Ref: Purple Herat Community Proclamation
Dear Mr. Mulford:
On behalf of the Military Order of the Purple Heart USA Inc., welcome to the Purple Heart Community. On Saturday, March 15, 2025, the Order voted to accept the city into the program based on your presentation.
We have ordered your plaque, and it is expected to arrive this week. The next step is the meeting or event where you will read the proclamation. I will attend and then present the plaque to you and give you a check when called upon. I typically speak for a minute or two to express my gratitude for caring about combatwounded veterans. We then use the moment as a photo opportunity to get publicity for the city. The city’s public relations staff typically does this.
Many of the prior events were held during a city or county council meeting, which the public is invited to attend. This is up to the city; just let us know when.
The final step is signage. The Order is providing you with a check for $300 towards the Purple Heart signs.
They cost less than $100 per sign, and you can order them online or through the city's designated signage provider. Let me know the details of the proclamation event as soon as possible.
Yours in Patriotism,
Bruce L. Hodgman
Commander – Chapter 385

Our current code addresses keeping the right of way clear, though is not specific upon the required clearance height. This ordinance will be helpful to Public Works and Code Enforcement, providing a specific height at which trees/shrubs must be cut to be in compliance and eliminate any public nuisance.

Council Meeting Memorandum
Monday, May 12, 2025 – 6:30 PM Regular Meeting
To: Honorable Mayor and Members of the City Council
From: Carleen Kirkpatrick, Deputy City Clerk
Date: April 29, 2025
Agenda Item #7a: Appreciation for Amador Splashes Forward Informational Memo
City staff would like to extend sincere appreciation to the nonprofit organization Amador Splashes Forward for their generous support of local water safety programs, including swim lessons and the new Junior Lifeguard course launching in Summer 2025.
At the regular City Council meeting on February 24, 2025, Pool Director Daphne Parker announced the introduction of the Junior Lifeguard course, which she will be teaching at the Jackson pool this summer. This program is designed for youth ages 11–14 who are interested in becoming future lifeguards. It focuses on building physical stamina and teaching essential skills such as first aid and water safety techniques. The course helps prepare participants for official lifeguard certification as early as age 15. In addition to promoting youth engagement in structured, educational activities, the program supports the community by building a pipeline of trained individuals to help address future staffing needs at local Amador County pools.
We are very grateful to Amador County Public Health as well for providing swim lesson vouchers and credits at city pools through the Kids Plates grant funds. Since the Junior Lifeguard course is new this year, there were initially no funds available to support families with these costs. In February 2025, Deputy City Clerk Kirkpatrick attended a meeting of the Safe Kids Coalition of Amador & Calaveras, where she met Taylor Saia, one of the founders of Amador Splashes Forward. Upon learning about their mission to eliminate financial barriers to swim instruction for local children, Kirkpatrick reached out to seek support for the Junior Lifeguard Program.
Amador Splashes Forward responded with a generous $800 donation, covering the cost for five of the ten available spots in Jackson’s first Junior Lifeguard course. In addition, the organization is also helping to fund individual swim lessons for new young swimmers across Amador County, complementing the existing Public Health voucher program.
City staff is deeply grateful for the ongoing partnership with Amador Splashes Forward and their commitment to water safety and youth development in Jackson and throughout Amador County.

Agenda Item # 7c: Facade Grant Policy Change Request by Economic Development Committee
RECOMMENDATION:
The Economic Development Committee recommends that the City Council remove the current matching funds requirement for the façade improvement grant program. This proposed change would allow grantees to receive awards of up to $2,500 with no matching contribution required.
DISCUSSION:
At its most recent meeting on Wednesday, April 30, 2025, the Economic Development Committee discussed the importance of property maintenance in supporting efforts to attract new business investments and retain existing businesses. The committee emphasized that improved property maintenance is critical to the ongoing beautification of the downtown historic district and the city.
Another factor considered in recommending this change is the low participation in the current program—only two façade grants have been awarded in the past year. This suggests that although there is a clear need to address deferred maintenance, many property owners may lack the financial resources to meet the current match requirement.

Agenda Item # 7d: Façade Improvement Program Application – Pizza Factory Sign update
________________________________________________________________________ Statement Regarding Pizza Factory Sign Installation and Facade Grant Application The owners of the Pizza Factory had ordered their new sign prior to becoming aware of the City's Facade Grant Program. As a result, their grant application was submitted after the sign had already been ordered.
When the sign company notified the owners that the sign was ready for delivery and installation, they contacted me expressing concern, as the grant application process was not yet complete. Given the circumstances—and in an effort to avoid unnecessary delays to their business—I granted them permission to proceed with the installation. This decision was made to support their progress and was based on the understanding that the sign had already been ordered before the grant process began.
I approved the same-day installation of the sign to ensure that the business could continue moving forward without disruption.
This item was first presented to Council at the February 24, 2025 regular City Council meeting for approval of $2,500 in matching Façade Grant funds. At that time, Council requested clarification on whether the business is a franchise that might qualify for corporate assistance with façade improvement costs, and also asked for an itemized breakdown of the improvement expenses. Contract City Planner E. Ventura confirmed that the business is an entirely independent business with no corporate backing, and the itemized cost breakdown is attached following this memo.

MEMORANDUM

RE: Discussion of Potential Adjustment to City Council Compensation and benefits
DATE: May 12, 2025
DISCUSSION:
The City Council currently receives $75 per month salary with the Mayor receiving $100 per month. City Councilmember salaries have not been adjusted since 1968. The Mayor’s salary has not been adjusted since 2001. Given the significant time gap since the last adjustment, accompanying inflationary increases, and the City’s recent compensation and classification study for employees, staff would like City Council direction on whether to consider future increases in City Council salary. Pursuant to state law, salaries can be increased to $950 per month. This change would require an ordinance and would be effective after the next City Council election.
BACKGROUND:
The City Council receive a monthly salary for their service: (1) $75 for Councilmembers and (2) $100 for the Mayor. (JMC §§ 2.20.010, 2.20.020.) State law allows the City Council to adopt an ordinance to increase its compensation. These ordinance are not effective until the next term of a City Councilmember. The amount of permissible compensation depends on the size of the city. For cities under 35,000, the maximum amount is $950 per month. This amount applies to all Councilmembers so the Mayor could not receive additional compensation beyond this amount. The law allows further adjustments to compensation in future years. These adjustments cannot exceed the greater of (1) an amount equal to five percent for each year from the operative date of the last adjustment or (2) an amount equal to inflation since January 1, 2024, capped at ten percent per year.
RECOMMENDATION:
The City Council provide direction on potential adjustments to City Councilmember compensation and/or benefits.
