NEW BUSINESS
ITEM NO. 20A

ELECTRICAL EQUIPMENT STATUS REPORT FOR THE DAN DIAZ RECREATION CENTER

AND IRWINDALE CITY HALL / POLICE DEPARTMENT
City Attorney Guerra noted that this report relates to electrical equipment contained within the subject buildings and that there do not appear to be any traffic, noise, air quality, and viewing impacts that would normally create a reasonably foreseeable financial interest on the real property. As such, there does not appear to be a conflict for the councilmembers to participate, though participation would ultimately be the individual councilmembers’ choices.

Director Rodriguez presented the report.

Councilmember Garcia thanked staff for conducting the necessary research on this item and stated that his intent with requesting the report was to ensure that the facilities could expand in the future.

This item was received and filed.

ITEM NO. 20B
IRWINDALE RECREATION’S INCLUSIVE ZUMBA CLASS INFORMATION Director Rodriguez presented the staff report.

Mayor Pro Tem Ambriz stated that the subject Zumba class is very popular and attracts many individuals within the region to participate. He further stated that the City would be happy to address any requests for class expansion.

In response to a question by Councilmember Garcia, Director Rodriguez advised that staff has not received any requests from residents to make this program available after work hours.

Responding to questions from Mayor Ortiz, Director Rodriguez indicated that the subject classes would be held outside the gym during the summer. Additionally, on very hot days, the class might be moved to the gym interior, though priority would be given to the KidZone program.

The report was received and filed.

ITEM NO. 20C
IRWINDALE PUBLIC LIBRARY – REFERENCE DESK AND CHILDRENS AREA MURALS City Attorney Guerra advised that each Councilmember may decide whether they would like to participate in discussing this matter. All councilmembers remained to discuss.

City Librarian Balli presented the staff report.

Councilmember Burrola stated that he would prefer that the mural at the reference desk include mountains in the background, similar in appearance to the foothill mountains.

Councilmember Breceda agreed and suggested that the mural includes items that reflect Irwindale more, to which Librarian Balli responded by advising that the subject murals were made to reflect California landscape, not necessarily Irwindale-specific landscape. She advised, however, that the artist may be able to create a likeness of the San Gabriel Valley mountains and add more of the rock structures, or perhaps include a pathway made of river rock.

At the request of Librarian Balli, Assistant City Manager Olivares discussed the timelines for the painting of the murals.

Mayor Ortiz expressed his hope that there is sufficient time to incorporate the suggestions made by Councilmembers Burrola and Breceda into the murals.

Mayor Pro Tem Ambriz stated that he enjoyed the concepts as presented and hoped that any modifications to the murals would not delay their completion.

Councilmember Garcia agreed that the changes should be made as long as they do not delay the project.

Linda Marez suggested adding tumbleweeds to the reference desk mural and a puppy at the children’s area mural.

Carmen Roman agreed that tumbleweeds, rocks, and water should be added to the mural.

Casey Miranda agreed and suggested that perhaps peppertrees and the rock church should also be included.

Dena Zepeda suggested adding rocks or the rock arch located near her house to the murals.

Librarian Balli noted that the artists are working on creating murals that combine the various suggestions made at the recent ad hoc mural workshops and noted that the incorporation of certain elements will be made to the Founding Mothers mural.

Mayor Ortiz asked whether there is sufficient time to incorporate the changes requested, to which Librarian Balli advised that the changes may push the opening date back. She noted the need to be cognizant of the amount of time it would take not just to paint the mural, but also to obtain the materials needed to fulfill the requests.

Assistant City Manager Olivares further elaborated on the artist’s schedule and indicated that staff would work with the artist to determine whether the requested changes could be made on time. She also advised that staff could bring the updated mural concepts to the Council for further input, should the Council opt for it, to which Mayor Ortiz stated that the changes could be incorporated and, as long as the updates meet the approval of Librarian Balli or Assistant City Manager Olivares, then that would suffice.

A motion was made by Mayor Pro Tem Ambriz, seconded by Councilmember Burrola, to incorporate tumbleweed, more rock, and more yellow or dry landscape to the reference desk mural and a dog to the children’s area mural. The motion was unanimously approved.

Librarian Balli advised that an ad hoc workshop will be held on June 8 to discuss the Founding Mothers mural.
