Responding to a comment by Councilmember Breceda regarding median island landscaping plans, City Manager Miranda advised that a project is currently underway but only relates to the median islands on Arrow Highway, though staff will look at median island lighting and irrigation concerns expressed by the Council.
Councilmember Breceda noted that bushes along median islands are drying and need proper irrigation. He also reported a concern that the tree at the empty lot between Councilmember Garcia’s house and the tire shop is lifting up the wall, to which City Manager Miranda advised that staff will be sent to check with the property owner.

Councilmember Breceda suggested that all median islands within the City be looked into for potential beautification, especially those near major thoroughfares, to which Director Rodriguez advised that this matter was discussed recently, where it was mentioned that staff would be installing new shrubbery and ground cover at three median islands, which staff wanted to monitor to ensure that the items used are appropriate for the area. However, staff will conduct irrigation inspections and will report back at the next Council meeting.
Mayor Ortiz reported a dry area towards the rear of El Nido Park, which he mentioned may be due to faulty sprinklers. He also asked about the time that the parks are closed, to which Director Rodriguez stated that the park currently closes at 9 p.m. Mayor Ortiz also asked that staff look into the playground equipment as well.

ITEM NO. 22B
ADOPTION OF FISCAL YEAR 2026-27 BUDGET AND ESTABLISHING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2026-2027
Director Borhani presented the report.
Councilmember Burrola requested a report detailing the level of pay that lifeguards receive, to which Aquatics Supervisor Grijalva noted that Irwindale lifeguards must recertify every two years, and discussed their salaries in comparison to the lifeguards serving at Azusa and Baldwin Park.
He also compared the pay rates of lifeguards to those of Library Pages.
Supervisor Grijalva additionally noted that: 1) Irwindale lifeguards typically work from March through October, 2) that they are recruited from local high school swim teams, for example, 3) current staffing levels, and 4) pay scales.
Councilmember Burrola suggested that regular lifeguards receive a 3.5% pay increase and that lifeguards with certificates receive a 5% pay increase.
Director Rodriguez suggested considering this request in July after staff receives its planned
3.5% cost of living adjustment.
Mayor Pro Tem Ambriz requested that a report be prepared that compares pay rates for Irwindale lifeguards vs. lifeguards from other cities.
Director Rodriguez then presented an update on the potential use of Hurst Ranch for the Senior Center Prom.
Pat Gonzales stated that the cost to rent Hurst Ranch would be enormous and instead suggested potentially using the gym for the dance.
Dena Zepeda stated that she would enjoy attending an event at Hurst Ranch.
Maricela Frymark suggested the possibility of utilizing an available meeting space at an Athens facility.

Councilmember Burrola stated that he liked the idea of potentially holding the event at an Athens facility or at the gym. He also suggested perhaps pushing the musical band back a bit in order to free up space to place more tables. Another option he mentioned was to hire an architect to look into ways that the Senior Center area could be expanded.
Carmen Roman stated that senior dances are becoming too crowded, though most seniors attend to enjoy dinner but leave when the space is opened for dancing. She also stated that she does not like to drive further away, like to Hurst Ranch, especially since many seniors enjoy alcoholic drinks with their dinners.
Councilmember Breceda stated that, should the dance be held at Hurst Ranch, attendance will drop and suggested keeping the dance at the Senior Center.
Regarding the potential of expanding the Senior Center, Director Rodriguez noted that staff currently has many other projects planned and that staff would not be able to immediately address this project. She also noted that staff had previously set up an overflow room which some seniors used, and stated that staff would be fine with keeping the dance at the Senior Center.
Councilmember Garcia suggested keeping the dance at the Senior Center since it is tradition.
Mayor Pro Tem Ambriz concurred with Councilmember Garcia and noted that it would require a lot of logistics to move the dance to another location, though he would be amenable to holding the event at the Athens facility.
Councilmember Burrola reiterated that he would like to direct the City Manager to search for an architect to discuss potentially expanding the subject area at the Senior Center.
Mayor Ortiz stated that it appeared that most of the Council prefer to keep the dance at the Senior Center, and thanked staff for looking into holding the event at other venues. He also asked that staff look into the availability of the Athens location and determine how many guests could be fit at the gym.
Director Rodriguez noted that the Parks & Recreation Commission had also requested for the purchase of risers and discussed staff’s efforts in attempting to determine their cost.
Councilmember Garcia spoke against the potentially costly purchase of risers.
A motion was made by Mayor Pro Tem Ambriz, seconded by Councilmember Breceda, to introduce Ordinance No. 820, entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF IRWINDALE ADOPTING THE BUDGET FOR FISCAL YEAR 2026-2027,” for first reading, reading by title only and waiving further reading thereof, and adopt Resolution No. 2026-39-3850, entitled: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IRWIINDALE ESTABLISHING THE APPROPRIATIONS LIMIT FOR FISCAL Y EAR 2026-2027,” was unanimously passed approved and adopted. Additionally, the City Council requested additional information regarding lifeguard compensation and staffing for consideration at the second City Council meeting in July 2026; directed staff to continue hosting the Senior Christmas event at the Senior Center while evaluating long-term facility improvements and alternative venues; and reached a consensus to remove the proposed portable riser expenditure from the budget.
