Since Benito Valenzuela’s appointment runs concurrently with Mayor Chris Barajas and Evelyn Hedrick’s appointment runs concurrently with Mayor Pro Tem Leslie Altamirano, they will need to appoint one member each to serve on the Community Development Advisory Committee for the unexpired portion of the terms, which shall expire on March 21, 2023. A. PUBLIC HEARING TO CONSIDER MASTER APPLICATION (MA) NO. 22051: VESTING TENTATIVE TRACT MAP (VTTM) NO. 38257 FOR 118 CONDOMINIUMS ON APPROXIMATELY 7.94 ACRES LOCATED AT
THE SOUTHWEST CORNER OF LIMONITE AVENUE AND BEACH
STREET; (APN: 162 -230-012); AND APPROVING A PREVIOUS
ENVIRONMENTAL DETERMINATION FINDING THAT NO FURTHER
ENVIRONMENTAL REVIEW IS REQUIRED UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (APPLICANT: CENTURY
COMMUNITIES OF CALIFORNIA, LLC)
Staff Report presented by Kumail Raza, Senior Planner. Mr. Raza provided a brief background of the project, noting that in April 2016, the Council approved the Paradise Knolls Specific Plan and adopted the original Environmental Impact Report for the project. Simultaneously the Council also approved Planning Area 1, also known as the Bridle Path. In March 2022, the applicant submitted an application for Planning Area 2. In September 2022, the Planning Commission approved the Tentative Tract Map and Neig hborhood Design Plan for Planning Area 2. That action was subsequently appealed to the City Council. Planning Area 2 consists of two separate lots, Lot No. 7 and Lot No. 9.
Mr. Raza provided a description of the project, which consists of 118 condominium units, all two -stories in height. The applicant is proposing a lower density or 81 fewer units than allowed pursuant to the Specific Plan. Mr. Raza described the reduced density and how it will impact the City’s goals in meeting the state’s
-7-
housing element law due to the current housing crisis. In this instance, because of the reduced density, the project will create a deficit for low-income housing. As a result, the City would need to redesignate two acres to high -density residential within 6 months of this project’s potential approval.
Mayor Chris Barajas opened the public hearing and called for any public comments.
Brian Taylor, Century Communities (applicant) spoke in favor of the project and offered to answer any questions.
An email from Jacqui L ee was submitted regarding a lack of adequate parking spaces for the project. Her letter was made part of the public record.
There being no further comments, the public hearing was closed.
Council Member Brian Berkson explained why he appealed this proje ct as he had a concern with the scenario of reducing previously allocated housing sites for high- density housing and the need to re -allocate sites when a deficit is created for low - income housing. He stated that due to the reduced density of this project other areas in the city would need to be designated for high -density units in order to be in compliance with state law.
A motion was made by Council Member Brian Berkson, seconded by Mayor Pro Tem Leslie Altamirano, to deny the project as proposed and bring back a Resolution of Denial.
