026
To: Honorable Chair and Members of the Reclamation Authority Board From: Julian A. Miranda, City Manager / Executive Director Issue: Investment Quarterly Report for Fiscal Quarter Ending December 31, 2025 City Manager's Recommendation:

That the Reclamation Authority Board receive and file the Investment Quarterly Report for the fiscal quarter ending December 31, 2025.

Administrative Action:

Submitted / Prepared by:

Kambiz Borhani, Finance Director / City Treasurer
Approved by:

Julian A. Miranda, City Manager / Executive Director
Background and Analysis:

California Government Code Section 53646 requires that the City Treasurer submit a quarterly report of investments (Investment Report) to the City Council/Board Members for review and compliance with the City’s adopted investment policy (City Investment Policy).

The City’s Investment Policy applies to all funds held by the City, Housing Authority, Successor Agency, and Reclamation Authority. The Reclamation Authority’s funds are included in the City’s cash and investment balances. The Investment Report for the quarter ending December 31, 2025, was presented to the City Council, Housing Authority, and Successor Agency Board on January 28, 2026. The Reclamation Authority Board was not scheduled to meet on that date, and therefore, it is appropriate to present the same Quarterly Investment Report to the Reclamation Authority during their next regularly scheduled meeting.

The attached Investment Report summarizes the cash balances and investments as of December 31, 2025, for each agency. The City of Irwindale balance includes investments of all

Page 143 of 148 ends

funds of the City and its agencies, including the Reclamation Authority, which are pooled to maximize the interest yield. The cash balances in the general and money market accounts also include all funds of the City and its agencies, which also earn interest in the pooled cash balances. All investments comply with the City’s Investment Policy.

Fiscal Impact:

There is no fiscal impact of receiving and filing this report.

As to the status of the city-owned Olive Pit, CA Mine ID # 91-19-0052:

After securing both required easements—(1) the easement on the easterly property of the intersection and (2) the easement on the southeast corner within the City of West Covina’s jurisdiction—staff is awaiting SCRRA/Metrolink’s approval of the Traffic Signal Improvement Plans.

Pedestrian signal timing is a primary concern for SCRRA/Metrolink and must be reviewed and approved before the overall Traffic Signal Improvement Plans can be finalized. This is the final step before the contractor can order materials.

In the meantime, SCRRA and the City are preparing a draft agreement for construction and maintenance. Other construction-related coordination efforts are ongoing concurrently.
