4. ADMINISTRATIVE REPORTS.
This section is to provide staff an opportunity to present oral status reports on issues. No legal action is expected to be taken by the Council.
Public Works Superintendent, Bree Wilder - 5/13/24 Sewer spill on Ralph's Alley, roughly 2,467 gallons over a couple of days, originally believed to be a water leak by the homeowner which delayed reporting until after the weekend. Public Works has made the repair. Jackson Elementary School has a sewer back-up the same date, which started on Thursday/Friday the previous week but went unreported until the following Monday morning. Public works prevented the leak from entering any storm drains or creeks- the school district will be invoiced for the time and equipment. Bronze Man is having sewer issues in their private lateral they have been trying to solve for a couple of weeks- Public Works will be assisting in case there is a malfunction in the park area between the tennis courts and the ball field. New city signs from Merzlak came in last week and look good- they will take a little extra work to install due to flimsy material. Amador Fire Safe Council will be clearing brush behind Kennedy Tailing Wheels on the top side of the Oro de Amador property- working with GeoCon-safety concerns will address dust due to grinding and mulching, no concerning arsenic levels in that area. Concerning areas will be flagged off. Councilmember Gonsalves stated they have grant money for this area as part of the Ohio Hill fuel break with the Amador Fire Safe Council. Wilder advised is it the PG&E grant and Gonsalves agreed. Contract with GeoCon was signed for the fuel tanks on Main Street in front of the Krabbenhoft building.
Interim Fire Chief, Dale Fishback - Seven new volunteer recruits with Fire and will be trained quickly to assist. Victor and Ashley Anaya have resigned as volunteers due to their full-time jobs. They are following up on inactive volunteers to remove them from the list. Fishback drove the new fire line at May 28, 2024 City Council Meeting Minutes
Oro de Amador and it exceeded his expectations. One section on the Rollingwood side has an issue with a tree that overhangs the dozer line- Fire will work on setting up a training night to address it.
Captain Digirolamo is working on paperwork to conduct a controlled burn at the Oro de Amador property behind the City Corp yard in the next couple of weeks. Vice Mayor Simmons inquired if this is around the radio tower. Fishback advised it will be around the radio tower and adjacent, as well as all of the parcel at the end of Placer Drive to the Corp yard and back to the fence line of the Oro de Amador leased property.
Police Chief, Chris Mynderup - Motherlode Cruise Car Show was a success with no issues for PD, as usual. Arrests are up 45% from last month, very busy police department. There was a press release on the incident Officer Tollett responded to- no serious injuries, no gunfire. Jackson Elementary's fifth grade class is touring the PD tomorrow and on Friday 5/27, interviews will be conducted for the Senior Police Clerk position. Realized was a hole was left behind with Kelly Perrault's departure and he will be grateful to get the position filled.
City Attorney, Josh Nelson - No report.
City Manager, Carl P. Simpson - Acknowledged and expressed gratitude to the Jackson Rotary Club for painting the light poles downtown. A formal letter will be going out to them in thanks.

Councilmember Gonsalves inquired if there is any City liability connected with someone climbing or falling from the statues and City Attorney Nelson advised a sign warning against climbing reduces though does not eliminate liability. d. Receive information and provide direction on a proposed Jackson clean-up program [Carleen Kirkpatrick, Deputy City Clerk].
Deputy City Clerk Kirkpatrick introduced the item and requested Council approval for creation of a community clean up group, helping to make connections between disabled and/or elderly residents in need of assistance and volunteers willing to assist. Kirkpatrick requested Council to name or approve a name for the program. Kirkpatrick advised the city's insurance pool, NCCSIF, provided a liability waiver, which can be reviewed by the City Attorney before implementing. This idea came about as a result of the St. Katherine Drexel Parish requesting a clean-up site for a one-day clean-up last year, which PW Supt. Wilder organized to conduct weed eating and clean-up in the Moore Ditch. As workloads became busier during the transition to a permanent City Manager, the idea for this program was set aside for a while, but with City Manager Carl Simpson settling in now there is more time to commit to implementing programs such as this.
Councilmember Gonsalves advised in years past for Earth Day, Aces Waste has donated dumpsters and trash bags for volunteers to use. At the time, there was a local bank that volunteered to barbecue hot dogs and vendors set up in the park for very successful clean-up days. The Air District also partnered with us. Previous City Manager Mike Daly organized the event in the past, called "Clean the Green".
Vice Mayor Simmons inquired about union concerns and PW Supt Wilder advised not at all.
Councilmember Gonsalves suggested "Jackson Helping Jackson" and Vice Mayor Simmons suggested workshopping the name of the program. Councilmember Gonsalves recommended reaching out to service organizations, churches, and Boy Scouts. Mayor McLean stated bringing together public and private brings the community together. Public Works Superintendent Wilder introduced the item and made the request to Council. Vice Mayor Simmons inquired about size limitation on banners and Wilder advised the limit is on the application though some banners come in that are smaller. Councilmember Godde inquired if the $100 fee covers the cost to hang the banners. Wilder advised it does cover costs in summer, though in winter months with wind and bad weather it does not.
