Agenda Item #4q: Award of bid for HVAC unit at the Wastewater Treatment Plant.
Recommendation
Staff recommends Council award the bid for the HVAC unit replacement at the Wastewater Treatment Plant to Mann’s Heating and Air Conditioning.
Summary and Discussion
The City sought out and obtained two bids to complete the HVAC replacement at the Wastewater Treatment Plant from the following companies:
• Mann’s Heating & Air Conditioning $12,748.00

Both submitted proposals met the required specifications for the HVAC installation job at the Wastewater Treatment Plant. The bid from Mann’s Heating and Air Conditioning came in approximately $2k lower than Jaw Heating & Air, Inc.

Monday, October 14, 2024 – 6:30 PM Regular Meeting
To: Honorable Mayor and Members of the City Council
From: Economic Development Committee
Date: October 9, 2024
Agenda Item #7b: Resolutions supporting the 2024 City Christmas Decorating Contests Recommendation
The Economic Development Committee recommends Council approve the 2024 citywide Christmas Decorating Contests through adoption of two resolutions as presented.
Summary and Discussion
The Economic Development Committee (EDC) has been making plans for citywide Christmas decorating contests to help promote local community pride and tourism. Numerous other cities host and support regular holiday festivities that include Christmas lights decorating contests, donations to local families in need, and promotion of tourism and local shopping. Two draft resolutions are presented here for Council’s consideration and possible approval.
EDC is proposing to host two annual competitions: a residential Christmas Lights Decorating Contest and a local nonprofit sponsored Christmas Tree Decorating Contest (decorated trees will be donated to local families in need identified by Interfaith Food Bank). A $3000.00 cash donation has already been generously made by private sponsors supporting the cash prizes for the residential lights contest. Ten artificial trees are also being purchased and donated by Mr.
Duane Ven Huizen of Sunskid.
In coordination with the Historic Jackson Business Association’s Christmas Delights event, the Christmas Tree Decorating contest is planned to be held in the vacant space at 1 Main Street where the beautiful trees can be viewed, visited and voted upon by the public as they participate in the Christmas Delights event or while waiting to see Santa at the National Hotel. We would love to see Councilmembers dressed in holiday garb during Christmas Delights at the tree decorating competition if you are available!
The residential Christmas Lights Decorating contest will be open to homes inside Jackson city limits. City staff has prepared an interactive ARCGIS public map for residents and visitors to use for navigating to view decorated homes during the holidays. A maximum of 50 contestants will be allowed to enter contest, and the EDC would like the five councilmembers to view and

narrow down the entries to the top five homes for public voting between the start of Christmas Delights on 11/29/24 and 12/22/24. The winner of the lights competition will be announced and prizes awarded at the first Council meeting of the New Year on January 13, 2025. The winner will also receive a bragging rights trophy to display on their mantle for years to come.
With Council’s approval, the EDC will begin advertising the competitions through various social media, radio and print sources, getting the word out and the excitement going for our residents and visitors this holiday season!

1 CITY OF JACKSON
MEMORANDUM
TO: City Council
FROM: Matt Ospital, City Engineer
RE: Mattley Hillside Repair
DATE: July 22, 2024
DISCUSSION:
Public Works Superintendent and I meet on May 22, 2024 with a geohazard mitigation design build firm that operates throughout the US and Canada. The firm specializes in emergency landslide repairs, rockfall mitigation, and grouting using design/build and design/build/warranty contracting.
We discussed options for a permanent stabilization solution that has a natural aesthetic finish for the bank area below Mattley Street/above the Hwy 49 parking lot bathrooms. The consultant’s recommendation is to install a soil nail and reinforced shotcrete wall in the failure area (approximately 2,700 sf). The repaired area will be covered with welded wire mesh reinforcement and secured to horizontal and vertical reinforcing steel waler bars to steel plates attached to the protruding end of the soil nails. On top of that would be an 8” thick layer of reinforced shotcrete. The finished shotcrete facing will be a rough-gun finish. Total price $414K Optional finishes (additional cost):
1. apply a 2” architectural shotcrete layer (sculpted/stained finish, or natural geologic bedrock finish). See attached Figure 2 for examples. Total price $562k The firm’s engineering team will prepare final design drawings and calculations, prepared by a California licensed civil engineer as part of their design build package. The project’s duration is estimated to be 3 weeks, based on a work schedule of Monday through Saturday, 10 hours per day. The contractor would need 4 weeks notice to mob to the site.
RECOMMENDATION:
Utilizing SB1 funds, direct staff to solicit a design built geotechnical firm to make the necessary repairs to the hillside.
Also, recommend some drainage improvements along Mattley Street. Improvements to include a new asphalt dike along the existing guardrail to keep the drainage in the street and conveyed down to the highway preventing it from flowing over the bank down to the parking lot.

CITY OF JACKSON
Council Meeting Memorandum
Monday, October 14, 2024 – 6:30 PM Regular Meeting
To: Honorable Mayor and Members of the City Council
From: Carl Simpson, City Manager
Carleen Kirkpatrick, Deputy City Clerk
Date: September 24, 2024
Agenda Item #7d: City Council Meeting – Meeting Time Discussion RECOMMENDATION:
City council discretion.
DISCUSSION:
Regular council meeting times and dates are determined by Jackson Municipal Code section
2.04.020, which currently provides that regular meetings of the City of Jackson City Council are held on the second and fourth Mondays of each calendar month at seven p.m.
An interest in changing the designated meeting time has been a topic of consideration over the past year. In order to make such a change, council would need to introduce and enact an ordinance to amend the municipal code and establish the new meeting time.
Council members and the public devote considerable time to city affairs by attending council meetings during evening hours. Your sacrifice is appreciated and is the backbone for our local government existence.
When considering meeting times, public access to council meetings remains of the utmost importance. Remote access allows residents to listen to meetings without having to attend in person, though they still must attend in person to participate in discussions. Changing the meeting time to an earlier time may prevent some working professionals from participating fully or reduce the current level of public participation. Additionally, changing the council meeting time from evening to daytime could deter future younger or working professionals from pursuing a seat on city council, as city council members do not receive salaries.
In Amador County, all cities including Jackson, Amador City, Ione, Plymouth, and Sutter Creek meet in the evening hours (after 5 pm). The Amador Water Agency (AWA) governing body and the Amador County Board of Supervisors both meet in the daytime.
Item 7d
