SUBJECT: Resolution Approving Fee Schedule Modification to the City Engineer Services Agreement with Yamabe & Horn Engineering, Inc. (JAJ)
RECOMMENDATION: Council by motion adopt the resolution approving a fee schedule modification to the City Engineer Services Agreement with Yamabe & Horn Engineering, Inc.

EXECUTIVE SUMMARY:

Yamabe & Horn Engineering, Inc. (Yamabe & Horn) has served as City Engineer for the City of Kerman since April 1, 1991. Pursuant to the latest agreement entered in 2022, Yamabe & Horn provides contract City Engineer services, engineering review of private developments and City capital improvement design, bidding and construction management services to Kerman.

In accordance with provisions of the agreement allowing for annual fee schedule modifications, Yamabe & Horn on January 8, 2026 submitted a request for fiscal year 2025-26, with a 3% escalator for each fiscal year thereafter. The request is the first since inception of the 2022 agreement and serves to address engineering industry escalating costs. The agreement has a five-year term and will terminate on September 28, 2027, unless extended.

The increased rates contained in the modified fee schedule are the same as those found in the Decemeber 10, 2025 Council approved agreement with Yamabe & Horn for engineering services on state and federally funded transportation projects.

FISCAL IMPACT:

The modified fee schedule for engineering services is attached as Exhibit ‘A’ to the resolution.

City of Kerman
Attention: John Jansons, City Manager

RE: City Engineering Contract – Proposed Fee Schedule Modification for FY 2025/2026 Dear John,
I write this letter to respectfully request a modification to the fee schedule for City Engineering services for the City of Kerman for fiscal year 2025/2026.

As I’m sure you can understand, our industry, like many others, has become very impacted in recent years with stiff competition between firms for quality staff. In response, our firm makes a diligent attempt to keep our salary structure in line with industry norms, typically using the American Council of Engineering Companies’ (ACEC) published salary survey data for engineering firms of our size and location within Central California. The ability to offer competitive salary and benefit packages is crucial for us to both hire and retain key staff and continue to provide quality engineering services to our clients, and we are dedicated to doing just that for the City of Kerman.

In line with the recently completed procurement process for the Federal and State Engineering contract for the City, we propose to utilize the same fee schedule for our General City Engineering contract. The proposed rates per staff classification are attached hereto as Exhibit A, with an effective date of January 1, 2026. Similarly to the Fed/State Agreement, there are proposed annual escalators to keep up with inflation. Non-prevailing-wage employee rates are proposed to escalate at 3% per fiscal year while prevailing wage employee rates will follow the updates to prevailing wage determinations as they are published by the State DIR. Exhibit B includes the Caltrans form rate sheets showing the calculation of the currently proposed rates as well as the proposed escalations in future years. As with the current rate schedule, Y&H proposes to round the calculated rates to the nearest 5 dollar increment. Y&H will provide an updated rate sheet prior to the start of each fiscal year for review and budget modification, as needed, by the Finance Department.

We thank you for your consideration of this request, look forward to continuing our valued relationship with the City of Kerman, and are excited about the challenges and opportunities to come.

Sincerely,
Joshua Rogers, P.E.

Vice President – Yamabe and Horn Engineering, Inc.

PRESENTER: John Jansons, City Manager

SUBJECT: Update on Kerman Pavement Condition Assessment (JAJ) (JG) RECOMMENDATION: Council to hear brief presentation regarding the Fresno County Pavement Condition Assessment with possible direction to Staff.

DISCUSSION:

In November 2025, the Fresno Council of Governments presented its preliminary findings regarding the Pavement Condition of local streets throughout Fresno County, including Kerman.

Not surprisingly, Kerman scored well. In fact, it scored so well that it was ranked Number 1 in local street conditions due to its pavement management program.

The presentation prepared by NCE Engineering and Environmental Services will briefly explain the principles of pavement management and the logic for deliberate and routine investment to provide taxpayers with good-quality local streets and roads.

STAFF REPORT
MEETING DATE: January 14, 2026
PRESENTER: Jerry Jones, Community Development Director
SUBJECT: 2026 Appointments to Planning Commission (JJ)
RECOMMENDATION: Council by motion adopt a resolution approving Mayor’s appointment of two members to the Planning Commission.

EXECUTIVE SUMMARY:

The Planning Commission is comprised of five (5) members appointed by the Mayor and approved by the City Council for three-year terms. The Planning Commission advises the City Council on land use matters, including general plan amendments, zoning changes, environmental impact determinations, annexations, subdivisions, and other related matters.

The Commission also makes decisions on site plans, use permits, development plans, and variances. Vice Chairperson Kevin Nehring and Commissioner Robert Bandy’s three-year terms ended on December 31, 2025.

To fill these vacancies, an advertisement for applications for planning commissioners was published in the Kerman News, posted to the City’s website and social media, and posted at City Hall on October 8, 2025. The City also sent the advertisement to the Chamber of Commerce to post at their office and send out to their members. The deadline for interested individuals to submit their application was November 14, 2025. Three applications were received prior to the deadline. The applications were received from Kevin Nehring (for re-appointment), Rosa Sanchez, and Jaspreet Badesha. The applications are included as Exhibit ‘A’.

Staff met with the Mayor to review the three applications received. Based on Kevin Nehring’s years of service on the Planning Commission and City Council, and resulting knowledge on planning and land use matters for the City, the Mayor elected to appoint him to another term.

In order to gather more information about Rosa Sanchez and Jaspreet Badesha, the Mayor requested Staff to meet with each of them to discuss their interest in the Planning Commission, any relevant past experience, and to give them an overview of what the roles and responsibilities of a planning commissioner are. After meeting with Rosa Sanchez, she felt that the responsibility may be more than she could commit to at this time and requested to withdraw her application. Staff met with Jaspreet Badesha and after hearing about Planning Commission further, he is eager and willing to learn and grow into the role as a planning commissioner to help guide the growth of the City. As such, the Mayor has elected to appoint Jaspreet Badesha to the second available seat.

The City Council is asked to consider the Mayor’s appointments and consider their approval by adopting the proposed resolution.
