5. ADMINISTRATIVE REPORTS.

This section is to provide staff an opportunity to present oral status reports on issues. No legal action is expected to be taken by the Council.

Public Works, Bree Wilder
• Amador St. water land project going smooth. Did have a leak last weekend, which was minimal. They are pulling samples tomorrow morning, for an 18 hr turn around, then people can start getting turned back on and getting hooked up. • Last week the hospital had their sewers backed up and flowing up in parking lot manholes.

Public work crews went out to check it out and Environmental Health was also there to assist. The cause was minor roots and hospital trash in manhole. The hospital was supposed to clean out. They are educating their staff not to dump trash in the line, by posting educational flyers.
• Argo II Booster station, that we put in 2 new tanks 1.5 years ago had one tank fail with an erupted bladder. Contacting the company on a warranty.

Interim Fire Chief, Dale Fishback
• Association is participating in the EMS Dinner, which they cook for. • Participated in the Smoke Chasers event which went well. • Training on Wednesday, Training Burn- live fire burn adjacent to the Corp Yard, if weather permits. Other agencies will participate.

Council Meeting Minutes - May 23, 2022 Page 3
Police Chief, Chris Mynderup
• Operation Care Color Run.
• Car Show- High praise with his staff s cooperation.
• Dealing with tragedy of, Amador HS student, Dylan Yoacham's, death from a hit and run.

Police Dept was able to get some Chaplains out to both high schools.

City Attorney, Josh Nelson
• Status of the drought. CA Governor issued executive order to move State Agencies to Stage 2 of their water shortage contingency plans. Also, to cease allowing watering at non- functional turf. Council will remember that those regulations only apply to urban water suppliers, and we are just under the threshold, and they don't apply to us. Water use is not going down, unfortunately, which would cause the State to do mandatory measures and will affect everyone in the State.

City Manager, Yvonne Kimball
• General Plan update by DeNovo Planning Group. 7 elements to be update at this time. They are preparing evacuation mapping for City elements. It is a joint effort of project management, so we can meet the State requirements on the housing effort by December 2022 to get adopted.
• Sutter St. extension- project is at 75% of design. The Consultant has completed the utility coordination letter, wet land delineation, typographic survey, right away engineering, geotechnical memorandum, a portion of traffic operations and drafted a plan and profile for design, cultural resource report and biological report. The end date for this design is June 2022 and we are on track. The project design is funded by County Transportation Commission.
• Swimming pool-Public Works had a walk-through pre-bid meeting to outline the liner and pump house and pump, we were anticipating around $200k, but the pre-bid shows it may be a higher cost. Yvonne and Trevor attended the ACRA Board Meeting, to ask for funding support for the pool work. Council member, Chad Simmons and the City Council were on board and wanted to contribute financially. In talking with the City Attorney, discussion on the impact fee may not work. Maybe approaching ACRA in the future may be of help.

6. COUNCIL REPORTS.

This section is to provide Council members an opportunity to present reports on their activities and to request item be placed on future agendas.

Council member Simmons -
• Attended the ACRA Board meeting and requested $50k for the pool. • Met with the hospital with Mike, Christy and Ryan, to see what kind of things they can work on together.

Vice Mayor Gonsalves
• Met with the new hospital Chief Administrator, Michael Curaton and his staff. They all are happy to partner with the City of Jackson. It was a nice meet & greet. • Vice Mayor wanted to thank all departments for their efforts and support on the Car Show.

Thank you Jackson Police Department, Public Works, Jackson Fire Department, Council Members Simmons, McLean and Godde, merchants of Main St. Jackson and our many sponsors. They gave out 41 trophies! The beneficiaries of the show are Hospice and Tri County Wildfire.

c. ACES rate increase discussion [whether and how to respond to ACES rate increase request) and possible authorization to begin the 218 process for ACES waste rate adjustments. [Letters attached. Deliberation and possible adoption tentatively scheduled for the July 11 meeting].

Manager Kimball gave some background. She said City received a letter from ACES to request a rate increase, -effective August 2022, at a 7% increase. City Manager, Yvonne Kimball, said that in order to improve efficiency, she suggested a 3-year 8% adjustment over cach year (August 2022, 2023 and 2024). This way, ACES doesn't have to come back each year to request a rate increase.

Paul Molinelli, Jr. spoke about the rate adjustments and that it would be fine to have the 3-year (8% each year) cap.

Vice Mayor Gonsalves opened for Public Comment, none received.

Motion to move to provide staff direction to proceed on May 23, 2022, as presented. Moved by Councilmember Simmons, seconded by Councilmember Godde, and carried by a 4 to 0 roll call vote:
