4. ADMINISTRATIVE REPORTS.

This section is to provide staff an opportunity to present oral status reports on issues. No legal action is expected to be taken by the Council.

Public Works Superintendent, Bree Wilder – 5/13/24 Sewer spill on Ralph’s Alley, roughly 2,467 gallons over a couple of days, originally believed to be a water leak by the homeowner which delayed reporting until after the weekend. Public Works has made the repair. Jackson Elementary School has a sewer back-up the same date, which started on Thursday/Friday the previous week but went unreported until the following Monday morning. Public works prevented the leak from entering any storm drains or creeks- the school district will be invoiced for the time and equipment. Bronze Man is having sewer issues in their private lateral they have been trying to solve for a couple of weeks- Public Works will be assisting in case there is a malfunction in the park area between the tennis courts and the ball field. New city signs from Merzlak came in last week and look good- they will take a little extra work to install due to flimsy material. Amador Fire Safe Council will be clearing brush behind Kennedy Tailing Wheels on the top side of the Oro de Amador property- working with GeoCon- safety concerns will address dust due to grinding and mulching, no concerning arsenic levels in that area. Concerning areas will be flagged off. Councilmember Gonsalves stated they have grant money for this area as part of the Ohio Hill fuel break with the Amador Fire Safe Council. Wilder advised is it the PG&E grant and Gonsalves agreed. Contract with GeoCon was signed for the fuel tanks on Main Street in front of the Krabbenhoft building.

Interim Fire Chief, Dale Fishback – Seven new volunteer recruits with Fire and will be trained quickly to assist. Victor and Ashley Anaya have resigned as volunteers due to their full-time jobs. They are following up on inactive volunteers to remove them from the list. Fishback drove the new fire line at

Oro de Amador and it exceeded his expectations. One section on the Rollingwood side has an issue with a tree that overhangs the dozer line- Fire will work on setting up a training night to address it.

Captain Digirolamo is working on paperwork to conduct a controlled burn at the Oro de Amador property behind the City Corp yard in the next couple of weeks. Vice Mayor Simmons inquired if this is around the radio tower. Fishback advised it will be around the radio tower and adjacent, as well as all of the parcel at the end of Placer Drive to the Corp yard and back to the fence line of the Oro de Amador leased property.

Police Chief, Chris Mynderup – Motherlode Cruise Car Show was a success with no issues for PD, as usual. Arrests are up 45% from last month, very busy police department. There was a press release on the incident Officer Tollett responded to- no serious injuries, no gunfire. Jackson Elementary’s fifth grade class is touring the PD tomorrow and on Friday 5/27, interviews will be conducted for the Senior Police Clerk position. Realized was a hole was left behind with Kelly Perrault’s departure and he will be grateful to get the position filled.

City Attorney, Josh Nelson – No report.

City Manager, Carl P. Simpson – Acknowledged and expressed gratitude to the Jackson Rotary Club for painting the light poles downtown. A formal letter will be going out to them in thanks.

Mayor McLean inquired about contractors to complete the installations and Landreth advised some of the work and materials will be donated by local volunteers. Councilmember Gonsalves inquired if there is any City liability connected with someone climbing or falling from the statues and City Attorney Nelson advised a sign warning against climbing reduces though does not eliminate liability. d. Receive information and provide direction on a proposed Jackson clean-up program [Carleen Kirkpatrick, Deputy City Clerk].

Deputy City Clerk Kirkpatrick introduced the item and requested Council approval for creation of a community clean up group, helping to make connections between disabled and/or elderly residents in need of assistance and volunteers willing to assist. Kirkpatrick requested Council to name or approve a name for the program. Kirkpatrick advised the city’s insurance pool, NCCSIF, provided a liability waiver, which can be reviewed by the City Attorney before implementing. This idea came about as a result of the St. Katherine Drexel Parish requesting a clean-up site for a one-day clean-up last year, which PW Supt. Wilder organized to conduct weed eating and clean-up in the Moore Ditch. As workloads became busier during the transition to a permanent City Manager, the idea for this program was set aside for a while, but with City Manager Carl Simpson settling in now there is more time to commit to implementing programs such as this.

Councilmember Gonsalves advised in years past for Earth Day, Aces Waste has donated dumpsters and trash bags for volunteers to use. At the time, there was a local bank that volunteered to barbecue hot dogs and vendors set up in the park for very successful clean-up days. The Air District also partnered with us. Previous City Manager Mike Daly organized the event in the past, called “Clean the Green”.

Vice Mayor Simmons inquired about union concerns and PW Supt Wilder advised not at all.

Councilmember Gonsalves suggested “Jackson Helping Jackson” and Vice Mayor Simmons suggested workshopping the name of the program. Councilmember Gonsalves recommended reaching out to service organizations, churches, and Boy Scouts. Mayor McLean stated bringing together public and private brings the community together. Mayor McLean asked for public comments and received none.

Item removed from discussion due to incorrect/incomplete information listed on the agenda/memo. f. Discussion on hanging banners over the public right-of-way on Historic Main Street.

Public Works Superintendent Wilder introduced the item and made the request to Council. Vice Mayor Simmons inquired about size limitation on banners and Wilder advised the limit is on the application though some banners come in that are smaller. Councilmember Godde inquired if the $100 fee covers the cost to hang the banners. Wilder advised it does cover costs in summer, though in winter months with wind and bad weather it does not. Mayor McLean stated the price for hanging banners may need to be revisited in a future meeting. Mayor McLean asked for public comments and received none. Mayor requests a motion.

CITY OF JACKSON
Council Meeting Memorandum
Monday, June 10, 2024 – 6:30 PM Regular Meeting
TO: Honorable Mayor and Members of the City Council
FROM: Carl Simpson, City Manager
Dalacie Blankenship, Fiscal Manager
DATE: May 24, 2024
SUBJECT: Public Meeting to Consider the City’s Investment Policy

RECOMMENDATION
That the City Council pass a motion to adopt Resolution No. 2024-11 approving the City’s Investment Policy for Calendar Year 2024.

DISCUSSION
The City Council is required by the California Government Code to annually consider the City’s Investment Policy at a public meeting. With approval of the investment policy, the City Manager or his designee is appointed to carry out the policy.

The City of Jackson currently invests its temporarily idle funds with the State of California Local Agency Investment Fund (LAIF) and CalTRUST. Investment transactions with LAIF and CalTRUST involve only transfers between LAIF or CalTRUST and the City’s checking account. Authorized personnel do not write or authorize checks or receive checks or cash involved in the investment activity.

As of December 31, 2023, the City’s investment in LAIF and CalTRUST totaled $9,785,059.58. The interest rate on LAIF investments as of December was 4.00% and the interest rate on CalTRUST was

3.88%. These rates are significantly higher than the previous years of 0.63% and 2.46%. These two types of investments are market driven and their yield rates are constantly fluctuating.

The City continues to hold two CD’s which were purchased in 2022. Each are for $240,000.00. One is a term of 24 months at a rate of 2.85% and the other is for a term of 36 months at the rate of 3.1%. An additional CD was purchased in 2023 for $240,000.00. This CD has a term of 36 months at a rate of

5.0%. In the calendar year 2023, the City received $20,362.19 in interest income from this investment.

It is recommended that the Council adopt Resolution 2024-11 Investment Policy for 2024. It resembles prior policy and continues to require that the City maintain a cash level to cover 6-months expenditure.

STATEMENT OF INVESTMENT POLICY

CITY OF JACKSON
This statement is intended to provide guidelines for the prudent investment of the City's temporarily idle cash, and outline the policies for maximizing the efficiency of the City's cash management system. The ultimate goal is to enhance the economic status of the City while protecting its pooled cash.

OBJECTIVE:

The city's cash management system is designed to accurately monitor and forecast expenditures and revenues, thus enabling the City to invest funds to the fullest extent possible. The City attempts to obtain the highest yield obtainable as long as investments meet the criteria established for safety and liquidity.

SCOPE:

It is intended that this policy cover all funds and investment activities under the direct authority of the City of Jackson.

POLICIES:

General Rule: The City of Jackson operates its temporarily pooled idle cash investments under the prudent man rule (Civil Code Section 2261, et. seq.). This affords the City a broad spectrum of investment opportunities as long as the investment is deemed prudent and is allowable under current legislation of the State of California (Government Code Section 53600, et. seq.).

1. Safety: The safety and risk associated with an investment refers to the potential loss of principal, interest or a combination of these amounts. Safety is the most important criteria for deciding where and when to invest City monies.

2. Liquidity: This refers to the ability to convert the investment to cash at any time with a minimal chance of losing some portion of principal or interest.

3. Yield: This is the potential dollar earnings an investment can provide, and sometimes is described as the rate of return. Yield becomes a consideration only after the basic requirements of safety and liquidity have been met. Any investment in any security that could result in a zero interest accrual if held to maturity is prohibited.

GUID LINES OF AUTHORIZED I

Page 29 of 47 ends

I. Local Agency Investment Fund (LAIF). The investment with LAIF may not, by State regulation, exceed $40 million. LAIF transactions cannot exceed fifteen (15) per month.

2. Investment Trust of California (Ca!TRUST). CalTRUST is a Joint Powers Authority organized pursuant to the California Joint Exercise of Powers Act.

3. United States Treasury notes, bonds, bills, or certificates of indebtedness, or those for which the faith and credit of the United States are pledged for the payment of principal and interest.

4. Federal agency or United States government-sponsored enterprise obligations, participations, or other instruments, including those issued by or fully guaranteed as to principal and interest by federal agencies or United States government-sponsored enterprises.

5. Nonnegotiable certificates of deposit issued by a nationally chartered bank, a bank chartered by the State of California or a foreign banking corporation authorized pursuant to Section 1756 of the California Financial Code.

6. Negotiable certificates of deposit issued by a nationally or state-chartered bank, a savings association or a federal association, a state or federal credit union, or by a federally licensed or state-licensed branch of a foreign bank.

7. Deposits of any bank or savings and loan association provided such deposits are fully insured by the Federal Deposit Insurance Corporation.

INVESTMENT PROGRAMS:

The City is required to annually hold a public meeting to consider the City's investment policy.

Previous City policy to invest all funds with the California Local Agency Investment Fund (LAIF) and CalTRUST has been modified for the future to include other programs. It is recommended to continue holding the majority of funds in Cal TRUST and LAIF to receive higher interest return and for more immediate access to funds while investing no more than 30% in other programs to achieve its fullest potential a balanced strategy.

At least quarterly, the City Council must be presented a report of City investments. The report shall also include a statement denoting the ability to meet the City's expenditure requirement for the next six months or provide an explanation as to why sufficient money shall, or may, not be available.

The City Council currently receives a monthly "Treasurer's Report." The monthly report provides Council with the combined balances of the investments satisfying this policy. The monthly report also includes a statement regarding the City's ability to meet the next six months expenditure requirements. The monthly report satisfies the Government Code's requirement that a report be made at least on a quarterly basis.

Agenda Item #6c: Façade Improvement Program Application – The Estate Planning Law Center
Recommendation:

It is recommended that the City Council consider a request to grant Façade Improvement Program funds to Gwen and Erik Christeson for tile repair work at The Estate Planning Law Center located at 159 Main Street.

Background and Discussion:

In 2010 the City Council established the Façade Improvement Program designed to assist business owners in improving the appearance of commercial building facades, signs and awnings in the City. Applicants can apply for up to $2,500 in matching City funds to assist in façade improvements.

Gwen and Erik Christeson have requested Façade Improvement Program funds of $2,500 to cover approximately 39% of the cost to repair the tile on the front façade of the building. The tile will match the existing tile on the building. (see attached application).

Staff is recommending that the City Council award $2,500 in Façade Grant Improvement Program funds to Gwen and Erik Christeson at the Estate Planning Law Center.
