The Riverside County Flood Control and Water Conservation District (District) does not normally recommend conditions for land divisions or other land use cases in incorporated cities. The District also does not plan check City land use cases or provide State Division of Real Estate letters or other flood hazard reports for such cases.
District comments/recommendations for such cases are normally limited to items of specific interest to the District including District Master Drainage Plan facilities, other regional flood control and drainage facilities which could be considered a logical component or extension of a master plan system, and District Area Drainage Plan fees (development mitigation fees). In addition, information of a general nature is provided.
The District's review is based on the above-referenced project transmittal, received October 13, 2023. The District has not reviewed the proposed project in detail, and the following comments do not in any way constitute or imply District approval or endorsement of the proposed project with respect to flood hazard, public health and safety, or any other such issue:
☐ This project would not be impacted by District Master Drainage Plan facilities, nor are other facilities of regional interest proposed.
☐ This project involves District proposed Master Drainage Plan facilities, namely, . The District will accept ownership of such facilities on written request by the City. The Project Applicant shall enter into a cooperative agreement establishing the terms and conditions of inspection, operation, and maintenance with the District and any other maintenance partners. Facilities must be constructed to District standards, and District plan check and inspection will be required for District acceptance.
Plan check, inspection, and administrative fees will be required. All regulatory permits (and all documents pertaining thereto, e.g., Habitat Mitigation and Monitoring Plans, Conservation Plans/Easements) that are to be secured by the Applicant for both facility construction and maintenance shall be submitted to the District for review. The regulatory permits' terms and conditions shall be approved by the District prior to improvement plan approval, map recordation, or finalization of the regulatory permits. There shall be no unreasonable constraint upon the District's ability to operate and maintain the flood control facility(ies) to protect public health and safety. ☒ If this project proposes channels, storm drains larger than 36 inches in diameter, or other facilities that could be considered regional in nature and/or a logical extension a District's facility, the District would consider accepting ownership of such facilities on written request by the City.
The regulatory permits' terms and conditions shall be approved by the District prior to improvement plan approval, map recordation, or finalization of the regulatory permits. There shall be no unreasonable constraint upon the District's ability to operate and maintain the flood control facility(ies) to protect public health and safety.

☐ This project is located within the limits of the District's Area Drainage Plan for which drainage fees have been adopted. If the project is proposing to create additional impervious surface area, applicable fees should be paid (in accordance with the Rules and Regulations for Administration of Area Drainage Plans) to the Flood Control District or City prior to issuance of grading or building permits. Fees to be paid should be at the rate in effect at the time of issuance of the actual permit.
☒ An encroachment permit shall be obtained for any construction related activities occurring within District right of way or facilities, namely, Sunnyslope Channel. If a proposed storm drain connection exceeds the hydraulic performance of the existing drainage facilities, mitigation will be required. For further information, contact the District's Encroachment Permit Section at 951.955.1266. ☐ The District's previous comments are still valid.
GENERAL INFORMATION
This project may require a National Pollutant Discharge Elimination System (NPDES) permit from the State Water Resources Control Board. Clearance for grading, recordation, or other final approval should not be given until the City has determined that the project has been granted a permit or is shown to be exempt.
If this project involves a Federal Emergency Management Agency (FEMA) mapped floodplain, then the City should require the applicant to provide all studies, calculations, plans, and other information required to meet FEMA requirements, and should further require that the applicant obtain a Conditional Letter of Map Revision (CLOMR) prior to grading, recordation, or other final approval of the project and a Letter of Map Revision (LOMR) prior to occupancy.
The project proponent shall bear the responsibility for complying with all applicable mitigation measures defined in the California Environmental Quality Act (CEQA) document (i.e., Negative Declaration, Mitigated Negative Declaration, Environmental Impact Report) and/or Mitigation Monitoring and Reporting Program, if a CEQA document was prepared for the project. The project proponent shall also bear the responsibility for complying with all other federal, state, and local environmental rules and regulations that may apply.
If a natural watercourse or mapped floodplain is impacted by this project, the City should require the applicant to obtain a Section 1602 Agreement from the California Department of Fish and Wildlife and a Clean Water Act Section 404 Permit from the U.S. Army Corps of Engineers, or written correspondence from these agencies indicating the project is exempt from these requirements. A Clean Water Act Section 401 Water Quality Certification may be required from the local California Regional Water Quality Control Board prior to issuance of the Corps 404 permit.

Good evening,
I am a local resident who lives at 4304 Pacific Avenue and has called Jurupa Valley home for almost 15 years. In that time I have watched this city deteriorate from a charming rural community to a dirty, traffic-choked, and crime-ridden dump.
Part of that reason, I believe, is shoving cheap, high density garbage dwellings like these into established neighborhoods of single family homes; a move driven by the fairly obvious desire to pave over and develop everything. This is and should remain a very rural area, and moving 36 families into an area of less than 4 acres would ruin that, in addition to making traffic, street wear, crime, and cost of living even worse than they already are.
For the sake of not making this neighborhood worse that it’s already becoming, I request that this General Plan be denied.
Thank you,
Adam Haughey

Applicability
This policy shall primarily apply to the use of City funds and the reimbursement of expenses incurred by members of the City Council, members of other legislative bodies of the City, contracting consultant firms, and City employees (hereinafter sometimes referred to as “public officials”).
Public Official Expenses
City funds, equipment, supplies (including letterhead), titles, and staff time must only be used for authorized business of the City of Jurupa Valley.
Public Official Authorized Expenses
Expenses incurred by City Council Members or members of other City legislative bodies in connection with the following types of activities generally constitute authorized expenses, and may be reimbursed by the City as long as the other requirements of this policy are met:
1. Serving the needs of the residents, businesses and visitors of the City of Jurupa Valley;
2. Communicating with constituents in compliance with applicable laws;
3. Communicating with representatives of regional, state and national government on City policy positions;
4. Attending educational seminars designed to improve public officials’ skill, knowledge, and information levels;
5. Participating in regional, state and national organizations whose activities benefit or affect the City’s interests;
6. Recognizing service to the City (for example, thanking a longtime employee with a retirement gift or celebration or award of nominal value and cost);
7. Attending City, community, regional and other events;
8. Gathering facts and information regarding City projects, issues and priorities in other jurisdictions;
9. Implementing a City-initiated strategy for attracting or retaining businesses to the City; and

10. Attending meetings such as those listed above for which a meeting stipend is expressly authorized under this policy.
All other expenditures require prior approval by the City Council.
Expenses Requiring Prior City Council Approval
All payments for registration fees, travel and meals to any conference, meeting or other event by members of the City Council shall require prior City Council approval. If, however, it is necessary for a Council Member to attend a meeting for important City business in which the need for that meeting arises after a regular Council meeting, and the meeting will take place prior to the next regular Council meeting, the Council shall be authorized to approve the expenses for such meeting after it occurs provided the expenses to be reimburse are otherwise authorized by this Policy. Such meetings include, but are not limited to, meetings with legislators, legislative staff members, government officials, and City lobbyists in Sacramento on matters of importance to the City.
City Employee Expenses
All actual and necessary expenses incurred by a City employee in carrying out City business shall be pre-approved by the City Manager or his or her designee prior to the City employee incurring the expense.
Expenses Not Authorized
Examples of personal expenses that the City will not reimburse for either members of the City Council, members of other legislative bodies, or City employees include, but are not limited to:
1. The personal portion of any trip;
2. Political or charitable contributions;
3. Family expenses, including a spouse’s or partner’s expenses when accompanying an official on agency-related business, as well as children or petrelated expenses;
4. Entertainment expenses, including theater, movies (either in-room or at the theater), recreational events not related to City business (including gym or massage expenses), cultural events not related to City business;
5. Non-mileage personal automobile expenses, including repairs, traffic citations,

insurance or gasoline;
6. Personal losses incurred while on City business; and
7. Personal alcohol or bar expenses.
Any questions regarding the propriety of a particular type of expense should be resolved by the approving authority before the expense is incurred.
Cost Control
Members of the City Council and members of other legislative bodies of the City, and City employees should adhere to these guidelines to conserve City resources and keep expenses within community standards. In the event that expenses are incurred which exceed these guidelines, the cost borne or reimbursed by the City will be limited to the costs that fall within the guidelines, unless such excess amounts have been approved in advance by the City Council.
Transportation
The most economical mode and class of transportation reasonably consistent with scheduling needs, time constraints, and cargo space requirements must be used, using the most direct and time-efficient route. Charges for rental vehicles may be reimbursed under this provision if more than one City official or City employee is attending an out of town conference, and it is determined that sharing a rental vehicle is more economical than other forms of transportation. In making such determination, the cost of the rental vehicle, parking and gasoline will be compared to the combined cost of such other forms of transportation. Government and group rates must be used when available.
1. Airfare. Airfares that are equal or less than those available through the Enhanced Local Government Airfare Program offered through the League of California Cities (www.cacities.org/travel), the California State Association of Counties and the State of California shall be, in most normal circumstances, presumed to be the most economical and reasonable for purposes of reimbursement under this policy. The City Council recognizes and acknowledges that such airfares are not always practicable or available in certain limited circumstances, and finds that higher airfares may be appropriate in individual cases.
2. Automobile. Automobile mileage is reimbursed at Internal Revenue Service rates presently in effect. These rates are designed to compensate the driver for gasoline, insurance, maintenance, and other expenses associated with operating the vehicle.
This amount does not include bridge and road tolls, which are also reimbursable. The Internal Revenue Service’s rates will not be paid for rental vehicles, only receipted fuel

expenses will be reimbursed.
3. Car Rental. Rental rates that are equal or less than those available through the State of California’s travel and lodging guide at the following website:
(http://www.catravelsmart.com/default.htm) shall be considered the most economical and reasonable for purposes of reimbursement under this policy.
4. Taxis/Shuttles. Taxis or shuttles fares may be reimbursed, including a 15 percent gratuity per fare, when the cost of such fares is equal or less than the cost of car rentals, gasoline and parking combined, or when such transportation is necessary for time-efficiency.
Lodging
Lodging expenses will be reimbursed or paid for when travel on official City business reasonably requires an overnight stay.
1. Conferences/Meetings. If such lodging is in connection with a conference, lodging expenses must not exceed the group rate published by the conference sponsor for the meeting in question if such rates are available at the time of booking. If the group rate is not available, see next section.
2. Other Lodging. Travelers must request government lodging rates, when available.
A listing of hotels offering government rates in different areas is available at http://www.catravelsmart.com/lodguideframes.htm. Lodging rates that are equal or less to government rates are presumed to be reasonable and hence reimbursable for purposes of this policy. In unique circumstances, the City Manager may approve the reimbursement of reasonable lodging costs that exceed the standard above, if necessary under the particular circumstances.
Meals
Public officials and City employees shall, when available, take meals that are provided as part of a seminar or conference registration fee. Reimbursable meal expenses and associated gratuities shall not exceed forty dollars ($40.00) per day for each official or employee. Such amount will be annually adjusted with the approval of the City Council.
The City will not reimburse personal alcohol or bar expenses.
Telephone/Fax/Cellular
Public officials and City employees will be reimbursed for all actual landline telephone and fax expenses incurred on City business. Telephone bills should identify which calls were made on City business. For cellular calls, the City issues City owned cell phones

to the City Council Members and City employees designed by the City Manager. City issued cell phones shall be used strictly for City business. For cellular calls made on a personal employee-owned cell phone, when the official/employee has a particular number of minutes included in the official’s or employee’s plan, the official/employee can identify the percentage of calls made on public business and be reimbursed for that percentage of applicable charges.
Internet
On out-of-town trips, City employees, but not City Council Members, will be reimbursed for Internet access connection fees, not to exceed $15.00 per day, if Internet access is necessary for City-related business.
Airport and Other Parking Charges
The City will reimburse parking costs based on actual costs or the equivalent of longterm parking rates.
Other
Baggage handling fees charged by an airline will be reimbursed for the first bag checked only. The public official or employee shall be responsible for any costs involved with checking any subsequent number of bags. Expenses for which City officials receive reimbursement from another agency are not reimbursable.
Cash Advance Policy
No cash advances will be issued by the City.
Credit Card Use Policy
The City of Jurupa Valley will issue credit cards to individual councilmembers and City employees at the sole discretion of the City Manager. Receipts documenting expenses incurred on the City credit card and compliance with this policy must be submitted within five (5) business days of incurring the charge. City credit cards may not be used at any time for personal expenses, even if the official or employee subsequently reimburses the City.
Expense Report Content and Submission Deadline
All credit card expenditures and expense reimbursement requests must be submitted on an expense report form provided by the City. This form shall include the following advisory:
CITY OF JURUPA VALLEY
EXPENSE REIMBURSEMENT POLICY Policy No. 200.1
All expenses reported on this form must comply with the City’s policies relating to expenses and use of public resources. The information submitted on this form is a public record. Penalties for misusing public resources and violating the City’s policies may include loss of reimbursement privileges, restitution, civil and criminal penalties as well as additional income tax liability.
Expense reports must document that the expense in question met the requirements of this policy.
Except as required sooner by this policy, public officials and City employees must submit their expense reports within twenty (20) calendar days of an expense being incurred, accompanied by receipts documenting each expense. Restaurant receipts, in addition to any credit card receipts, are also part of the necessary documentation.
Additionally, City employees must include a pre-approval form from the City Manager or his or her designee pre-approving the expense. The inability to provide such documentation in a timely fashion may result in the expense being borne by the official, or employee.
Verification of Expense Reports
All expenses are subject to verification that they comply with this policy. The City Council and/or the Finance Director or his or her designee may request additional documentation or explanation of individual expenditures for which reimbursement is requested by a public official or City employee.
Reports to the Public
At a subsequent City Council meeting, each public official shall briefly report, orally or in writing, on meetings attended at City expense. If multiple officials attended an event, a joint report or individual report on behalf of all attendees may be made.
Compliance with Laws
City officials and City employees should keep in mind that some expenditures could be subject to reporting under the Political Reform Act, the City’s Conflict of Interest Code and other laws. Records of all City expenditures and documentation regarding expense reimbursements are public records subject to disclosure under the Public Records Act.
Violation of this Policy
Use of public resources or falsifying expense reports in violation of this policy may result in any or all of the following: 1) loss of reimbursement privileges, 2) a demand for restitution to the City, 3) the agency’s reporting the expenses as income to the elected
