RECOMMENDATION: City Council review and approve the draft minutes of the Regular City Council Meeting of November 12, 2024.

RECOMMENDATION: City Council review and approve the draft minutes of the Regular City Council Meeting of November 26, 2024.
6. PUBLIC HEARING
A. SUBJECT: NOTICE IS HEREBY GIVEN that the City Council of the City of Isleton, California, will hold a public hearing on December 10, 2024 at 6:30 p.m., at the Isleton Community Center, 208 Jackson Blvd. Ext., Isleton, CA to consider declaring a public emergency and filing for bankruptcy under Chapter 9 of the United States Bankruptcy Code.
RECOMMENDATION: The proposed declaration of a public emergency and filing for bankruptcy is due the City has been unable to keep pace with both long term and short-term expenditures that have led to the need for such action.
During the public hearing, the City Council will receive public testimony and comments regarding the proposed declaration and bankruptcy filing. All interested parties are encouraged to attend and provide input. Written comments that were submitted to the Deputy City Clerk's by Wednesday, December 4'h, 2024 will be submitted in this public hearing.

Emergency and Authorizing the Filing of a Petition Under Chapter 9 of the United States Bankruptcy Code.
B. SUBJECT: City Council to Approve First Reading Ordinance 2024-0S, An Ordinance of the City of Isleton Enacting Sections 8.04.040, 8.04.050, and 8.04.060 of the Isleton Municipal Code Adopting Dog Parks, Skate Board Parks, and Hours of Operation and Regulations within the City of Isleton, and Amending Section 8.04.030 of the Isleton Municipal Code, and Re- Numbering Section 8.04.040 as Section 8.04.070 and Section 8.04.050 as Section 8.04.080 RECOMMENDATION: Staff Recommends City Council approve first reading of Ordinance 2024-05.
C. SUBJECT: City Council to award the CALOES Jumpstart Sustainability Recovery Coordinator Support Services Contractor to Scott Lanphier, LLC RECOMMENDATION: Staff recommends City Council to award the CALOES Jumpstart Sustainability Recovery Coordinator Support Services Contractor to Scott Lanphier, LLC.
D. SUBJECT: Fiscal Year 2021-2022, 2022-2023 and 2023-2024 Audit updates, City Council to give staff direction and approval to move forward with Manosh Singh & Associates proposal for CPA Services.
RECOMMENDATION: It is recommended City Council give staff direction and approval to move forward with Manosh Singh CA and Associates proposal to complete the reports for CPA services for FY 2021-2022, 2022-2023, FY 2023-2024 audits and ongoing support.
