• Captain Greathouse and he put a plan together to meet with the community at Rollingwood for their emergency preparedness team and will make sure to attend their monthly meetings.
Police Chief, Chris Mynderup
• On April 1s they cleaned up the Bridge at Mission Blvd/Hwy 88. Sincerely thanked city departments and community members as they could not have completed this with out their help.
Publicly thanked: Jeff Campbell, Campbell Construction, for donating the use of a backhoe loader operated by Jeremy Olivetto; Councilmember Chad Simmons [Simmons Landscape] and his crew; Aces Waste for the donation of two (2) 20 yd. dumpsters; District 5 Supervisor Candidate, Amy Waterswhite; Bree Wilder, Public Works Superintendent and entire Public Works crew; Jackson Fire Department; Outreach Coordinator, Christine Platt and her brother, Don Evans, and the Jackson Police Department. A total of 3.91 tons of garbage was removed from under the bridge. It was cleaned up two times prior with the 2n° clean up just in February of this year. Unfortunately, the weight was not recorded on the first cleanup, but figures it was about the same amount. This totals around 5 tons of garbage in one area. Kudos to everyone that helped and could not have done so without them.
• Last Tuesday, April 5', he had a meeting with Probation Chief Mark Banini, Sheriff Redman, District Attorney Todd Riebe, Asst. District Attorney Sherry Adams, Social Services Director Ann Watts, Behavioral Health Director Melissa Cranfill to discuss the creation of an adult multi- disciplinary team that focuses on those individuals that have been a drain on agency resources due to repeated contacts, extensions, siting, arrests, for either mental health or substance abuse issues. Asst. DA Adams presented her involvement with Stockton PD's law enforcement Assisted Diversion Lead program which is aimed at reducing those arrests and reducing the length of detentions and reducing repeating encounters. This is to get those folks that they deal with on a daily basis fast-tracked into services or whatever they need. They are looking into Stockton's PD program, maybe pattern county program similar to that. It is in the beginning stages with more work to do. He put Christine Platt in touch with members from Sheriff's Heart Team and couple members from the Probation department to come up with 5 individuals that need immediate help, in which they have been able to do that. • This Thursday, April 14th, , he will be attending a Coffee with a Cop function at Starbucks from 4- 6 p.m.
Council member McLean thanked Chief Mynderup, staff and everyone who helped clean up under the Mission bridge. It was a great job done by all. He was also called regarding the location at Hwy 88/Vista Look Out if this was city or county and the amount of trash produced from the homeless on the hill. Chief Mynderup was told that there is 4 stage process now for CalTrans has to go through. This is due to a homeless individual was killed during a clean up by CalTrans. Mayor Stimpson mentioned that Ryan Gillespie was talking about having another new program and working with JPD.
Council member Chad Simmons inquired if there were homeless under the bridge by the First 5. Chief Mynderup answered there will be no homeless there. He worked with Bree, Public Works, and posted "No Trespassing" signs.
City Attorney, Josh Nelson
• Update on pending Legislation. They will be watching Bills that will potentially move through the Legislature this season. Two (2) worth noting will make changes to the Brown Act requirement by attending by teleconference. One of the reasons that Council decided to continue making the remote meeting findings is the flexibility to provide you where you can call into a City Council Minutes - April 11, 2022 Page 4
meeting without having that location accessible to the public and listed on the agenda. These two bills pending would make that law going forward even past the pandemic and AB361 is tied to the State of the Emergency, regardless of sunset 2024 this will make it permanent. It is too early to know if either of these bills or which one will move forward, but both are in the Assembly of local government committee and will keep a watch on them.
6. COUNCIL REPORTS.
This section is to provide Council members an opportunity to present reports on their activities and to request item be placed on future agendas.
Council member Simmons
Helped with the Mission bridge clean up. After he realized they could get a tractor down under the bridge area, he suggested maybe getting larger stone up to the enbutment, about 5-6 ft, and take it all the way down to deter people away completely. The South side would have to be hand carried and get a few volunteers to help. Vice Mayor Gonsalves questioned if this had to go through Fish & Wildlife. CM Simmons said that it would not get into the water and didn't think it would matter and it would help with erosion in that area.
Council member Godde
• Did not have any meetings last week, has 3 scheduled this week. • Met with City Manager last week, brought him up to speed on current events.
Council member McLean
• Attended the Airport Land Use Commission meeting.
• Chaired the Amador County Transportation Commission meeting and the Amador Transit Meeting that followed. They did approve the Jackson Creekwalk Grant Application. This sets the stage for the City getting the funds approved. This comes with a $30K price tag that is coming through ACTC. This is good news on the progression of the Jackson Creekwalk project. • He and City Manager, Yvonne Kimball attended the newly formed Historic Jackson Business Association meeting at the National Hotel. Very positive and energetic people with a lot of great ideas. Hope they take baby steps to get some things accomplished. Yvonne made good points along these lines. Do some things to make tangible changes, small not big, and go from there.
They are ready to work which is a good thing.
Vice Mayor Gonsalves - nothing to report.
Mayor Stimpson - nothing to report.

a. Resolution No. 2022-08 Approving Application for the Department of Toxic Substance Control (DTSC) Equitable Community Revitalization Grant (ECRG) for the Oro de Amador Remediation Actions [possible approval of Resolution, receive an update and provide direction on next steps.
Manager Kimball gave an overview. She said the city has been working on cleaning up the Oro de Amador property for a regional sprots complex. The first hurdle is to obtain approval from DTSC for city's Remediation Action Workplan (RAW). Their review costs a lot of money. Last September, the Council directed to submit the RAW to DTSC and okayed $20,000 for this review. City sent RAW to DTSC and was surprised that DTSC review cost almost $22,000. It was an extensive review by a variety of DTSC experts. It would require another study.
Kimball added that she disputed DTSC charges and learned that there was a grant the city can apply for that may be able to deal with future DTSC fees. DTSC's ERCG is like the Brownfield money from EPA. She said she applied for $320,000 of ERCG and needed the council to approve the application through resolution 2022-08.
She also said that the RAW will continue to cost city a lot of money. She encouraged City to reach out to ACRA and Amador County for financial support as the Oro project as a regional project.
Mayor Stimpson said he would like to have a meeting with DTSC folks about DTSC's unreasonable charges. Other Council members agreed.
Hearing no public comments, Mayor asked for a motion to approve Resolution No. 2022-08.
Motion to move forward with Resolution No. 2022-08 to approve the application for a revitalization grant, dated April 11, 2022, as presented. Moved by Councilmember Simmons, seconded by Vice Mayor Gonsalves, and carried by a 5 to 0 roll call vote:
AYES: Stimpson, Gonsalves, Godde, McLean, Simmons

b. Possible direction to the City Manager seeking proposals from neighboring governmental entities for Fire Marshal services.
Manager Kimball said in meeting with the Fire Department, it was determined that it makes sense to partner with a local fire agency for the fire marshal services. Staff recommends reaching out to a few entities. Mayor Stimpson asked Acting Chief Fishback for comment.
Fishback said partnering with local agencies would be more convenient and hopefully less expensive.
Mayor Stimpson opened the discussion to the public. Patrick Choo, Fire Marshal AFPD, spoke about AFPD's willingness and professional capacity to help Jackson. Council members Simmons and McLean asked Mr. Choo's experience pertaining to training other firefighters to be certified.
Mr. Choo said he has been setting up trainings for firefighters all over the state to get certified.
City Council Minutes - April 11, 2022 Page 6
He uses facilities that near Amador County which would be convenient for this area. Chief Walt White, AFPD, also expressed interest in submitting a proposal to help Jackson's Marshal services.
Hearing no more public comments, Mayor asked for a Council action. VM Gonsalves wanted to make sure that the City Manager will work with the Fire Department personnel to select an agency. Mayor Stimpson said he'd like to keep this within Amador County. Council Member Simmons said he would like to keep this within the county, but Mokelumne Hills fire district is closer than lone, so he is good to send the request to Mokelumne Hill. CM McLean agreed.
Direction is given to the City Manager to send out requests to neighboring agencies of lone, Sutter Creek, Amador County Fire District and Central Calaveras (Mokelumne Hill) Fire District for fire marshal services.
c. Receive an update on City Hall office water damage situation and provide direction to proceed with necessary remedial actions.
Manager Kimball said that during the roof repair, the contractors forgot to seal a portion of the roof. A couple of weeks ago, overnight rain flooded city hall offices. Immediate actions to dry up the offices have been done. City filed a claim with city's insurance firm. The firm recommended additional testing in order to assess the extent of the damage. Once the scope of damage is defined, decision will be made on how to remedy the situation. She pointed out that the offices may require emergency repairs.
VM Gonsalves agreed with Kimball's approach to file a claim with city's insurance firm. Mayor Stimpson asked whether the city offices need to be relocated to the civic center. Kimball said unknown at this point. Mayor Stimpson asked whether there is an expenditure limit to emergency repair. Kimball said not in this case as this will be an insurance claim for something that city did not cause. By consensus, council provided direction to the City Manager to proceed as necessary.
8. REGULAR MEETING ADJOURNMENT.
