CITY OF IRWINDALE SEAL AND INSIGNIA (VERBAL UPDATE)

Responding to a couple of questions from Councilmember Burrola, Assistant City Manager Olivares advised that the circular insignia was presented in 1959, and that the insignia that contains the mission was created in 1999.

Dena Zepeda spoke in favor of keeping both the seal and the insignia.

Carmen Roman stated that she liked both seals as well as the insignia.

Assistant City Manager Olivares clarified that staff are not proposing eliminating any of the subject seals or insignia. Staff is simply asking for clarification as to how they should be referred to and what the Council would prefer that they be used for.

Director Rodriguez stated that the red and white seal has traditionally been used by Public Works staff to represent their department.

Councilmember Burrola expressed his understanding that the proposed resolutions are needed to prevent individuals from using the seals and insignia for personal use.

SPECIAL MEETING PAGE 4
Councilmember Breceda agreed that the seal and insignia should not be used for personal gain, sold, or profited from since they belong to the City.

Mayor Pro Tem Ambriz agreed that that the uses for the symbols need to be clarified.

Mayor Ortiz agreed on the need for the ordinance to protect City property.

Assistant City Manager Olivares stated that staff could draft an ordinance indicating that the embossed seal could be used to certify documents. The ordinance could also identify how the red and yellow seal is to be used.

City Attorney Guerra expressed his understanding of Council’s desire to use the insignia with the mission for promotional and external use and asked how the red and yellow seal should be used, to which Assistant City Manager Olivares advised that it is used on proclamations, tile plates, lapel pins, business license certificates, and some uniforms, though a majority of city departments use the logo with the mission as part of their uniform.

Mayor Pro Tem Ambriz stated that it is imperative for the symbols to be used according to their original intent when they were adopted.

The report was received and filed.
