STAFF REPORT
MEETING DATE: May 28, 2025
PRESENTER: Jesus A. Gonzalez, City Engineer
SUBJECT: Resolution Initiating Proceedings for the Annual Levy of Assessments for Landscape and Lighting District No. 1 (JG)
RECOMMENDATION: Council by motion adopt the resolution to initiate proceedings for the annual levy of assessments for Landscape and Lighting District No. 1.

EXECUTIVE SUMMARY:

The Landscape and Lighting District (LLD) No. 1 maintains public landscaping in median islands and landscape strips along major streets. The revenue from the LLD also pays for street lighting costs for areas within it. All new developments are annexed into the LLD and charged an annual assessment that is collected with property taxes. There are currently 14 sub-areas within the LLD.

This is the first of three actions by Council required by State law for the levy of the annual assessments. Following this action, the City Engineer will prepare a report, detailing the proposed assessments, which will be submitted to the Council for review and approval. The next action required by Council will be the approval of the resolution of intention to levy and collect the annual assessments, which will set the date for the public hearing required prior to the confirmation of assessments. The final step in the process is for Council to conduct the required public hearing, receive any testimony, and confirm the annual assessments. The assessment roll is then submitted to the County Assessor for inclusion on the property owner’s tax bill. No new annexations took place this past year.

FISCAL IMPACT:

The annual assessments from the LLD are used for maintenance of public landscaping and street lighting. Last year the total assessments were $426,247.46.

STAFF REPORT
MEETING DATE: May 28, 2025
PRESENTER: Josefina Alvarez, Finance Director
SUBJECT: Budget Workshop Fiscal Year 2025/2026 (JA)
RECOMMENDATION: Council to review and consider proposed draft of City of Kerman Fiscal Year 2025/2026 Operating and Capital Budgets and provide comments.

EXECUTIVE SUMMARY:

The budget workshop for Fiscal Year (FY) 2025/2026 is to provide Council the opportunity to review and comment on the proposed Operation and Capital Budgets for FY 2025/2026 prior to adoption of the final budget on June 11, 2025.

General Fund
The General Fund is primarily used to fund Police, Community Services, Community Development and Administrative Services budgets. Revenues are projected to increase 5.1% or $570,961 when compared to estimated year end FY 2024/2025 and operating expenditures are projected to increase 16.1% or $2,330,496, creating a General Fund operational deficit of $4,901,214. This deficit generated for FY 2025/2026 is primarily due to the Hart Ranch Park project carrying over from FY 2024/2025 which has an estimated $4,325,420. These funds are allocated to Measure M and reserves will be used to cover this deficit. There is also $500,000 allocated for the new Police Station and $327,660 for the Resiliency Center under the major projects in Measure M. Hart Ranch Park is expected to be completed Summer of 2026 or soon thereafter. Both the new Police Station as well as the Resiliency Center will start the architectural phase of these new developments in Fiscal Year 2025/2026.

The revenue increase is attributed to different factors such as the increase in sales tax, property tax, VLF and interest earnings from favorable interests in both LAIF and other investment agencies. Below is a summary of Sales Tax and Property Tax revenues, our two main sources of revenue.

Category Increase/Decrease Amount Total Revenue FY
2025/2026

There are also three additions that are planned for Fiscal Year 2025/2026 and ongoing recruitments for two vacant positions.

Enterprise Funds
The Enterprise Funds provide utility services such as water, sewer, solid waste, storm drain and street sweeping to the residents of Kerman. Revenues help cover the operating costs, debt obligations, repairs and replacement of infrastructure. This coming January, the City will be implementing new rates based on the five-year schedule that was adopted through the water, wastewater and storm drain rate study, which was conducted in Fiscal Year 2023/2024.

The total combined budgeted revenues of the Enterprise Funds for FY 2025/2026 are $8,276,069, which represents an increase of 0.78% percent or $63,871 when compared to estimated year end FY 2024/2025 budget. The revenues for these funds have been calculated by an estimate over the past three fiscal years. The table below has a summary of FY 2025/2026 and other prior fiscal years.

STAFF REPORT
MEETING DATE: May 28, 2025
PRESENTER: John Jansons, City Manager
SUBJECT: Request from Kerman Chamber of Commerce for Donation Toward July 3rd Sky Diving Exhibition (JAJ)
RECOMMENDATION: That Council consider a contribution in an amount up to $1,000 to the Kerman Chamber of Commerce for its annual July 3rd fireworks show and community event.

DISCUSSION:

The Kerman Chamber of Commerce produces an annual July 3rd fireworks display and community event to honor Independence Day. The City supports this community event each year with financial, facilitation and logistical support. The City’s cash contribution this year has been provided to the Chamber in the amount of $600.

This year, the Kerman Chamber of Commerce (Chamber) is also seeking donations and sponsorships to fund a skydiving exhibition where parachutist(s) will drop in to the Kerman High School stadium: see Attachment ‘B’.

Chamber Executive Director Denise Baronian is scheduled to attend the May 28th City Council meeting with this request, and for any questions or clarification requested by City Council, and with an update if other donations toward this activity have been secured, and in what amount(s) to assist the City Council in considering this request.

According to Ms. Baronian, the Chamber has raised approximately $23,000 toward the cost of the pyrotechnic display, with Community West Bank of Kerman as a significant sponsor.

Based on the City’s financial forecast, Staff is recommending a general contribution to the Chamber of up to $1,000 and is not recommending a sponsorship.

Attachment ‘A’, is a draft resolution to authorize a contribution, if approved.

ALTERNATIVE(S):
1) Do not fund this request
2) Fund this request for up to $3,000.

FISCAL IMPACT:

The City Community Events Program would fund a contribution in the amount approved by City Council.

STAFF REPORT
MEETING DATE: May 28, 2025
PRESENTER: John Jansons, City Manager
SUBJECT: Harvest Festival Parade (JAJ)
RECOMMENDATION: Council receive an update about proposed changes to 2025 Harvest Festival parade route, with possible direction to Staff.

DISCUSSION:

The City of Kerman (City) provides essential planning, financial and logistical support to the Kerman Chamber of Commerce (Chamber) to produce the annual Harvest Festival and Parade.

The Chamber has inquired with the City and proposed a change in the parade route to go beyond G Street on its northbound direction to Kearney Blvd., where the parade would turn west and terminate at First Street.

This change would require a closure of Madera Ave (CA 145) and Kearney Blvd. to clear the parade through and additional traffic control at Madera Ave and Stanislaus.

The revised route has been submitted to Cal Trans, but as of this writing no response has been received, although Staff believes Cal Trans would approve the revised route given the significance of the annual Harvest Festival and the brief interruption to normal traffic patterns expected to last less than one hour.

City staff has received no opposition to the request from other City Departments, allied agencies, or the public and sees no reason to oppose this request by the Chamber. Additional City staffing and traffic control devices and equipment will be required to support the expanded route.

FISCAL IMPACT:

The increased cost to support the revised route is estimated to be less $1,000.

In 2024, the City contributed approximately $37,874.13 in personnel and equipment to support the Harvest Festival and Parade.
