A. LOW BARRIER NAVIGATION CENTERS (LBNCS) - POTENTIAL

GENERAL PLAN AMENDMENTS AND CHANGES OF ZONE THAT

WOULD RESULT IN LAND BEING DESIGNATED FOR COMMERCIAL

NEIGHBORHOOD (C -N) TO COMPLY WITH STATE LAW AND

HOUSING ELEMENT CERTIFICATION MANDATE TO PRO VIDE FOR

LBNCS AND ZONING CODE AMENDMENT TO COMMERCIAL

NEIGHBORHOOD (C-N) ZONE AND BUSINESS PARK (B-P) ZONE
Tamara Campbell, Principal Planner, presented the staff report. Ms. Campbell provided the definition of a Low Barrier Navigation Center, which is a temporary shelter that provides multiple support services to homeless individuals. Assembly Bill 101 states that LBNC’s must be allowed in mixed use and non-residential zones where multi -family uses are allowed with a ministerial process . Ms. Campbell reported that City staff conducted a citywide land use survey to identify potential sites for LBNC’s. The commercial neighborhood zone (C-N) was identified as the one zone that qualifies for this type of facility ; however, there are currently no parcels in the City that have this zone designation. In looking at the C-N zone, City staff are also recommending various revisions, which could improve compatibility for LBNC facilities. Ms. Campbell provided three possible sites , which could be rezoned to the C-N zone.

Further discussion followed regarding how the C-N zone could negatively impact residential areas.

By consensus, the City Council received and filed the staff presentation on Low Barrier Navigation Centers (LBNCs) and provide d input and direction to comply with state law and a Housing Element certification mandate to provide for LBNCs.
