Street Lighting Maintenance District (Irwindale Business Center) E) Assessment Rate Calculation
The Maximum Allowable Assessment rate for Fiscal Year 2026/2027 is $195.6398.

This rate is calculated by adjusting the maximum rate established for Fiscal Year 2001/2002 of $97.2900 per Benefit Unit by the CPI for All Items, All Urban Consumers for the Los Angeles-Long Beach-Anaheim Area. The maximum rate reflects the April 2025 to April 2026 CPI increase of 3.68% over the maximum rate of $188.6987 for Fiscal Year 2025/2026.

As shown in the budget in section IV, the assessment rate for Fiscal Year 2026/2027 is $179.06 per BU.

Each year, as the City maintains the existing street lighting improvements, the rate per BU will be calculated according to the current year's operations and maintenance budget.

Background and Analysis:

In accordance with Section 901 of the Irwindale Charter, which requires that a proposed budget be submitted to the City Council at least 35 days prior to the beginning of each fiscal year, the City Council and Boards for the Housing Authority and Reclamation Authority (collectively referred to herein as “City Council”) have been provided with the Proposed Budget for Fiscal Year (“FY”) 2026- 2027. Prior to the Public Hearings, the City Manager/Executive Director and Finance Director held a budget workshop providing the City Council, as well as the Community, with a presentation on the proposed requests, programs, activities, and events. The City Council thoroughly reviewed the information presented, held detailed discussions with respective departments about their requests, and provided an opportunity for interested person(s) to express their concerns regarding any or all items contained in the proposed budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRWINDALE

ESTABLISHING THE APPROPRIATIONS LIMIT

WHEREAS, Article XIIIB of the California Constitution requires that each entity of government establish appropriations limit each year; and WHEREAS, Article XIIIB, as amended by Proposition 111, allows cities to annually increase the appropriations limit by two factors: (1) either the city population change or the population growth of the entire county and (2) either the change in California per capita income or the change in the local assessment roll due to non-residential construction; and WHEREAS, Article XIIIB, as amended, further provides that the current year's appropriations limit for each city shall be the 1986-87 appropriations limit adjusted from that year forward by growth factors as provided by Proposition 111; and
WHEREAS, a city must select by a vote of the City Council the cost-of-living factors to compute its appropriations limit. The city may select either the percentage change in California per capita income or the percentage change in local assessment roll due to non-residential new construction, and either the city's own population growth or that of the county as the adjustment options; and

Item #33.A.

Date: June 10, 2026
To: Honorable Chair and Members of the Housing Authority Board From: Julian A. Miranda, Executive Director
Issue: Las Casitas Waiting List / Application Period
Executive Director's Recommendation:

Receive and file, or provide direction to staff.

Administrative Action:

Submitted/Approved by:

Julian A. Miranda, Executive Director
Prepared by:

Fernando Lopez, Housing Coordinator
Reviewed by:

Adrian R. Guerra, City Attorney
Background and Analysis:

On September 14, 2022, the Irwindale Housing Authority Board approved revised Guidelines for the Las Casitas Senior Housing Program ("Guidelines").

Authority Staff updated the application forms and process, in accordance with the revised Guidelines in preparation for future vacancies at the Las Casitas Senior Apartments.

During this process, Authority Staff reviewed and prepared revisions to the Guidelines adding clarifying

Page 207 of 217 ends

and clean-up language to implement the Board's most recent changes to the Guidelines.

The changes were implemented and have served to assist Authority Staff administer oversite of the complex while assisting applicants to better understand the Guidelines and application procedures.

Since the implementation of the revised guidelines, Authority staff has proceeded to establish a list of qualified individuals eligible to fill vacancies at Las Casitas as they become available.

As a result, Authority staff have streamlined the process allowing vacant units to be occupied expeditiously, contrary to what had taken place in past years with vacant units empty for extended periods of time.

Section (N) of Application Procedures states the following:

Eligible Applicants will be notified and placed on a ranking list in order of priority. Eligible Applicants will be awarded a unit based upon availability and priority ranking. Applicants who are awarded a unit may be required to re-certify information at the time of award to ensure that the information submitted to the Authority is accurate and current prior to being awarded a unit.

At a recent meeting the topic of opening the list for a fixed period of time was mentioned to the Board for consideration. Staff correctly stated that the Board has the discretion of opening and closing the list.

Section (O) of Application Procedures states the following:

Upon the final award of units, the remaining eligible applicants will be notified and placed on a waiting list. The waiting list will be maintained by the Authority, and may be opened or closed upon the discretion of the Authority Board. Subsequent vacant units may be filled by Eligible Applicants who are on the waitlist.

Opening the list would require contacting 80-100 individuals who have expressed interest in the Las Casitas Apartments, distributing applications, collecting financial information and assigning a priority ranking. New applicants may advance past current applicants when re-ranking occurs, allowing them to reach a higher rank or position on the list. Current applicants may, therefore, raise objections to this process.

In consideration of the request to open the list for a day, the Board may wish to open the list in the near future when new units become available upon the completion of the proposed Affordable Rental Housing Project planned at the former Dominguez project site.

Date: June 10, 2026
To: Honorable Chair and Members of the Reclamation Authority Board From: Julian A. Miranda, Executive Director
Issue: Investment Quarterly Report for Fiscal Quarter Ending March 31, 2026 City Manager's Recommendation:

That the Reclamation Authority Board receive and file the Investment Quarterly Report for the fiscal quarter ending March 31, 2026.

Administrative Action:

Submitted / Prepared by:

Kambiz Borhani, Finance Director/City Treasurer
Approved by:

Julian A. Miranda, Executive Director
Background and Analysis:

California Government Code Section 53646 requires that the City Treasurer submit a quarterly report of investments (Investment Report) to the City Council/Board Members for review and compliance with the City’s adopted investment policy (City Investment Policy).

The City’s Investment Policy applies to all funds held by the City, Housing Authority, Successor Agency, and Reclamation Authority. The Reclamation Authority’s funds are included in the City’s cash and investment balances. The Investment Report for the quarter ending March 31, 2026, was presented to the City Council, Housing Authority, and Successor Agency Board on April 22, 2026. The Reclamation Authority Board was not scheduled to meet on that date, and therefore, it is appropriate to present the same Quarterly Investment Report to the Reclamation Authority during their next regularly scheduled meeting.

Page 212 of 217 ends

The attached Investment Report summarizes the cash balances and investments as of March 31, 2026, for each agency. The City of Irwindale balance includes investments of all funds of the City and its agencies, including the Reclamation Authority, which are pooled to maximize the interest yield. The cash balances in the general and money market accounts also include all funds of the City and its agencies, which also earn interest in the pooled cash balances. All investments comply with the City’s Investment Policy.

Fiscal Impact:

There is no fiscal impact of receiving and filing this report.
