SPECIAL MEETING PAGE 3
Board Member Burrola spoke against developing townhouses at the six-acre site.
Vice Chair Ambriz concurred with Board Member Burrola and asked about the portion of the 10-acre site that previously experienced a slope failure, to which Coordinator Lopez indicated that a home could not be built on that 1-acre portion of the site, though alternatives such as a dog park or a community park would be ideal.
Board Member Burrola asked how staff would present the Request for Proposals (“RFP”) to potential developers, to which Coordinator Lopez stated that the RFP would be presented in a way that complies with all local ordinances and the Housing Element for the site.
Board Member Burrola then asked whether the draft RFP would be reviewed by the Board prior to being issues, to which Mr. Damle indicated that the RFP would indicate exactly what the Board is seeking, and that, after proposals are received, the Board would have the option of engaging with those firms that it prefers.
Board Member Garcia spoke on the need to address ingress and egress on Allen Drive and noted the need to potentially widen the street. He agreed against townhomes and rentals and suggested developing only single-family dwellings at this site, whether it be lot sizes of either 5,000 or 3,000 square feet. Board Member Garcia also stated that he would be ok if the development of the former Dominguez site was added to the same RFP.
Chair Ortiz asked whether the addition of the former Dominguez site to the RFP would delay the project, to which Coordinator Lopez indicated that details on that property are still being discussed.
Vice Chair Ambriz stressed the need to maintain local control over the development of the site.
Responding to a comment from Board Member Burrola, Coordinator Lopez stated that the former Dominguez site could be developed as a rental project, whereas the Allen Drive site could be developed with single-family units available for ownership.
Board consensus was reached to develop single-family homes on Allen Drive.
Vice Chair Ambriz asked when the Board could receive conceptual plans/drawings for the sites, to which Mr. Damle indicated that the RFP could require that potential developers present renderings.
Chair Ortiz asked whether the RFP responses would indicate the number of homes per acre to be developed, to which Coordinator Lopez confirmed that they would. He added that the plans would need to comply with zoning requirements, which, as an R2 zoned site, would allow a maximum of 14 units per acre.
Board Member Garcia reiterated the need to also consider the need to include roadways, streets, sidewalks, etc., as part of the project.
Coordinator Lopez indicated that, though the Allen Drive site is zoned R2, an overlay could be implemented, allowing housing lot sizes to be developed up to 5,000 square feet.
