2. PUBLIC MATTERS NOT ON THE AGENDA.

Discussion items only, no action will be taken. Any person may address the Council at this time on any subject within the jurisdiction of the City Council. Please note – there is a three (3) minute limit.

Patricia Angeja, a resident of Ione, asked if Superintendent Critchfield contacted the city manager about the consolidation of ACUSD, as he told her that he had. She is hoping that there are conversations between the school district and the city of Jackson to help make our schools a better place for our kids to go to.

She is also hoping to raise awareness about a nonprofit agency called Amador’s Heart of Gold whose purpose is to provide financial, emotional, and educational support to families affected by childhood cancer residing in Amador County. In the past two years, there have been 6 cases of childhood cancer in Amador County. She is asking all city leaders to put pressure on Amador County Public Health, the Water Agency, the Regional Water Quality Control Board, and any other state, regional, county, city, environmental agencies to have more environmental testing be done because having six cases diagnosed in only two years seems to be more than just a coincidence. For instance, per the National Cancer Institute, Amador County's rate of childhood cancer is three times the national average. It is highly suspected that it has to do with either contaminated water, all of the mining industries in the various communities, possibly playing a factor in that. There is a blood drive in honor of Jesse Lee and Brooks Costello, two of the young children fighting cancer, on December 8th from noon to 5:30pm at Evelyn Bishop Hall in Ione.

REQUEST FOR CITY COUNCIL APPROVAL
Subject: Authorization to Create Per Diem / Extra-Help Firefighter Positions Honorable Mayor and Members of the City Council,
The Jackson Fire Department respectfully requests City Council approval to create Per Diem / Extra-Help Firefighter positions to support daily operations and maintain consistent emergency service levels.

The fire department is currently experiencing significant staffing challenges. Two of our six full-time firefighters are out on work-related injuries, leaving only four full-time personnel to cover all shifts, emergency responses, training, and daily operational duties. This has resulted in substantial overtime costs and an increased workload for remaining staff, creating both financial strain and operational concerns.

Establishing Per Diem / Extra-Help Firefighter positions will provide immediate operational relief by:
● Reducing mandatory overtime and related budget impacts ● Supporting safe and sustainable staffing levels
● Preventing burnout and fatigue among full-time personnel ● Ensuring continuity of emergency services during injuries, leave, or staffing shortages ● Providing a flexible, cost-efficient staffing model commonly used in the fire service Recommended Staffing Level:

The Fire Department recommends establishing a minimum of three (3) Per Diem / Extra-Help Firefighter positions to ensure adequate coverage. The Fire Chief will determine final staffing needs in coordination with Human Resources and the City Manager, ensuring the number of positions remains appropriate, fiscally responsible, and aligned with operational demands.

These positions would be utilized on an as-needed basis to fill gaps caused by injuries, leave, training, or unexpected shortages—without the long-term financial commitment of additional full-time positions.

Given current operational demands and the significant fiscal impact of sustained overtime, staff strongly recommends that the City Council authorize the creation of a minimum of three Per Diem / Extra-Help Firefighter positions for the Jackson Fire Department.

REQUEST FOR CITY COUNCIL APPROVAL
Subject: Authorization to Enter Into a Cost-Sharing Agreement with El Dorado Hills Fire Department for Tablet Command Software
Honorable Mayor and Members of the City Council,
The Jackson Fire Department respectfully requests approval to enter into a cost-sharing agreement with the El Dorado Hills Fire Department for Tablet Command, an incident command and resource-tracking application widely used in the fire service.

Tablet Command provides real-time situational awareness, unit tracking, task management, and improved communication during emergency responses. Implementing this system will increase operational efficiency, enhance responder safety, and strengthen coordination during mutual-aid incidents.

The City of Jackson would be the first fire agency in Amador County to adopt Tablet Command, positioning the department as a regional leader in modernizing incident-management practices and supporting future interoperability across the county.

A shared subscription model with El Dorado Hills Fire Department offers a cost-effective approach that reduces annual expenses for both agencies while ensuring compatibility during joint operations.

Approval of this agreement will allow the Jackson Fire Department to:
● Improve incident command accuracy and accountability
● Enhance communication and real-time resource tracking ● Increase firefighter safety and documentation capabilities ● Lead regional efforts to modernize incident-management systems ● Implement this upgrade in a fiscally responsible and collaborative manner For these reasons, staff respectfully recommends that the City Council authorize the Fire Chief to enter into the proposed cost-sharing agreement for Tablet Command.

Respectfully submitted,
Ryan Pidgeon
Fire Chief

Homeless Outreach Report – October 2025
Program Data:
• Current Active Clients: 79
• Exited Clients: 54
Exit Destinations:
• Family: 19
• Rental Housing: 20
• Unknown: 7
• Returned to Homelessness: 6
• Rehabilitation: 4
(some previous clients have left the area, making it difficult tracking success/failure) Many current active clients are multi agency collaborations. • Changes in the New Housing and Urban Development Continuum of Care Notice of Funding Opportunity
HUD changed the rules for the annual homelessness funding competition. The main changes are:
o Communities must follow stricter HUD priorities instead of focusing on local needs. o Programs must complete more paperwork and meet new performance requirements.
o Some outreach and housing programs face new limits on how they can use funding. o Communities may have to shift resources quickly, even if current programs are working well.

These changes force communities to adjust long-standing programs quickly, provide more data with less time, and meet new federal goals that may not match what is happening on the ground.
• National Alliance to End Homelessness v. Turner, et al filed 12/1/2025 Lawsuit filed asking for an injunction due to the new federal rules that could make it harder for homeless-service programs to get HUD funding. Many groups say the rules don’t match what communities actually need, and they could limit how programs help people. The case matters because it may change how organizations report their work and qualify for funding.

The new rules were announced suddenly, with almost no warning. They replaced a 2-year funding plan with a new one that has stricter limits and different requirements. Communities had almost no time to adjust before the funding cycle started.

These abrupt changes put long-running housing programs at risk and could cause serious disruptions, especially during winter. If funding becomes unstable, more than 170,000 people and families could lose support and potentially fall back into homelessness.
• The Homeless Task Force subcommittee is still currently working on a proposal for safe, overnight designated camping. However, the greatest need currently is supervised sanctioned camping as those still experiencing homeless lack assistance for housing and continue to have contact with law enforcement without any alternative options.
• Currently, Amador County is only able to provide 30 shelter beds between both shelters.

City Council Memorandum
To: Honorable Mayor and Members of the City Council
From: Matt Ospital, City Engineer
Date: December 1, 2025
Subject: Argonaut Mine Ph II Stormwater Drainage System Upgrade ie “Sutter Street DTSC Project”
Background
The Department of Toxic Substances Control Department (DTSC) and the City of Jackson entered an MOU on September 20, 2023. One of the requirements specified in the MOU that once DTSC has finalized and completed the construction of the Stormwater Upgrade Project, the City would accept full responsibility for the operation and maintenance of the Stormwater Upgrade System without any future funding by DTSC. Now the project has been deemed complete by the City, DTSC has provided the City with the attached draft “Transfer of Operation and Maintenance Agreement”. Once signed by the City, this Agreement would transfer full ownership, and all responsibilities, duties, liabilities, and operation of the Stormwater System to the City. DTSC will be warranting the project for a period of one year from the date of City final inspection approval.

Recommendation
Upon review of the agreement and direction from City legal counsel, I hereby recommend the City of Jackson execute the “Transfer of Operation and Maintenance Agreement” with DTSC.

Following DTSC approval of the agreement, DTSC will provide the City with a copy of the Completion Report, which will have the as-built drawings of the constructed stormwater drainage system.
