THROUGH CZ22027); AND 3) APPROVING AN ADDENDUM TO A

CERTIFIED PROGRAMMATIC FINAL ENVIRONMENTAL IMPACT

REPORT AND ADOPTING FINDINGS PURSUANT TO THE

CALIFORNIA ENVIRONMENTAL QUALITY ACT
Staff Report presented by Joe Perez, Assistant City Manager/Community Development Director. Mr. Perez gave a brief introduction on the next four public hearing items that are all inter-related. The next three public hearing items contain various land use entitlements, including General Plan Amendmen ts. State law limits the number of G eneral Plan Amendments (GPA’s) that can be approved by cities in a given year. As a result, the next three public hearing items will be batched together with multiple GPA’s under a single action. The City Council will take action on each of the next three public hearing items and the GPA components of each of these three items will be considered at the very end as part of a separate public hearing and one resolution.

Staff Report presented by Jean Ward, Project Manager. Ms. Ward reported that this public hearing will focus on the designation of approximately 62 additional acres for residential use at HHDR density (up to 25 du/acre) to meet the City’s Regional Housing Needs Allocation ( RHNA) deficit in the lower income categories. Ms. Ward reported that the deadline to adopt these map amendments is October 15, 2024 to ensure the City remains compliant with state housing law and maintains Housing Element certification. Ms. Ward advised that the actions taken tonight do not approve or grant authority to any specific residential development project.

Mayor Guillermo Silva arrived at 8:20 p.m.

Mayor Pro Tem Brian Berkson pointed out that Council District 3 is taking most of the high density residential zoning, which is a big burden for his District; however, it was done with thoughtful consideration and methodical planning.

Council Member Chris Barajas stated that this is state mandated and every District took a reasonable amount of high density z oning so no single -district was over - burdened.

Further discussion followed.

Mayor Guillermo Silva opened the public hearing.

-9-

John Mynes stated that he lives less than 1,000 feet from some of the planned high density zoning, however, he supports the Council’s rezoning as there is a lack of affordable housing. He suggested adding mature trees when development begins to give the existing wildlife a place to live.

Kaur Kulwinder objected to the rezoning of the property at APN 169-172-075, from commercial to high-density residential. Ms. Kulwinder stated that this property was recently purchased by her family to build a commercial business and restaurant.

Prior to purchasing the property, they thoroughly researched the zoning with City staff and received confirmation that they could operate a business on this property.

James O’Malley voiced concern that there is a burden of high density on Site D as it is very difficult to obtain financing.

Jeremy Krout, representing Site D, stated that building at a higher density is a bold goal; however, higher density is not feasible at this particular location.

There being no further comments, the public hearing was closed.

Further discussion followed.
