NEW BUSINESS
ITEM NO. 5A
BUSINESS LICENSE TAX STUDY – SECOND WORKSHOP
City Manager Miranda introduced Director Borhani who provided brief background information on the report. He then introduced Ken Duran from HdL Companies, who made a PowerPoint presentation which focused on a single gross receipts rate.

As requested by Suzanne Gomez, Mr. Duran briefly reviewed the other two models he discussed at a previous Council meeting. She also spoke in favor of updating the current code and asked whether franchises would be affected, to which Mr. Duran advised that franchise operators are typically exempted.

Fred Barbosa spoke against implementing caps and in favor of approving model 3, which demonstrated a variable gross receipts rate, to which Mr. Duran advised that model 2 does not include caps since some larger businesses may not pay their fair share under this method.

Michelle Duran spoke in favor of updating the code and implementing the recommended tax model.

Mayor Pro Tem Ambriz thanked staff and the consultant for working on this item and spoke on his preference for approving model 2.

Councilmember Garcia concurred and stated that it was time to update the code and provide the residents with an opportunity to provide input.

Councilmember Burrola agreed and supported model 2.

Mayor Ortiz thanked staff and the consulting firm and all that worked on this item.

Director Borhani spoke on next steps after today’s pending approval.
