RECOMMENDATION: Council approve payroll as presented.
B. SUBJECT: Warrants (JA)
1. Nos. 28789-28879 $1,492,532.04 ACH $96,437.83.
RECOMMENDATION: Council approve warrants and electronic bank transfers as presented. (Pursuant to Government Code 37208)
C. SUBJECT: Resolution Approving Side Letter Agreement with the Kerman Municipal Employees Association (JAJ)
RECOMMENDATION: Council by motion adopt resolution approving Side Letter Agreement with the Kerman Municipal Employees Association (KMEA) implementing targeted equity adjustments to KMEA salary scales in response to labor market competitiveness. - Res. 24-18 Motion made by Council Member Herrera and Seconded by Council Member Coleman. Voting Yea: Herrera, Coleman, Mayor Pacheco 3-0-2

7. DEPARTMENT REPORTS
A. SUBJECT: Professional Service Agreements with Mural Artists (JO) RECOMMENDATION: Council by motion adopt;
1. A resolution approving a professional service agreement for the creation and installation of a mural with Veyna Design Studios, Inc. in the amount of $30,000, and authorize the City Manager to sign the agreement; and - Res. 24-19
2. A resolution approving a professional service agreement for the creation and installation of a mural with Jose Elias in the amount of $29,500, and authorize the City Manager to sign the agreement. - Res. 24-20
Motion made by Council Member Coleman and Seconded by Council Member Herrera to approve item as is with future discussion of details. Voting Yea: Coleman, Herrera, Mayor Pacheco 3-0-2 B. SUBJECT: Appointment of Member to the Parks, Recreation and Community Services Commission.
RECOMMENDATION: Council by motion adopt resolution approving appointment by Mayor Pacheco of one applicant to the Parks, Recreation and Community Services Commission. - Res. 24-21
